ANNUAL TOWN MEETING AND ELECTION
LOWER LYCEUM HALL, READING, MASS., March 6, 1916.
Pursuant to a warrant and the Constable's return there- on, a town meeting was held at the place and time therein specified and was called to order by the Town Clerk, Millard F. Charles. Prayer was offered by Rev. Frank M. Holt. The warrant was partly read, when it was moved by Otis B. Ruggles and voted that further reading of the warrant be dispensed with, except the Constable's return. The Con- stable's return was then read.
The following ballot clerks and tellers were duly sworn : Leslie A. Nichols, Bartholomew J. Lehan, Samuel Rounds, George P. Forbes, George M. Hutchinson, Chester C. Rich- ardson, James H. Connelly, Daniel L. Sullivan, James A. Freeman, Bernard T. Granfield, John D. Canty, Richard N. B. Wilson and Percy L. Horrocks.
Article 1. To choose a Moderator to preside at said meeting.
The ballot was duly opened and closed, with the follow- ing result : whole number of votes cast, 40; necessary for a choice, 21; George P. Abbott received 19, Jesse W. Morton received 21, and Jesse W. Morton was declared elected Moderator.
Article 2. To see if the Town will vote to adjourn this meeting after the completion of the business under Article 3. to Monday, March 13, 1916, at 7.45 p. M., in Lyceum Hall, or what it will do in relation thereto.
On motion of Edwin L. Hutchinson, it was voted that when this meeting adjourns it adjourns to meet in Lyceum Hall, at 7.45 o'clock p. M., on March 13, 1916.

Article 3. To bring in their votes on one ballot for Town Clerk, Selectmen, Overseers of the Poor, Treasurer, Collector of Taxes, one member of the Board of Assessors for three years, two Constables, one Water Commissioner for three years, one member of the Municipal Light Board for three years, one member of the Board of Health for three years, two Trustees of Laurel Hill Cemetery for three years, two Trustees of the Public Library for three years. two members of the School Committee for three years, one member of the School Committee for one year, one Sewer Commissioner for three years, Tree Warden for one year. five members of the Planning Board for one year; also, on the same ballot, yes or no, in answer to the following ques- tion : Shall licenses be granted for the sale of intoxicating liquors in this Town?
The ballots for Town Officers were delivered to the Mod- erator, taking his receipt for the same.
The ballot box was examined and found empty and the polls were duly declared open.
On motion of Otis B. Ruggles, it was voted to close the polls at four o'clock and thirty minutes past.
The polls were duly closed at time voted, four o'clock and thirty minutes past.
The ballot box registered 1030 as having voted. The check list showed that 1030 had voted - 1008 men and 22 women. The tellers reported 1030 votes counted, viz. : 1008 men and 22 women.

A town meeting was held as per adjournment and was called to order by the Moderator, Jesse W. Morton.
Article 4. To hear and act on the reports of the Select- men, Overseers of the Poor, Assessors, Treasurer, Collector of Taxes, School Committee, Water Commissioners, Munici- pal Light Board, Engineers of the Fire Department, Trus- tees of the Cemetery, Trustees of the Public Library, Board of Health, Tree Warden, Town Accountant, Finance Com- mittee, and Special Committees.
Article 4. On motion of Edgar O. Dewey, it was voted to lay this article on the table.
Article 5. To choose all other necessary Town Officers, and determine what instructions be given the Town Officers.
On motion of Edgar O. Dewey, it was voted that Wil- liam F. Welch, Ardine M. Allen and Willard A. Bancroft serve as Field Drivers. for ensuing year.
On motion of Edgar O. Dewey, it was voted that Ora L. Milbury, Wendell Bancroft, Warren M. Whitehouse, Samuel Brown, William R. Zwieker, Burton K. Symonds, Edward B. Eames and George L. Flint serve as Surveyors of Lumber for the ensuing year.
On motion of Edgar O. Dewey, it was voted that the Selectmen act as Fence Viewers for the ensuing year.
On motion of Edgar O. Dewey, it was voted that L. Adelbert Deming serve as Pound Keeper for the ensuing year.

Article 7. On motion of Ward C. Mansfield, it was voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1. 1916. an amount not ex-

ceeding $180,000 and to issue a note or notes therefore pay- able within one year; any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Article 8. To see if the Town will appropriate the sum of 84,700 from the amount in the Excess and Deficiency Ac- count, the same to be applied in part toward the indebted- ness maturing in 1916, or what it will do in relation there- to. (Town Accountant.)
Article 8. On motion of John H. Sheldon, it was voted that the Town Accountant be and is hereby authorized to transfer the sum of $4,700 from the Excess and Deficiency Account to Maturing Indebtedness for the current year. said amount to be used in part payment.
Article 9. To see if the Town will raise and appro- priate the sum of $1,000 to the Reserve Fund as provided by Chap. 645 of the Acts of 1913, or what it will do in relation thereto. (Town Accountant.)

Article 10. To see if the Town will raise and appro- priate the sum of $2,500 for continuing the work on Lowell Street from Middlesex Avenue, toward the Square, pro- vided the State and County each appropriate a like amount, or what it will do in relation thereto. (Selectmen.)

Article 13. To see if the Town will raise and appro- priate the sum of $800 to resurface Woburn Street, from the railroad crossing to Summer Avenue, or what it will do in relation thereto. (Selectmen.)

Article 17. To see if the Town will raise and appro- priate the sum of $100 to repair and complete the sidewalk on South Main Street to the Stoneham line, or what it will do in relation thereto. (Selectmen.)
Article 17. On motion of Edgar O. Dewey, it was voted to appropriate from the Highway Appropriation $100 to repair and complete the sidewalk on South Main Street to the Stoneham line, provided property owners bear the expense of retaining walls.
Article 18. To see if the Town will raise and appro- priate the sum of $600 to build a sidewalk on the north side of Lowell Street, from Winthrop Avenue to High Street, or what it will do in relation thereto. (Selectmen.)

Article 22. On motion of Edgar O. Dewey, it was voted to raise and appropriate $500 to take care of surface water at the corner of Summer Avenue and Mineral Street.
Article 26. To see how much money the Town will raise and appropriate toward the construction of a vitrified stone sidewalk on the east side of Summer Avenue, from King Street to Temple Street, or what it will do in relation thereto. (Solomon Davis and others.)
Article 26. On motion of A. Newell Howes, it was voted to take up this article. After some discussion it was moved by Harry P. Bosson, and voted, to lay this article on the table by a vote of 118 yes and 16 no.
Article 34. To see if the Town will authorize the Board of Water Commissioners to petition the General Court for an act to enable the Town to issue water bonds to an amount not exceeding twenty-five thousand dollars, in addition to the amount already authorized by law, or what it will do in relation thereto. (Water Board.)
Article 34. On motion of Henry R. Johnson, it was voted to take up this article.
On motion of Lewis M. Bancroft, it was voted to author- ize the Board of Water Commissioners to petition the Gen- eral Court for an act to enable the Town to issue water bonds to an amount not exceeding $25,000, in addition to the amount already authorized by law.
Article 35. To see if the Town will authorize the Board of Water Commissioners to install a pump in the new arte- sian well at an expense of $1,200, and authorize the sale of one $1,000 water bond for that purpose, or what it will do in relation thereto. (Water Board.)
Article 35. On motion of Lewis M. Bancroft, it was voted to authorize the Board of Water Commissioners to in- stall a pump in the new artesian well at an expense of

$1,200, and authorize the sale of one $1,000 water bond for that purpose, and appropriate $200 from receipts of plant to pay the balance.
Article 23. To hear and act on the report of the Special Committee on Motorization of the Fire Department. (Com- mittee on Fire Department.)
Article 23. The Special Committee on Motorization of the Fire Department submit a report in which they recom- mend Plan A. which contemplates the addition of a motor hook and ladder truck and combination hose truck with three more permanent men at the Central Fire Station, the Hancock Hose No. 2 to remain in commission as it is at present. All horse-drawn apparatus at the Central Fire Station would be withdrawn from service.
On motion of Harry P. Bosson, it was voted to accept report of Special Committee on Motorization of the Fire De- partment.
Article 24. To see if the Town will raise and appro- priate. or otherwise provide, the sum of $9,500 to purchase a motor hook and ladder truck and a combination hose truck, or what it will do in relation thereto. (Committee on Fire Department.)
Article 24. On motion of Edgar O. Dewey, it was voted that for the purpose of purchasing a motor hook and ladder truck and a combination hose truck the Treasurer is author- ized to borrow $9,500, at a rate of interest not exceeding tive per cent. per annum. and to issue notes, bonds or other certificates of indebtedness of the Town for this amount, payable $2,000 in one year from the date of issue. and $1,500 each year thereafter until the full amount is paid.
On motion it was voted that the Special Committee on Motorization of the Fire Department be authorized to carry out Plan A, as voted.
Article 25. To see if the Town will raise and appro- priate the sum of $1,600 for alterations and furnishings at the Central Fire Station, or what it will do in relation thereto. (Committee on Fire Department.)
