Pursuant to the warrant and the Constable's return thereon, a town meeting was held and was called to order by the Moderator, Jesse W. Morton. It was voted to dispense with reading the warrant and the ballots were given to the Moderator.

ANNUAL TOWN MEETING

Town meeting was called to order by the Moderator, Jesse W. Morton.


Article 2. To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer, Collector of Taxes, Board of Assessors, Town Clerk, Board of Public Works, Tree Warden, Board of Health, Board of Public Welfare, School Committee, Public Library Trustees, Municipal Light Board, Trustees of Laurel Hill Cemetery, Finance Committee, Plan- ning Board and Special Committees.


Article 2. The Committee on Consolidation of Town Offices made the following report :


Reading, Mass., March 4, 1925.


To the Citizens of the Town of Reading :-


The committee appointed by the Selectmen in pursuance to a vote passed at the last annual town meeting, to investigate the advisability of consolidating town offices and duties of same, beg to submit the following report :

Recommendation No. 1: Town should be governed by a Board of Selectmen, consisting of five members elected as follows :- one for one year, two for two years, two for three years and thereafter to be elected annually for three years, which would represent a consolidation of the following town offices: Selectmen, Board of Public Works, Playground Commission, Overseers of the Poor and Electric Light Board. The Board of Select- men would appoint all town officers now appointed by any of the above Boards and would have charge of the Police, Fire and Moth Departments and Tree Warden.


Recommendation No. 2: Assessors to be appointed by Board of Selectmen, to consist of one principal Assessor with two assistants. The principal Assessor would be a person giving all his time to the office of Assessor and would be paid a salary that would attract and retain a competent person. The two assistants would be appointed for such time as might be necessary during the year and paid accordingly. The idea is to have one principal Assessor who would make a study of assessing property, and therefore become an expert in this line, and would retain his office while his services were satisfactory to the Board of Selectmen. The salary would be sufficient to attract a man of considerable ability and the board would be taken out of politics so that the Board of As- sessors would not feel under any personal obligations to the voters.


Recommendation No. 3: Collection of all public funds will be made by one department, for instance-Treasurer. This department would col- lect all bills due the town and account for the same to the Town Accountant who would pass credit to the different departments on the books of the town which would be kept by the Town Accounting Dept.


Recommendation No. 4: Board of Selectmen should appoint one central purchasing agent for all departments of the Town. This pur- chasing agent would have charge of purchasing all supplies, and all pur- chases by the Purchasing Agent should be made on proper requisitions duly approved by the Board of Selectmen and Town Accountant. One copy of the requisition should be given to the Town Accountant, one copy retained by the Purchasing Agent and one copy given to the party from whom purchase was made.


It is understood that certain emergencies arise whereby requisitions might mean delay, and in such instances purchases not in excess of $100.00 may be made without requisitions above referred to.


Recommendation No. 5: Town Accountant to be appointed by the Board of Selectmen for a term of three years and to be responsible for clerical help of all departments, and also systems and methods to be used, and all clerical help to be under supervision and control of the Town Accountant. The Town Accountant should be a man of good ability and paid a salary sufficient to encourage his best efforts and retain his services permanently.


There are certain boards which your committee did not include under the Board of Selectmen, such as "School Dept. " and "Cemetery Trustees,"

but it is understood that all purchases for these departments will be made by the General Purchasing Agent and will also be subject to the control and supervision of the Town Accountant as far as accounting is concerned.


The committee realizes that the recommendations above made are very important and represent quite a change in the Town Government, but we feel that the time has come when it is necessary to use simple, common- sense business methods in transacting the business of the town, especially in the accounting, purchasing and collecting of public funds, as we do not think any successful business corporation could use the methods now used; we also feel it is necessary to reduce the number of town departments in order to co-ordinate the different activities of the town so that the duties will be more clearly defined and general supervision given one responsible Board of Selectmen. The committee recommends that the Selectmen, through the Town Counsel, petition the Legislature for such legislation as will enable the town to adopt the above recommendations.

On motion of John W. Owen, it was voted that the Town raise and ap- . priate for Hydrant Rentals $ 6,685.00 .


Drinking Fountains 100.00 and the above named sums, together with the Water Dept. receipts, esti- mated at $36,188.00, and the balance on hand, Jan. 1, 1925, $359.88, be appropriated for interest on water bonds, maintenance of Water Works and main and service pipes, and that $12,000.00 of the above-mentioned amount be paid by the Water Dept. to the Town Treasurer to be used in full payment of water bonds.


On motion of John W. Owen, it was voted that the sum of sixty thou- sand dollars be raised and appropriated for construction, maintenance and repairs of highways, the purchase of materials, tools and appliances, and for the payment of any other incidental expenses pertaining thereto ($60,000.00).


On mction of John W. Owen, it was voted to raise and appropriate the sum of three thousand dollars for cleaning draining ditches ($3,000.00).


On motion of John W. Owen, it was voted to raise and appropriate the sum of five thousand dollars for the removal of snow and ice ($5,000.00).


On motion of John, W. Owen, it was voted to raise and appropriate the sum of twenty-six hundred dollars for the care of Common, Parks and Supervised Play ($2,600.00).


On motion of William G. Long, it was voted that there be included in the tax levy for electricity used for street lights, the sum of eleven thousand dollars, and that said sum and the income from sales of electricity to private consumers and for electricity supplied to municipal buildings and for electricity supplied for municipal power and for sale of appliances and jobbing during the current fiscal year be appropriated for the muni-

cipal lighting plant, the whole to be expended by the manager of municipal lighting under the direction and control of the Municipal Light Board, for the expense of the plant for said fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that if said sum and said income shall exceed said expense for said fiscal year, such excess shall be transferred to the construction fund of said plant and appropriated and used for such additions thereto as may thereafter be authorized by the Municipal Light Board; and said Board is further authorized to transfer from the operation fund to the construction fund an amount not exceeding five thousand dollars, to be expended for new construction during 1925 ($11,000.00).


On motion of Walter S. Parker, it was voted that the following amounts be raised and appropriated for support of schools for the fiscal year:

On motion of Arthur N. Mansfield, it was voted that the following sums be raised and appropriated :

On motion of Galen A. Parker, it was voted to raise and appropriate eight thousand three hundred dollars for care of Laurel Hill Cemetery. ($8,300.00).


On motion of Walter S. Parker, it was voted to raise and appropriate five hundred dollars, for the observance of Memorial Day, to be expended by G. A. R. Post 194, Reading, Mass. ($500.00).
