Be it enacted, etc., as follows:


"Any owner or keeper of a dog not duly licensed which becomes three months old after the thirtieth day of April in any year shall whenever it is three months old cause it to be registered, numbered, described and licensed until the first day of the ensuing May as pro- vided in section eighty of chapter one hundred and two of the Pub- lic Statutes."

The Clark prize for the best reader and speller was awarded to Agustus Pollard.


Much interest has been manifested in this school during the past year in drawing, and the scholars have made a very perceptible progress in this study, and also in penmanship.

The school-house is in many respects worse than the Center. The seats are broken up worse and are more old-fashioned, nearly all of them being so high that the children cannot touch the floor with their feet, and small platforms were put in, making a fine receptacle for any loose dirt scattered about the floor.

The expense of fuel has been much less in this district than in any previous year on account of the

The average attendance has been better in this school than it has for many years, and there has been quite a satisfactory improvement in the school. Rob- bie Lyman has not been tardy during the year and only one day absent, on account of sickness. A request has been made that the matter of having a shed built on these grounds be brought before the town.


According to the vote of the town the committee have changed the stove in this school house and put it inside, and consequently were obliged to have new pipe; the aperture has been filled with brick where the stove stood and a part of the room newly plastered. The room is said to be warmer than before but more fuel has been used here than in either of the other schools.

ATTENDANCE AT SCHOOL. PUB. STAT., CHAP: 47.


SEC. 1. Every person having under his control, a child between the ages of eight and fourteen years, shall annually cause such child to attend for at least twenty weeks, some public day school in the city or town in which he resides, which time shall be divided, so far as the arrangements of school terms will allow, into two terms, each of ten consecutive weeks; and for every neglect of such duty the person offending shall forfeit to the use of the public schools of such city or town, a sum not exceeding twenty dollars, but- if the person so neglecting was not able by reason of poverty to send such child to school, or if such child has attended for a like period of time a private day school, approved by the school committee of such city or town, or is regularly attending a public or private day school, known as a half time school, also ap- proved by them, or if such child has been otherwise furnished for a like period of time with the means of education, or has already acquired the branches of learning taught in the public schools, or if his physical or mental condition is such as to render such attendance inexpedient or impracticable, such penalty shall not be incurred.


SEC. 36, CHAP. 38; REVISED STATUTES.


Every town not divided into school districts shall provide and maintain a sufficient number of school houses, properly furnished and conveniently located. for the accommodation of all the children therein entitled to attend the public schools; and the school committee, unless the town otherwise direct, shall keep in good order procuring a suitable place for the schools where there is no school house, and providing fuel and all other things necessary for the comfort of the scholars therein, at the expense of the town.


A town which for one year refuses or neglects to comply with the requisitions of this section, shall

forfeit a sum not less than five hundred nor more than one thousand dollars, under the same provisions as those made in sections fourteen and fifteen of this chapter.


The amount due for transportation of scholars and the money for services of school committee, although reported as expenses, has not been paid as there was no money in the treasury and the Treasurer thought it not best to draw the orders, so that this sum will have to come into the Treasurer's account another year.

In the name of the Commonwealth of Massachu- setts you are directed to notify the inhabitants of the Town of Westhampton, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Westhampton, on Monday the twenty six (26th) day of March current, at nine (9) o'clock A. M., then and there to act on the following articles. To Wit :-


Article 1. To choose a Moderator to preside in said meeting.


Art. 2. To hear and act on all reports to be made at said meeting.


Art. 3. To choose all necessary Town officers for the year ensuing.


Art. 4. To bring in their ballots Yes or No on the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"


Art. 5. To see if the Town will accept the list of Jurors proposed by the Selectmen.


Art. 6. To determine the manner of repairing high- ways and bridges the ensuing year.
