Report of Superintendent of Schools.
To the School Committee :
I herewith submit my third annual report of the schools of Westhampton. Owing to the small number of pupils in attendance at the Northwest School, it was thought best to close it and transport two of the pupils to the Center School and send the other two to Chesterfield. To avoid congestion at the Hill School the Loudville pupils were sent to the Center School where a primary

room was opened. This was made possible by throwing together the wood shed, the toilets, and a portion of the piazza. This room answered its purpose after a fashion but is too small for permanent use. The building should be enlarged to the south some sixteen feet, making both rooms of about the same size. Each room contains four grades, thus giving each teacher twice the time for individ- ual and class help. Under the former system the teacher had all eight grades in one room.
A new room was added in the rear containing the wood shed and furnace room, and the toilets. A new heat- ing plant was installed consisting of a large wood or coal furnace which heats both rooms. A ventilating fue was placed in the new room. In time a system of flush closets should be introduced, displacing the present earth closets. This will be an easy matter as running water is now piped into the building. When this work is completed Westhamp- ton will have a school system and plant that it can well be proud of.
One of the heavy expenses of the town is that of high school tuition and transportation. Much of this is reim- bursed by the state,-so it is largely a matter of bookkeep- ing in so far as the taxpayers are concerned. For the school department it means an increased expenditure when the high school enrollment is large. Reimbursements from the state on account of the school department are not credited to the school department, but are entered in the excess and deficiency fund.
For the past two or three years the high school en- rollment has been small, and from the money thus saved and from the savings resulting from the closing of two schools it was possible to pay for the work at the Center School out of the annual appropriation. TOWN MEETING, MARCH 5, 1928 Ten O'Clock A. M.,-Prompt
Article 1-To choose a Moderator to preside at said meeting.
Art. 2-To choose a Town Clerk.
Art. 3-To hear and act on all reports presented at said meeting.
Art. 4-To choose all necessary Town Officers to serve the ensuing year.
Art. 5 -- To see if the town will vote to leave the Highway in charge of the Selectmen.
Art. 6-To raise and appropriate such sums of money as may be necessary to defray town charges the ensuing vear.
Art. 7-To see if the town will raise and appropriate a sum of money for the observance of Memorial Day.
Art. 8 -- To see if the town will vote to ratify and confirm the doings of its town officers.
Art. 9-To take action in regard to the collection of taxes.
Art. 10-To see if the town will raise and appropri- ate $50.00 for the support of the Hampshire Trustees for County Aid to Agriculture, and elect a director of that organization who will be official . town representative for said Trustees as per Chap. 273 of the Acts of 1918.
Art. 11-To see if the town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of revenue of the current financial year.
Art. 12-To see if the town will vote to observe the 150th anniversary of its incorporation and raise and ap- propriate a sum of money for same.
Art. 13-To see if the town will vote to authorize the School Committee to sell the school house, and lot, in the North East district.
Art. 14-To see if the town will vote to authorize the School Committee to enlarge the primary room at the Center School House, and raise and appropriate a sum of money for same.
