I have examined the accounts of the Treasurer and find them correct, showing disbursements to the amount of fifty-four thousand eight hundred twenty dollars and thirty-four cents ($54,820.34), for which vouchers are on file, and a balance on hand of four thousand four hun- dred forty-nine dollars and sixty-five cents ($4,449.65). Due from J. C. Williams, Collector, 1938 personal and real estate taxes seven thousand and ninety-six dollars and eighty-eight cents ($7,096.88), 1938 poll taxes six dollars ($6.00), 1938 excise taxes twenty-five dollars and forty-six cents ($25.46), 1937 personal and real estate taxes two thousand two hundred and twenty-three dol- lars and thirteen cents ($2,223.13), 1937 excise taxes eleven dollars and thirty-five cents ($11.35).

REPORT OF THE SUPERINTENDENT OF SCHOOLS
To the School Committee :
I herewith submit my fourteenth annual report, which is the forty-eighth in the series, of the public schools of Westhampton.
Work on the basement of the town hall is far ad- vanced. When completed it will afford a place for the 4-H Club operations, thus relieving the school and giving the children better opportunities for work.
Plans were all made for grading the new school yard, but the hurricane last September damaged the highways to such an extent that labor and money available for pub- lic work were used in building bridges and clearing roads. But for this unforeseen occurrence the yard would prob- ably be done at this time. It is hoped that the coming year will see the completion of the project.
Minor repairs include screwing down seats in the grammar room and replacing the halyards on the flag pole so that now it can be used. At this writing plans are be- ing made for resurfacing the blackboards, this work to be done in the near future. It is also hoped that the desks and seats can be refinished.
After a number of years of service Miss Gertrude Cady has gone to a position near Worcester, and her place has been taken by Miss Elizabeth Hayden.

REPORT OF THE SCHOOL NURSE
To the Superintendent of Schools :
I herewith present my report on the health of the school children in Westhampton for the year 1938.
In the school as in other health projects the empha- sis is increasingly being placed on the prevention of dis- ease.
The dental clinic was held in May. We had hoped to have another clinic in the fall but pressure of work in larger communities has kept the dentist busy. Following is the detailed report:

In reviewing the dental work of the past five years I find that the average cost per child per year for having all work done in the clinic is less than $3.00, very reasonable dental service.
In September 1938, Dr. Manwell examined all ex- cept three children. A detailed report follows :

These enumerated defects are more common among the children who have carious teeth. Many medical author- ities believe that neglected teeth render children more susceptible to colds and other contagious diseases.
We hope to complete the immunization of all pupils for diphtheria, and cards will be issued in the near fu- ture. We urge that all parents give this matter their un- prejudiced consideration and consult their family doctor before deciding against it.
Except for a few weeks in the spring when we had a number of cases of scabies and pink eye, the year was uneventful as far as contagious diseases was concerned. Colds still remain our major problem.
Routine examinations were conducted this fall with the following results :

REPORT OF THE WELL CHILD CONFERENCE
The Well Child Conference was held July 6, 1938 in the church parlors. It was sponsored by the Woman's Knitting Circle and was under the direction of a commit- tee headed by Mrs. Marion Hathaway, assisted by Mrs. Louise Parsons, Mrs. Esther Tonner and Mrs. Carrie Gagnon. We regret the resignation of Mrs. Mascho, who was the organizer of the work and chairman since its be- ginning.
The professional staff consisted of Dr. Claire Man- well, physical examination; Miss Wilson, nutritionist; Miss Thrasher, dental hygienist; Miss Lewis, registrar. Miss Rachel Bridgman was in charge of recreation.

Art. 6. To see if the town will vote to authorize its Board of Selectmen to appoint one of its members to act as Superintendent of Streets, and fix the salary to com- ply with Section 4A Chapter 41, General Laws.
Art. 7. To vote in compliance with Section 108, Chap- ter 41, General Laws, which requires that salaries of elected officers be fixed by vote of the town.
Art. 8. To raise and appropriate such sums of money as may be necessary to defray town charges the ensuing year.
Art. 9. To see if the town will raise and appropriate a sum of money for the observance of Memorial Day.

Art. 12. To see if the town will raise and appropriate the sum of $300.00 to complete the improvements in the basement of the Town Hall.
