Due from Ralph S. To the School Committee:


FINANCES


We spent $12,349.73 during the past financial year to continue the education of 95 pupils including those at Smith School. In the school year ending 1942, 67 pupils had been enrolled in our elementary school, 12 at Smith School, and 16 at Northampton High School.


The town has received reimbursements from the Commonwealth of Massachusetts amounting to $7,124.97, which leaves a net cost to our taxpayers of $5,224.37. We continue to pay less from local taxation for the educa- tion of our boys and girls than most towns in the state, With the aid of additional money from the state we have to spend more per pupil than the average town since we have an unusually high cost per pupil for transportation. According to the Annual Report of the Department of Education for the school year ending June 30, 1941, West- hampton is rated as the 262nd town in a list of 351 towns and cities in their valuation of 1940 per pupil in net aver- age membership, and in our per capita cost for support of public schools we have a state rank of 34. The aver- age cost in the state of Massachusetts to educate a pupil is $107.64 while in Westhampton it cost us $157.54 per pupil in net average membership. This higher cost per pupil in Westhampton is due entirely to transportation since the state average for transportation per pupil is only $2.96. In our town it was $30.39 for the elementary pupil and $94.24 per pupil in high school, making an aver- age cost for us for this item alone of $62.31. When you subtract this cost of transportation from our total cost

per pupil, you will find that we spent less on the education of each boy and girl than the average town or city, not including transportation. It is well to keep in mind that this high per-pupil cost is not paid by the local taxpayer but largely from state reimbursement. From local taxa- tion we spent a small amount for the education of each boy and girl which places us in the state rank of 282nd town in 351 towns and cities. With increasing costs for school transportation contractors, it seems improbable that there will be any decrease until after the war.

In the foregoing table Column I lists our average expenditure for the twelve-year period 1930 to 1941 in- clusive. Our expenses for 1942 are in Column II, accord- ing to the bookkeeping system required by the state de- partment of education; and our budget for 1943 is in Column III. It is difficult to plan a budget for the coming year with the uncertainty of the heating situation, the cost of changing our heating system from oil to either coal or wood, and the necessary increase in janitor salary from such a change.


STAFF


Miss Elizabeth Hayden resigned before the opening of school in September to enter Girl Scout work in the West. Madalyn R. Wolfson, a graduate of the State Teachers College in Fitchburg in 1939, and with one year's experience in the Chicopee public schools was em- ployed to take Miss Hayden's place as teacher of grades 3, 4, and 5.


We should increase the salaries of our teachers in 1943 since the cost of living has increased and prevailing wages in surrounding communities have been raised. The National Education Association says that "Any salary below $1200 for teachers is substandard and should be corrected now by state or federal legislation if necessary. When the government starts an inexperienced steno- grapher out of high school at $1440, the modest sum of $1200 is too little rather than too much to ask as a mini- mum for teachers."
