I have examined the accounts of the Treasurer and find them correct, showing disbursements to the amount of thirty-seven thousand six hundred sixty-seven dollars and twenty-two cents ($37,667.22), for which vouchers are on file, and a balance on hand of nineteen thou- sand nine hundred seventy-six dollars and fifteen cents ($19,976.15). Due from Ralph S. Bridgman, collector, 1943 personal tax, three hundred seventy-four dollars and ninety-five cents ($374.95), real estate tax, one thou- sand one hundred fifty-seven dollars and thirty-eight cents ($1,157.38), 1942 real estate tax, one hundred eighty-eight dollars and one cent $(188.01), and 1943 excise, forty dollars and forty-seven cents ($40.47).

To the School Committee:


FINANCES


We spent $12,812.74, not including $2,000 for the installation of a new furnace and automatic stoker, to continue the education of 91 pupils, including those at Smith's School. In the school year ending 1943, 65 pupils had been enrolled in our elementary schools, 10 at Smith's School, and 16 at Northampton High School.


The town has received reimbursements, or will re- ceive them for the year 1943, from the Commonwealth of Massachusetts amounting to $8,194.88, which leaves a net cost to our taxpayers of $4,617.86. We continue to pay less from local taxes for the education of our boys and girls than most towns in the state. With the aid of addi- tional money from the state we have to spend more per pupil than the average town since we have an unusually high cost per pupil for transportation. According to the Annual Report of the Department of Education for the school year ending June 30, 1942, Westhampton is rated as the 242d town in a list of 351 towns and cities in their valuation of 1941 per pupil in net average membership, and in our per capita cost for support of public schools we have a state rank of 72. The average cost in the state of Massachusetts to educate a pupil is $114.06 while in Westhampton it costs us $181.44 per pupil. This higher cost per pupil in Westhampton is due entirely to trans- portation, since the state average for transportation per pupil is only $3.13. In our town it was $28.93 for the ele- mentary pupil and $89.59 per pupil in high school, making the average cost for us for this item alone of $59.26. When you subtract this cost of transportation from our total cost per pupil you will find that we spend less on

the education of each boy and girl than the average town or city, not including transportation. It is well to keep in mind that this higher per pupil cost is not paid by the local taxpayer but largely from state reimbursement. From local taxes we spent a small amount on the educa- tion of each boy and girl which places us in the state rank of 333rd in 351 towns and cities. With increasing costs for school transportation contractors, it seems im- probable that there will be any decrease in this item until after the war.

In the foregoing table Column I lists our expendi- tures for the financial year 1942. Our expenses for 1943 are in Column II, according to the bookkeeping system required by the State Department of Education, and our budget for 1944 is in Column III. The increase in tuition with a decreasing number of pupils is due to the increased rate per pupil per year now charged by the city of North- ampton for high school pupils.

STAFF


We are fortunate that our staff of last year ac- cepted reappointments to continue with us during the present year since there is an increasing shortage of teachers, and since other communities can pay and are paying higher wages. The new state law requiring towns of this size to pay $1,000 a year in place of the former minimum of $850 inevitably raises wages for all teachers in course of time throughout the state. Since living costs have increased more than 25% since 1940 we cannot ex- pect teachers to be satisfied with less than other groups of workers. Considering the necessary expenditure of time and money to secure education for the teaching profession, they ought to be paid more than the average unskilled worker, but at the present time the average salary of all teachers in U. S. is $600 below the average wage of factory employees.

TESTS AND REPORTS


We continue to "teach the whole child," providing material for growth depending upon the difference of our pupils. To assist us each child has standardized meas- urements of ability and achievement. With these objec- tive and reliable measures of individual differences and accomplishment, our teachers instruct pupils according to the ability of the child and the level of his learning. Parents are cordially invited to visit the classroom or teachers at any time to see the results of these objective measures of accomplishment and to cooperate with the teachers for the necessary educational and vocational guidance of their children.


Our report cards, first used in 1941, and similar to those used in our state teacher training schools, and which were revised again in 1942 as a result of sugges- tions made by parents and teachers, remain unchanged for this school year. In answer to our questionnaire, cir- culated in October 1943, 86% of the parents indicated that they preferred the present type of report card while only 14% suggested possible changes.


CURRICULUM


Frank M. Rich in The Journal of Education of De- cember, 1943, says: "There is one scale of value on which everything pertaining to schools ought to be measured; that is the welfare and instruction of children. In matters of salary, appointment, hours, equipment, et al., nobody has any rights and privileges in opposition to theirs. It is the same with control, routine, tenure, clerical or jani- torial service-they exist for the benefit of instruction. Anything that fails to contribute to the welfare of learn- ers is bad, and anybody is a traitor to the cause of educa- tion who advocates or defends it."
