RECORDS OF WARRANTS AND PROCEEDINGS OF TOWN MEETINGS, BIRTHS, MARRIAGES AND DEATHS, WITH STATEMENT OF MONEY PAID TO THE COUNTY TREASURER ON ACCOUNT OF DOG LICENSES.
TOWN WARRANT
Commonwealth of Massachusetts,
Middlesex, ss.
To William E. Swain, Constable of the Town of Wilmington : - Greeting :
In the name of the Commonwealth of Massachusetts and in the manner provided in Sect. 2, Art. 1 of the By-Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wil- mington qualified by law to vote in town affairs to meet and assemble at the Town Hall on Monday, the fourth day of March next, at nine o'clock in the forenoon, the polls to be opened at ten o'clock A. M., "and may be closed at four o'clock P. M. for the election of officers," and to act upon the following articles, namely :-
Art. 1. To elect by ballot a Moderator to preside at said meeting.
Art. 2. To bring in your votes on one ballot for three Select- men, "who shall also act as Assessors and Overseers of the Poor," Town Clerk, Treasurer, Collector of Taxes, one School Committee for three years, Constable, Auditor, three Fence Viewers, one Sink- ing Fund Commissioner for three years, two Trustees of the Public Library for three years, one Trustee of the Public Library for one year to fill vacancy ; also to vote upon the following question, viz :-- "Shall licenses be granted for the sale of intoxicating liquors in this town ? Yes or No."
Art. 3. To choose all other necessary town officers for the year ensuing.
Art. 4. To hear reports of Committees and act thereon.

Art. 5. To see how much money the town will vote to raise and appropriate for the support of schools, school books and sup- plies, and salary of Superintendent of Schools ; for salary of School Committee, for highways, roads and bridges, for the support of the poor, for repairs of public buildings, for care and improvement of cemeteries, for support of the Public Library, for police, for salary of town officers, for printing, for outstanding indebtedness, for notes payable, for interest, for removing snow, for miscellaneous expenses, for abatement of taxes, for Fire Department, for state and county taxes, and suppression of the Gypsy and Brown Tail Moths.
Art. 6. To see how much money the town will raise and appropriate for the observance of Memorial Day, and determine how the same shall be expended.
Art. 7. To see what method the town will adopt for the col- lection of taxes, and determine the compensation of the Collector.
Art. 8. To see if the town will authorize the Treasurer, under the direction of the Selectmen, to borrow money in anticipation of taxes.
Art. 9. To see if the town will vote to withdraw from the present School Superintendent district and authorize the School Committee to form a new one, or what they will do in regard to the same.
Art. 10. To see if the town will vote to furnish transportation for pupils in the public schools and raise and appropriate a sum of money therefor.
Art. 11. To see if the town will vote to build a sidewalk on Wildwood street from Middlesex ave. to Woburn street and from that point to connect with sidewalk near residence of Edward N. Eames.
Art. 12. To see if the town will vote to accept and allow the town way called Parker street, " as laid out by the Selectmen under the provisions of Chap. 48, of the Revised Laws," to be established.
Art. 13. To see if the town will vote to accept and allow the town way called Thurston avenue, "as laid out by the Selectmen

under the provisions of Chap. 48 of the Revised Laws," to be estab- lished.
Art. 14. To see if the town will vote to appoint a committee to examine into the subject of street lighting, including estimate of cost, etc., and report at a future meeting.
Art. 15. To see if the town will accept the list of jurors as revised by the Selectmen.
Hereof fail not and make due return of this Warrant, with your doings thereon, to the Town Clerk at time and place of said meeting.
Given under our hands and the seal of the town, this twelfth day of February, in the year of our Lord one thousand nine hun- dred and seven.

TOWN MEETING
RECORD OF PROCEEDINGS OF THE ANNUAL TOWN MEETING, HELD MARCH 4, 1907
In accordance with the directions of the foregoing Warrant, the voters assembled on the above date ; the votes taken as declared by the Moderator are as follows :
The meeting was called to order by the Town Clerk, the War- rant read, and Article 1 taken up.
Art. 1. Hon. Chester W. Clark was unanimously elected Moderator, the vote being taken by ballot, and the check list being used.
Art. 2. The Moderator examined the ballot box, which was found empty, the register indicated 000, the box was locked and the key delivered to the Constable. The Ballot Clerks and Tellers having been sworn, the official ballots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk. The Moderator announced that the polls for the election of officers were open, and that balloting might proceed. Under this article later on it was voted that the polls for the election of officers be closed at 4.15 o'clock P. M. At the appointed time the Moderator declared the polls closed. The names checked upon the list num- bered 154, and the ballots as counted from the ballot box numbered 154, and the register indicated 154.

Art. 6. The appropriation having been voted and a com- mittee appointed under Article 5, it was voted to pass the Article.
Art. 7. Motioned : That the Collector be paid 2 per cent. of all taxes by him collected. Declared in the affirmative.
Art. 8. Motioned : That the Treasurer be authorized, under

the direction of the Selectmen, to borrow money in anticipation of taxes of the present municipal year, to be expressly payable there- from within one year from borrowing the same. The vote was unanimously in the affirmative.
Art. 9. Motion made the article be laid on the table, car- ried. Later on it was voted on motion, to take the article from the table and act thereon. Motion made : That the School Committee be and hereby are authorized and instructed to withdraw from the present Superintendent District consisting of the towns of Bedford, Burlington, Lincoln and Wilmington. That said School Com- mittee be and hereby are authorized and instructed to unite with a new district to be composed of the towns of Reading, Merrimac, Wilmington. That the Town Clerk be and hereby is instructed to forward a certified statement of the action taken at this meeting upon the foregoing motion, to the School Boards of the towns of Bedford, Burlington and Lincoln. Motioned: That the check list be used when the vote on the above motion is taken. The motion to use the check list was declared in the negative. After consider- able discussion on the merits of the present and the proposed Dis- trict, and the reading of a petition from the teachers of the Wil- mington Public Schools, that the present District and Superintendent be retained, the question was put to a vote and decided in the negative.
Art. 10. Voted to pass the Article.
Art. 11. On the reading of the Article by the Moderator no motion or action was taken. Later on the Article was re-read and a motion made that the Selectmen be instructed to build a sidewalk on said street, the vote on the same was declared in the negative, the vote was then doubted, but on a standing vote the motion was lost by one vote.
Art. 12. On motion it was voted: That the way known as Parker street be accepted and established, as laid out by the Select- men, under the provisions of Chap. 48 of the Revised Laws.
Art. 13. On motion it was voted : That the town way known as Thurston Avenue be accepted and established as laid out by the

Selectmen under the provisions of Chapter 48 of the Revised Laws.
Art. 14. On motion it was voted : A committee of five be appointed by the moderator to examine into the subject and report at a future meeting. Moderator appointed Charles J. Sargent, Dr. D. T. Buzzell, Herbert N. Buck, Caleb S. Harriman and Dudley B. Burbeck.
Art. 15. After a motion that the name of Eldon W. Sewall be substituted in place of Charles H. Skank and Lawrence C. Swain in place of Frank L. Eames, "withdrawn at his own request," the list was then accepted.
After a declaration of the vote under Article 2 the meeting adjourned sine die.
