WARRANT FOR ANNUAL TOWN MEETING


To Harry J. Ainsworth, a Constable of the Town of Wilmington.


Greeting :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town quali- fied by law to vote in Town affairs to meet and assemble at Town Hall on Monday the first day of March next at 9.45 o'clock in the forenoon, the polls to be opened at 10.00 A. M. and shall be closed at 8.00 P. M. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Selectmen, who shall also act as Board of Survey, One Assessor for three years; Town Clerk; Treasurer; Collector of Taxes; Constable; Board of Pub- lic Welfare, one member for a term of three years; two members of School Committee for three years; two Trustees of the Public Library for three years; one Trustee of Trust Funds for three years; one men- ber of the S. D. J. Carter Lecture Committee for five years; one Water Commissioner for three years; one member of Planning Board for three years; Tree Warden; Moderator.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington who are qualified to vote on elections and Town affairs, therein to assemble subsequently and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington, on Monday the 8th day of March, 1937 at eight o'clock P. M., then and there to act on the following Articles:


Article 2. To choose all other Town Officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how much money the Town will vote to raise and appropriate for the following items:

Article 5. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1937 and to issue a note or notes therefor, payable with- in one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 6. To see if the Town will appropriate a sum sufficient to pay the County of Middlesex as required by law on account of assess- ments levied on the Town for its share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, act of 1932 bonds matur- ing in 1937, issued in compliance with Chapter 10, Acts of 1932, also for any other indebtedness incurred and outstanding under said Chapter 10, also for the Town's share of the cost and interest on said bonds due in 1937, also for the care, maintenance, and repair of said hospital for 1936, and including interest on temporary notes issued therefor in ac- cordance with sections of Chapter III of the General Laws applicable thereto, and for all other expenses in connection therewith, determine how the money shall be raised, or in any way act thereon.


Article 7. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars ($50.00) to cover incidental expenses of the Planning Board, or do anything in relation thereto.


Article 8. To see if the Town will vote to instruct the Moderator to appoint a Committee of two members to assist the Planning Board in its duties, or do anything in relation thereto.


Article 9. To see if the Town will vote to raise and appropriate the sum of Five Hundred Thirty-Eight Dollars and Fifty-Five Cents ($538.55) to pay for effecting insurance providing indemnity for the protection of the officers and Employees of the Highway Department

and Police Department of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or employment, of motor vehicles owned by the Town, to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, in accord- ance with the provisions of Section 5 of Chapter 40 of the General Laws as amended, or do anything in relation thereto.


Article 10. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memo- rial Day, and that the Moderator appoint a Committee who shall ar- range and have charge of such observance, or do anything in relation thereto.


Article 11. To see if the Town will vote to authorize a Committee composed of the Town Treasurer, Tax Collector and Board of Select- men, to sell on any terms which the Committee may deem for the best interests of the Town, any and all property taken by the Town by fore- closure proceedings and the Selectmen further authorized to execute any and all documents necessary to carry out the purposes of this vote, or do anything in relation thereto.


Article 12. To see what sum the Town will vote to raise and ap- propriate for necessary expenses in conjunction with Works Progress Administration Projects, or its successors, approved by the Federal Government for the Town of Wilmington, or take any action relative thereto. Recommended by Finance Committee.


Article 13. To see if the Town will vote to modify the Zoning Laws so that all of Main Street on both sides of the said Main Street with a depth to conform with the present layout of the previous parts as laid out for business be changed so that all of said Main Street be in the business zone. On petition of Louis I. Elfman and others.


Article 14. To see if the Town will vote to have the Moderator appoint a Committee of five (5) to look into the advisability of modify- ing the present Zoning Laws. The members of this Committee shall not consist of any present members of the Planning Board or Board of Appeal or members of their families or their employees, or do any- thing in relation thereto. On petition of Louis I. Elfman and others.

Article 15. To see if the Town will vote to repeal the present Zoning Laws. On petition of Louis I. Elfman and others.


Article 16. To see if the Town will vote to raise and appropriate the sum of Two Thousand, Two Hundred and Eighty Dollars ($2,280.00) for the purpose of extending the water main from the intersection of Woburn and Federal Streets, northeast along Woburn Street approx- imately eight hundred (800) feet to a point at or near the intersection of Woburn and West Streets, or do anything in relation thereto. On petition of Laurence M. Foley and others.


Article 17. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000.00) to complete the exten- sion of the water main on Chestnut Street, or do anything in relation thereto. On petition of John J. Nitchie and others.


Article 18. To see if the Town will vote to raise and appropriate the sum of Ninety-Six Dollars and Fifty-Nine Cents ($96.59) for the abatement of 1933 taxes and the sum of Nine Hundred Fifty-Eight Dol- lars and Ninety-Four Cents ($958.94) for the abatement of 1934 taxes and Sixty-Five Dollars ($65.00) for the abatement of Old Age Assistance Taxes for 1933, or do anything in relation thereto.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk, immediately after making service thereof.

TOWN MEETING


Record of Proceedings of the Annual Town Meeting Held March 1, 1937.


In accordance with the foregoing Warrant the voters assembled at the Town Hall on the above date. The meeting was called to order by the Moderator and the Warrant read by the Town Clerk as far as Article 2 when a motion was made by Mr. Eames to dispense with the reading of the remaining Articles.


Voted in the affirmative.


The Moderator then examined the ballot box which was found empty, the register indicating 0000, the ballot box was then locked and the key delivered to the Constable.


The ballot Clerks and Tellers being duly sworn, the official ballots were delivered to the ballot clerks and receipts taken by the Town Clerk.


At ten o'clock A. M. the Moderator declared the polls open.


At eight o'clock P. M. the Moderator declared the polls closed.


The names checked on the check list numbered fourteen hundred forty-seven (1447) the ballots counted from the ballot box numbered fourteen hundred forty-seven, and the register indicated fourteen hun- drde fifty (1450).

Motion by Mr. Harriman, That the unexpended balance of ($3.93) three dollars and ninety-three cents from 1936 and the receipts for 1937 be appropriated for the operation and maintenance of the Water Department.

Motion by Mr. Harriman, That the sum of thirteen thousand four hundred twenty-eight dollars ninety-seven cents ($13,428.97) be ap- propriated for the payment of interest. Five thousand one hundred forty-five dollars and forty-seven cents ($5,145.47) of which to be raised by taxation, and eight thousand two hundred eighty-three dollars and fifty cents ($8,283.50) to be transferred from the Water Department Revenue Account.

Article 5. Motion by Mr. MacQuaide, That the Town Treasurer, with the approval of the Board of Selectmen, be and he hereby is au- thorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accord- ance with Section 17, Chapter 44 of the General Laws.

Article 6. Motion by Mr. Black, That the sum of $1,000.00 this being the Town's share of the principal of the Middlesex County Tuber- culosis Hospital Funding Loan, Acts of 1932 bonds maturing in 1937, be and the same is hereby appropriated, and that a further sum of $21.25 be and hereby is appropriated on account of interest and other charges on account thereof.


That a further sum of $775.17 be and hereby is appropriated for the Town's share of the net cost of care, maintenance, and repairs of the Middlesex County Hospital, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the Gen- eral Laws applicable thereto.

Article 7. Motion by Mr. Howard Bedell, That the sum of $50.00 be raised and appropriated to cover incidental expenses of the Planning Board.

Article 8. Motion by Mr. Ritchie, That the Moderator be instructed to appoint a Committee of two (2) members to assist the Planning Board in its duties.
