Registered Letters and Packages, 8 cents eaclı, in addition to regular postage. Postal Cards, one cent each. Circulars, 1 cent for two ounces or fraction thereof.
Transient newspapers, magazines and other period- icals, when sent by other than a news agent or pub- lisher, 1 cent for 4 ounces or fraction. Any other ar- ticles of printed matter, 1 cent for 2 ounces or frac- tion, prepaid by stamps. Newspapers and periodi- cals, to regular subscribers, when sent from office of publication or from news agent, 1 ct. a pound. Reg- ular matter for local delivery when it is to be de- livercd by carriers, can only be mailed for one cent each for newspapers (excepting weeklies), and peri- odicals not exceeding 2 ounces ; and two cents each for periodicals weighing more than two ounces.
All transient matter must be sent in a cover open at the ends or sides. There must be no word or commu- nication written on the same after its publication, or upon the cover, except the name and address of the person to whom it is to be sent, and the name of the person sending same. There must be no paper or other thing inclosed in or with such printed matter.
FOREIGN.
Letters to all foreign countries except Canada, Mex- ico and Cuba, 5 cents per half ounce or fraction.
Newspapers and other printed matter, 1 cent per each 2 ounce or fraction.
Postul Cards 2 cents each ; with paid reply 4 cents. Canada letters, postal cards, merchandise, news- papers and printed matter have samc postage rates as domestic mail. Samples of merchandise and com- mercial papers are admitted under foreign regula- tions. Articles other than letters in usual and ordi- nary form must not be sealed. Plants, seeds, etc., are subject to 1 cent an ounce rate.
MEXICO
Letters, postal cards, newspapers and printed mat- ter are subject to domestic rates. Samples of mer- chandise and commercial papers to foreign regula- tions. Articles of merchandise (except bona fide samples) must be sent by "Parcels Post." Sealed packages, which are not letters in form and appear- ance are not admissible.
CUBA
Same rates of postage and conditions obtain except that sealed articles other than letters in usual and or- dinary form are not admissible.
MONEY ORDERS. - DOMESTIC.
For Orders for sums not exceeding $2.50, 3 cents ; over $2.50 and not exceeding $5, 5 cents; over $5 not exceeding $10, 8 cents; over $10 and not ex- ceeding $20, 10 cents ; over $20 and not exceeding $30, 12 cents; over $30 and not exceeding $40, 15 cents ; over $40 and not exceeding $50, 18 cents; over $50, and not exceeding $60, 20 cents ; over $60 and not ex- ceeding $75, 25 cents; over $75 and not exceeding $100, 30 cents.
Parcel Postage .- All articles of merchandise (ex- cept poisons, explosive materials, etc., liable to injure the mails), 1 cent for every ounce, not exceeding 4 pounds.

SPECIAL DELIVERY.
The special delivery system includes all post offi- ces in the United States and all classes of mail matter. Accordingly every article of mailable matter, mailed at any post office in the United States, to which is affixed a 10 cent special delivery stamp in addition to regular postage, will be delivered at Let-
ter Carrier offices within the carrier limits, immedi- ately on arrival between the hours of 7 A. M. and 11 P. M., and at any other post office within a one mile radius between the hours of 7 A. M. and 9 P. M.
The following articles are prohibited from trans- mission : Publications which violate the copyright laws of the country of destination; poisonous and explosive substances; live or dead animals, except dead insects and reptiles when thoroughly dried; fruits and vegetables, and substances which exhale a bad odor; lottery tickets, lottery advertisements or lottery circulars; all obscene or immoral articles ; articles which in any way damage or destroy the mails or injure the persons handling them. Live becs are mailable as merchandise (4th class matter), at 1 cent per ounce, if so put up as to run no risk of spoiling or injuring tlic mails, or escaping and to be easy of inspection.
