On all such packages the sender may write or print his name or address, preceded by the word "From," and also the name of the article enclosed.

Mexico-Matter addressed to Mexico is subject to same rules and conditions as if it were ad- dressed for delivery in the United States, except that articles of mer- chandise not sent at bona fide trade samples, should be sent by parcels post. Sealed packages other than letters in their usual and ordinary form are not allowed to be dispatched to Mexico, even if postage is prepaid thereon at full letter rates.
Commercial papers for Canada and Mexico 5 cents for first 10 oz. or less, and 1 cent each additional 2 oz. or less. Limit of weight 4 1bs. 6 oz., and must be unsealed. Special Delivery-A Special Stamp of the face value of ten cents attached to an article of mailable matter, in addition to the lawful postage of such article, en- titles it to immediate delivery within the carrier delivery limit of any Free Delivery Post Office, and within one mile of any other Post Office in the United States. The law permits the delivery by mail of letters bearlng only the Special Delivery Stamp, but the ordinary postage due will be col- lected of the addressee on delly- ery. Letters from foreign coun- tries bearing United States Special Delivery Stamps are entitled to Special Delivery. If speclal de- livery fee is paid by means of ordinary postage stamps, article must be marked "Special De- livery."
The hours within which Speclal Delivery shall be made in Free Delivery Post Offices, are from 7 a m to 11 p m, unless in special cases otherwise ordered by the Postmaster General. At other post offices the hours are at least from 7 a m. to 7 p in and to the arrival of the last mall, not later than 9 o'clock p m.

Any person wishing to with- draw a letter after having mailed it should make immediate appli- cation to the postmaster, and in case the letter has not been for- warded it will be returned. If the letter, provided it is not addressed to Haiti, Japan, Dominican Re- public, U. S. of Colombia, Korea, Great Britain, Canada and British India and other British Colonies (except Cape Colony and Austra- lia), has been forwarded, he can request the postmaster to tele- graph the postmaster at the office
