Annual Report of the Overseers of the Poor


To the City Council of the City of Newburyport :


GENTLEMEN :- The overseers of the poor, to whom is committed a general oversight and care of the poor in all of its departments, would respectfully submit their twenty-first annual report.


GENERAL STATEMENT


The total cost of the poor department for the year ending November 30, 1899, has been $24,183.28. This includes $8,- 113.01 paid for the support of insane, $2,338.03 for fuel ; $254 .- 00 ; paid Dr. Day for medicine furnished in 1898, and $450.00 for physician's salary.

ALMS-HOUSE


The alms-house during the past year has continued under the care of Mr. and Mrs. Charles W. Nelson, one or more over- seers of the poor visiting the house every few days.


An average of 43 persons have resided in the alms-house during the year, at an average cost of $1.97 each per week.


January 1, 1899, inmates at the alms-house-26 males, 17 females.


January 1, 1900, inmates at the alms-house-28 males, whose average age is 58 years; 23 of American birth, 5 of for- eign birth. 15 females, whose average age is 59 years; 10 American born, 5 foreign born.

OVERSEERS OF THE POOR


January 12, 1900, the large barn at the alms-house was totally destroyed by fire-the work of an incendiary. It was built in 1SS8 by F. L. Cate of Haverhill and was considered one of the finest barns in the county. it being 100 feet long and 42 feet wide. with 20 foot posts. costing $6.400.


The contents of the barn. consisting of 50 tons of hay, 5 horses, 5 cows, a large quantity of vegetables. together with farming tools, wagons, sleighs and harnesses, were all destroyed.


INSANE.


The cost to the city, during the past year, for the support of its insane. has increased to an alarming extent-from 39 persons in the various asylums at the close of last year. 1898. to 49 per- sons at the close of this year, 1899. and an increase of cost from $6,844.15 in 1898, to $8. 113.01 in 1899. If we take the popu- lation of the city at 15.000 inhabitants, it will be seen that one in every three hundred and six is insane. Seven have been add- ed to this number since Nov. 1. 1899. making the large number of 56 now in insane asylums who have a settlement in Newbury- port, or one in every 268 of our population. with an estimated cost for the year 1900 of $9.500.
