APPENDIX D - PEABODY FUND.
During the year closing November 30, 1903, there were purchased from the income of the Peabody fund and added to the books already in the public library, 257 volumes, making a total number to date of 10,309 furnished from this source. While this number is some- what less than that of the year previous, it may be well to note that it includes several standard and more costly publications, such as the new (10th) edition of the Encyclopædia Britannica, one cyclopedia of engin- eering, two biblical cyclopedias, an exhaustive work on chemistry in eight volumes, a large atlas in two volumes, and other valuable works either for reference or advanced readers.
The principal of the fund is continued on deposit in the Institution for Savings, and has yielded the usual savings bank income, the past year, at the rate of 31/2 per cent.
The treasurer reports that this income, amounting to $525, added to the balance available at the beginning

of the fiscal year, $228.36, makes a total credit of $753.36. Of this sum, $572.69 has been expended for books, leaving a balance in hand of $180.67.

APPENDIX E- BUILDING FUND.
NEWBURYPORT, December 1, 1903.
The trustees of the building fund, which was origin- ally $5,000, left over above the sum collected and expended for purchasing and equipping the library building, report that there was on hand, one year ago, at the time of making the annual report, the sum of $6,420.53 in the Institution for Savings, and $91.10 in the Ocean National Bank, making a total of $6,511.63. There has been expended for necessary repairs on the building the sum of $357.62, which sum includes $83.51 paid for twenty-four chairs for the library. There has been collected, income for the year, $224.70, leaving a balance on hand at the present time of $6,378.71, of which $6,332.88 is in the Institution for Savings, and $45.83 is in the Ocean National Bank.

ANNUAL REPORT OF THE BOARD OF WATER COMMISSIONERS.
TO THE HONORABLE MAYOR AND CITY COUNCIL, CITY OF NEWBURYPORT :
GENTLEMEN : The report of the water commissioners for the year ending November 30, 1903, is herewith presented.
Early in the year Mr. Freeman C. Coffin, of Boston, was engaged to investigate our different sources of supply and recommend what he deemed the best plan for increasing the same. After careful study of the situa- tion, he recommended the taking of water from the Artichoke river, pumping it on to the land above the Jackman ravine, and allowing it to filter through the earth to a covered basin to be constructed in the ravine, flowing from this by gravity into the main pond at the pumping station.
While this work was being done, we had a number of test wells driven on our land, in different locations, to see if some additional supply could not be obtained in this manner. Several of these on the back side of the

pond showed up so well that three-inch pipes were driven in place of the smaller ones, and we estimate that they are flowing at the rate of 125,000 gallons daily. This so largely increased our supply that it was not deemed expedient to go to the large expense that would be required under Mr. Coffin's plans ; accordingly all work in this line was stopped.
All the plans and specifications for the new work are on file, ready for use at any future time that it may become necessary to look for a still larger supply.
As soon as spring opened work was commenced on installing the balance of the six-inch hydrants. Thirty- two have been set in various parts of the city that seemed to require additional fire protection.
A new twelve-inch main has been laid from the pumping station through The Pines to Merrimac street. This pipe gives the city two pumping mains, and removes all danger of a shut-down on account of a break in the old one, an accident that was liable to happen at any time.
The entire length of this main was laid on land owned by the city.
A six-inch pipe has been laid and a hydrant set in Arlington place, for the supply and protection of the hospital and residences on that street.
An eight-inch main has been laid and two hydrants set on Prince place and Hale's court, as an additional fire protection to the manufactories on these streets.
Smaller pipes have been laid on Cherry street, Low street, and Curzon's Mill road, for supplies.

One hundred six new applications have been received for water, for which eighty services were laid, requiring 2,627 feet of pipe.
There have been eight leaks in service pipes and four in main pipes, during the year. One of these was caused by a pick being stuck through the pipe; the others were in cement-lined pipe.
The standpipe has been painted and the grounds around the same kept trimmed up.
All the buildings at the pumping station have been painted, the roof of the station re-shingled, and other needed repairs made. The following is the pumping report for the year.

TO THE HONORABLE MAYOR AND CITY COUNCIL, CITY OF NEWBURYPORT :
GENTLEMEN : I have examined the books of the treas- urer of the Newburyport Water Works, from December 1, 1902, to November 30, 1903, inclusive, and find them correct and properly vouched.
I submit a statement showing the receipts and ex- penditures, in aggregates, for the year, with trial balance of accounts taken November 30, 1903.
I find cash deposited in the First National Bank, $17,439.52; cash in the office, $374.52; notes, city of Newburyport, $120,000.
