To the City Council of the City of Newburyport :


GENTLEMEN :- The overseers of the poor, to whom is committed a general oversight and care of the poor, in all of its departments, would respectfully submit their twenty- sixth annual report.


GENERAL STATEMENT


The total cost of the poor department for the year ending November 30, 1904, has been $19,023.40. This includes $2,899.30 paid for the support of the insane, $2, 104 for fuel and $450 for city physician's salary.

ALMSHOUSE


The almshouse during the past year, has continued under the care of Mr. and Mrs. Charles W. Nelson, one or more of the overseers visiting the farm every week.


An average of 32 persons have resided in the almshouse during the year, at an average cost of $2.57 each per week.


January 1, 1905, 31 inmates resided in the almshouse, 19 males and 12 females, the average age of the males being 621/2, and that of the females, 65. American born 20, for- eign born, II.


INSANE


The support of the insane, which has been a great bur- den upon our city for many years, was assumed by the state January 1, 1904, although the expense of the last quarter of 1903 had to be paid from this years' appropria- tion, the care of those in the Epileptic Hospital, and those confined in the Dipsomaniac Hospital, and the school for feeble-minded do not class as insane, and the city must continue to pay for their board.


OUTSIDE RELIEF


Outside relief which last year was granted to 330 per- sons, this year has been granted to 340 persons who are classed as follows: 220 having settlement in Newburyport, 70 having settlement in other places, and 50 having no settlement in the state, making a total of 340 persons who have been assisted during the year.

GENTLEMEN :- I herewith submit the annual report of the city physician for the year ending December 31, 1904:


I have made at the home of the patients 976 visits, patients' visits to office 404, visits to the city farm 31, visits to the police station 18, making a total of fourteen hundred and twenty-nine patients seen during the year.


I have attended fourteen confinement cases, none of which have been at the city farm.

OVERSEERS OF THE POOR


PRODUCTS OF CITY FARM


The products of the city farm during the past year were 45 tons hay, 250 bushels corn, 100 bushels onions, 275 bushels potatoes, 30 bushels carrots, 10 bushels beets, 10 bushels parsnips, 40 bushels turnips, 5 bushels beans, 20 barrels apples, 20 tons corn fodder, 1500 squash, 300 cab- bages, with green corn, string beans, and tomatoes enough to supply the almshouse with all that was needed


Nine hundred pounds of butter have been made, 5000 pounds of hogs have been dressed, with 450 pounds of lard.


All the labor on the farm has been performed by the in- mates, under the direction of the superintendent.

would respectfully report that the income from the Dexter fund for the year ending December 31, 1904, amounting to $90, has been divided among the three overseers, $30 to each.


The income from the Atwood fund, $307.50 has been divided in a similar manner, giving $102.50 to each over- seer. and has been distributed according to the will of the donors in the following manner:


DEXTER FUND


In wards one and two. the $30 of the Dexter fund, noth- ing remaining over from last year, has been distributed among 17 persons, in sums from 50 cents to $3 each, leav- ing nothing on hand at the close of the year.


In wards three and four, the $30 of the Dexter fund, nothing remaining over from last year, has been distrib- uted among 20 persons, in sums from $1 to $3 each, leav- ing nothing on hand at the close of the year.


In wards five and six, the $30 of the Dexter fund, noth- ing remaining over from last year, has been distributed among 20 persons in sums from $1 to $3 each, leaving nothing on hand at the close of the year.


ATWOOD FUND


In wards one and two, the income from the Atwood fund $102.50, with $64.42 remaining on hand at the close of last year, $166.92, has been distributed among 32 persons, to the amount of $96.92, leaving $70 of this fund on hand at the close of the year.

In wards three and four, the income from the Atwood fund $102.50 with $57.19 remaining on hand at the close of last year, $159.69 has been distributed among 42 families in sums of money, fuel or clothing to the amount of $121 .- 17, leaving $38.52 of this fund on hand at the close of the year.


In wards five and six, the income from the Atwood fund $102.50, with $111.15 remaining on hand at the close of last year, $213.65 has been distributed among 50 families, in fuel, cash and clothing to the amount of $98.60. leaving $115.05 of this fund on hand at the close of the year.


At the close of the year, December 31, 1904, there re- mained in the hands of the overseers:
