To the City Council of the City of Newburyport :


GENTLEMEN- The overseers of the poor, to whom is committed a general oversight and care of the poor in all of its departments, would respectfully submit their 28th annual report.


GENERAL STATEMENT


The total cost of the poor department for the year ending November 30, 1906, has been $15,050.65, as follows :

CITY FARM


The city farm during the past year has continued under the care of Mr. and Mrs. Charles W. Nelson, one or more of the overseers of the poor visiting every week.


An average of 35 persons have resided in the home dur- ing the year, at an average cost of $2.15 per week.


January 1, 1907, 38 inmates resided in the home, 23 males, 15 females, the average age of the males being 62, and that of the females 62, 25 American born, 13 foreign born.


INSANE


The support of the feeble minded and epileptics (who are not classed as insane) remain under the care of the overseers of the poor.


The cost to the city for these dependants during the past year has been $555.27.


OUTSIDE RELIEF


Outside relief which last year was granted to 239 per- sons this year has been granted to 278 persons, who are classed as follows, 189 having settlement in Newburyport, 67 having settlement in other places, and 22 having no set- tlement in the state, making a total of 278 persons who have been assisted during the year.

GENTLEMEN- I herewith submit the annual report: of the city physician for the year ending December 31, I 906:


I have made during the year at the home of the patient 1018 visits, 45 visits at the almshouse, and have seen at my office 375 patients.


February -- 97 visits, 38 office visits, 10 almshouse visits. March - 138 visits, 37 office visits, five almshouse visits. April - 110 visits, 36 office visits, four almshouse visits. May - 110 visits, 38 office visits, five almshouse visits. June - 109 visits, 22 office visits, six almshouse visits. July - 73 visits, 35 office visits, four almshouse visits.


August-83 visits, 39 office visits, three almshouse visits.


September- 19 visits, 41 office visits, three almshouse visits.


October - 43 visits, 30 office visits, three almshouse visits.


November- 63 visits, 26 office visits, one almshouse visit.


December- 95 visits, 33 office visits, two almshouse visits.


Total - 1018 visits, 375 office visits, 45 almshouse visits.

The products of the city farm during the past year were, 45 tons hay, 300 bushels corn, 25 bushels onions, 200

bushels potatoes, 50 bushels carrots, 25 bushels beets, 15 barrels apples, 25 tons fodder, 800 squashes, 300 cabbages, with green corn, string beans and tomatoes enough to sup- ply the almshouse with all that is needed.


Nine hundred pounds of butter have been made, 2500 pounds of hogs have been dressed, with 350 pounds lard.

Overseers of the Poor.


REPORT OF ATWOOD AND DEXTER FUNDS


To His Honor the Mayor and the City Council of the City of Newburyport :


GENTLEMEN- The board of overseers of the poor to whom is intrusted the income accruing from these funds, would respectfully report that the income from the Dexter fund, for the year ending December 31, 1906, amounting to $90, has been divided among three overseers, $30 to each.


The income from the Atwood fund, $397.50, has been divided in a similar manner, giving $102.50 to each over- seer, and has been distributed according to the will of the donors in the following manner :


DEXTER FUND


In wards one and two, the $30 of the Dexter fund, noth- ing remaining over from last year, has been distributed among 14 persons in sums from one to three dollars each, to the amount of $29.60, leaving a balance of 40 cents on hand.


In wards three and four, the $30 of the Dexter fund, nothing remaining over from last year, has been distribu- ted among 10 persons, in sums from two to five dollars each, leaving nothing on hand of this fund at the close of the year.

In wards five and six, the $30 of the Dexter fund, noth- ing remaining over from last year, has been distributed among 15 persons, in sums from one to two dollars each, leaving 55 cents of this fund on hand at the close of the year.


ATWOOD FUND


In wards one and two, from January 1, 1907, to July 9, Mr. Hathaway having resigned the office of overseer of the poor, paid to Mr. E. M. Dow $37.50, balance on hand.


In ward three and four, the balance on hand at the close of last year $102.52 with $37.50 received from Mr. Hatha- way, $140.03 has been distributed among 32 persons in cash and fuel to the amount of $133.38, leaving $6 65 of the Atwood fund on hand at the close of the year.


In ward five and six, $109.55 remaining on hand at the close of last year, has been distributed among 30 persons in sums from three to five dollars each to the amount of $104.70, leaving $4.85 cents which has been paid over to Mr. Herbert Patten, overseer of the poor elect for 1907.
