ANNUAL REPORT
To raise this amount it was necessary to declare a tax rate on property of $30.00 per thousand. The levy on real estate amounted to $341,019 and on personal property $61,970.70 which with the $9,326.00 from polls, makes the total of $412,315.70 required.
The drop in valuation of personal property is explained by the taking of Motor Vehicles from the property list, and the levying of an excise tax on such vehicles instead.
The number of horses assessed was 163, cows 280, sheep 5, bulls 4, swine 71, fowl 1450, dwellings 3628, acres of land 4610.
The December assessments (omitted in the April levy and assessed according to provisions of section 75 of Chapter 59 of the laws relating to taxation) were as follows:

By the provisions of Chapter 379 of the Acts of 1928 there was an amendment to the General Laws made, to be known as Chapter 60A, pro- viding for an Excise Tax on Motor Vehicles, in lieu of the local property tax. The valuation of such vehicles, as well as the rate, is fixed by the State, but the revenue from the excise tax is used for city purposes. Except for some manifest inequalities and minor difficulties, the law seems to have worked well and given considerable satisfaction.
The amount of excise taxes assessed this year is $35,562.51. The abate- ments because of resale of cars, errors proven in valuation and other causes, provided for in the law, have totalled $3,433.62.
The number of cars registered and assessed is 3378.

The whole number of arrests during the year ending December 31st, 1929 for offences committed within the city of Newburyport is 426 of which 92 were of foreign birth 334 were born within the limits of the United States, 14 were females and 75 were minors.
