Recommendations
First-We recommend as last year a comfort station be installed, with attendant, centrally located, under suitable supervision.
Second-We recommend an appropriation for clerical work in the office of this Board. This will allow the agent to perform inspection work to the remote source of our milk supply.
Third-We recommend our laboratory be removed to this office where surroundings are much more suitable, the addition of a small amount of equipment.
This represents some of the work performed by your Board of Health for the year 1930.

Fire Department
To His Honor the Mayor and Members of the City Council,
Gentlemen:
I respectfully submit the required report of the Fire Department for the year of 1930.
We have answered two hundred and seventy two calls for fires. Forty- eight were bell alarms and two hundred and twenty four were still alarms. A large number of the still alarms would have been bell alarms had it not been for the Permanent Firemen.
Thirteen calls were made into Newbury and two into West Newbury.
The loss sustained amounted to sixty five thousand six hundred and ninty nine dollars and eighty two cents, ($65,699.82).
The most serious of these fires were the Albert Parson Farm, and the Plum Island Pavilion in Newbury, and Chase and Lunt Block and Knights of Columbus Home in our own City.
Apparatus
The Apparatus of the Fire Department consists of the following:
One Seagrave triple combination auto pumper, and hose car 12 years in service, second class.
One Maxim ladder truck, 6 years in service, first class.
One Larabbe hose, and Chemical Auto wagon, 8 years in service, fourth class.
One American La France 1000 gallon pumper, 3 years in service, first class.

BOARD OF HEALTH
I recommend that a triple combination auto pumper and hose car, 750 gallons be purchased to take the place of Hose 7 in answering still alarms. Also that it be equipped with the necessary equipment for fighting oil fires. This is urgent because a large amount of oil burners are being în- stalled and sooner or later we are bound to have a good oil fire, and water will not have much effect on oil.
Hose
At present we have 8500 feet of hose in service.
The condition of this hose classified is as follows: 4500 feet is in good condition, 2000 feet fair and 200 feet poor.
I recommend that 6000 feet be purchased this coming year.
Men
At present we have 14 permanent firemen, 1 substitute permanent man and 20 call men. All are capable of doing their duty as firemen.
First Aid
The men are well drilled in first aid. Seven of them have passed the examination and been awarded the Red Cross Certificate. The Schools and all Departments should be taught first aid.
Central Station
The floor is in a very bad condition and a cement floor should be put in as soon as possible.
Inspection and Fire Drills
Under the supervision of the Chief the Inspections total thirty one hundred and six, Fire Drills in the Schools were demonstrated and found satisfactory.
Remarks and Recommendations
That Hose 7 be equipped with a Barton pump and booster tank instead of Chemicals. This could be done for about three hundred dollars, and would be much better than Chemicals.
Hose 7 has been overhauled, painted and rebuilt. All work was done by the men in the Central Station. And they sure have done good work.
Engine 1. will be overhauled and painted this coming year.

That the pavements in front of the Station be removed and cement runways be put in their place.
All Chemicals in factories, hospitals, garages and private dwellings have been recharged and are taken care of by men from Central Station.
Inspection and Fire Drills
The Department has been active during the year in the work of Fire Prevention and Publis Safety. Inspection by members under the suppervision of the Chief total three thousand ..
The members visited all Schools, and the fire. drills demonstrated to them found everything satisfactory.
Remarks
The work of Superintendent Welch Fire Alarm, and Superintendent Nevins of the Highway, also Marshall McLean Police Department has been satisfactory, and I take this opportunity to thank them for their interest, and co-operation.
In conclusion I wish to extend my sincere thanks to all those who have rendered assistance to the Department with the :assurance that their services have been appreciated.

City of Newburyport.
Gentlemen:
In compliance with the provision therefor laid down in the municipal ordinance pertaining to the office of City Solicitor, I have to submit herewith a statement of the work carried on by the Law Department during the year ending December 20, 1930.
The only matter to go to a court hearing of any kind was the case of John J. Evans vs. City of Newburyport, and this was heard before an auditor during September. This case is the result of the Merrimac Street widening and is being defended by ex-City Solicitor Carens who held the office of City Solicitor when the case was originally started against the city. The auditor has made his findings but since it was not agreed that these findings should be final, there will, in all probability be a further trial before a jury. The case of Daniel Flynn, vs. City of Newburyport was settled out of court at a figure satisfactory to the Mayor. There were numerous small claims settled directly with the claimants.
There were more than the usual number of opinions given to the different departments of the city government during the year of 1930. I appeared at the State Legislature several times in the interest of matters pertaining to he city., besides conferring with the County Commissioners and District Attorney. The usual number of requests for prosecutions by the Police Department were taken care of and assistance given.
The recodifications of the municipal ordinances and compiling of the General Laws and Special Acts of the State Legislature pertaining to our city has been held up for the past year on account of lack of an appropriation to finish this work. It is earnestly requested that your body see fit to approve an appropriation to finish this work should the Mayor see fit to provide for it in his budget.
