The reason for the increase in abatements is the legislature in 1948 liberalized the Veterans Exemption laws to include more persons who could qualify for the exemption.
.We recommend that provisions should be made for the preservation of the records of the Board of Assessors and new vaults should be provided for the storage of the same.

City Council City of Newburyport
Gentlemen :
In accordance with the provisions set forth in the City Solicitor's Ordinance, I have to submit herewith my report of the Law Department for the year 1950. On account of the fact that the City is not now covered by insurance for defects on the highways and accidents in public buildings, there was more than the usual number of claims to be taken care of by the Law Department and in this report I must state that very valuable assistance was given to me by the Police Department, Highway Department and the Tree Department. We had several claims presented as a result of the big storm we had at the start of the Fall and we were
very fortunate to settle all of these for small amounts, the largest being the claim of John Packer. The claim of Edith G. Ladd was for $1,000.00 and this was the result of damage to her property at 271 Merrimac Street, by reason of the fall of an elm tree in front of her property -- this was because of the hurricane on November 25, 1950, and this claim was settled for $200.00. There were numerous claims from owners. of automobiles whose cars were parked on our streets because of this hurricane on November 25, 1950, but some of them were denied on account of the fact that their insurance covered this damage but others had to be paid because it seemed as though there was a liability on the part of the City. I attended every regular and special meeting of the City Council with the exception of one and at that time as I remember it I was ill. In company with President Southwell and Councillors Fenders and Perkins, I attended a hearing at the State House with regard to the changing of the election of our City officials.
There were, more than the usual opinions, given to the City Council and other departments of the City Government.
The cases prosecuted by me during the year were Currier et als vs. City of Newburyport -- school teachers and school employees case; Common- wealth vs. Farmer and there was a hearing on the case of Woodman vs. City which was listed for the sitting of the jury here in April of this year. The following cases are pending and will be tried at Newburyport this year -- Woodman vs. City and City vs. Benjamin Checkoway. The following two cases are pending and undoubtedly will be on the jury list here in Newburyport for April but I doubt that they will be reach- ed : Babbin vs. City and Marlin vs. City.
An unusual number of deeds were made out by me on account of the fact that a large number of lots at Plum Island were sold by the City and some at Worcester Heights. I appeared before the Appelate Tax Board for the Assessors and after a hearing that case was settled. There was one hearing before the Public Utilities Department in the matter of an investigation of the electric light and gas charges here but after a hearing that matter was settled amicably.
