SYNOPSIS OF WORK DONE Highway Division
Street lines and grades given for construction of new streets, including gutters, crossings, guard rails, etc., and record plans made of same.
Sewer Division.
Estimates have been rendered, lines and grades given, records kept of "Y" locations, plans and profiles made, and schedules for assessing all sewers constructed.
Water Division
Estimates have been made and lines given for water mains, con- structed and relaid. For location, lengths and size of mains, see tables under "Water Division."
Surface Drainage
Surveys, computations, and plans have been made, lines and grades given, and records kept of "Y" locations of all new work constructed.
Wyoming Cemetery
Eighty lots have been surveyed, a plan of each lot made and blue- prints of same furnished the Cemetery Department. Lines and grades for driveways have been given. General plan of Cemetery showing lots has been, corrected to date.
Sidewalks
Plans and profiles have been made, lengths and radii of curbing com- puted, work measured and schedules for assessment made.
Assessment Plans
New buildings have been plotted. Common and private sewers have been constructed and sewer assessment data recorded on plans.
Street Numbering
All new houses have been located and numbered. Numbers have been furnished and put on 114 buildings.

Report of Registrars of Voters
Melrose, Mass., Jan. 25, 1916
To His Honor, the Mayor, and the Board of Aldermen :-
Gentlemen :- The Registrars of Voters held forty-four meetings during the year 1915.
The annual meeting for the election of officers was held on July 22, 1915 in the City Clerk's office. Edwin L. Cragin was unanimously re- elected, as chairman, and W. DeHaven Jones served as Secretary ex- officio.
Edwin J. Tirrell, having been re-appointed by the Mayor, and con- firmed by the Board of Aldermen, as a Registrar of voters, for another term of three years, the oath of office was administered by the City Clerk at this meeting.
The jury list was prepared by the Registrars on July 28, 1915 and one hundred and eighty-six names were placed on the list for drawings.
Several meetings were used up in revising the voting lists in accordance with the Assessors' returns, two hundred and forty names were dropped, and the lists when revised were as follows:

The State Primaries were held on September 21, 1915.
A recount of votes cast at the State Primaries for Representative to the General Court, from the twenty-second Middlesex District, was held on the 25th of September, 1915 between Harry C. Woodill and Eben F. Phillips-Harry C. Woodill gained one vote, there was no change in the result.
The Registrars held many meetings, and once a week during the month of August, as required by law, for the purpose of certifying nomina- tion papers they certified about 3,400 names for the State election, and over 2,600 names for the City election, making about 6,000 names in all.
State Election
Meetings held for registering the voters for the State Election, November 2, 1915. Daily sessions (except Sundays and holidays, Monday, September 20th and Tuesday, September 21st) for registration of qualified voters were held in the office of the City Clerk, City Hall, Melrose, during office hours (i. e. from 8 a.m. to 5 p.m., Saturdays 8. am. to 12 m) beginning Thursday, August 12th and ending Wednesday, October 13th, 1915.

Pursuant to the requirements of the ordinance, I have the honor to submit the following report of the Law Department for the year ending the first Monday of March, 1916.
Owing to weather conditions, the past year has been productive of more than the usual number of claims against the city, both for accidents upon the highways and for damages caused by the overflowing of Ell Pond Brook and Spot Pond brook, and by the flooding of premises by water escaping from the highways. All of these claims have been investigated, many have been settled, others have been rejected and apparently have been dropped by the claimants. Upon still others, suits have been brought and are now pending.
The suits brought against the city during the year are seven in number, four being for accidents upon the highways,, two for damages caused by flooding of property and one a land damage case arising out of the taking of land for Corey Road.
Suits have been started by the city against private parties in two cases to collect claims due to the city. These cases are still pending. Other claims in behalf of the city against the towns of Ipswich, Revere and Stoneham and the City of Salem have been collected by this depart- ment during the year.
The city has been summoned as trustee in fifteen suits brought against employees of or contractors with the city. Sixty-two other matters have been referred to this department by various boards and officials of the city and opinions rendered or action taken thereon.
Under the statutes, the various expenses of the Metropolitan Park district and the contributions of the cities and towns composing that district for sinking fund and maintenance requirements are re-apportioned at the end of every five years. Such a five-year period ended during the past year and a new apportionment has been made by a commission appointed by the Supreme Court, in the hearings before which commission the city was represented by this department. The same commission, after concluding the above-mentioned hearings, gave another series upon the question of apportioning the expenses for the reconstruction and maintenance of Wellington Bridge, at which the city was also represented by this department.
