Gentlemen :- This being a Presidential year the Registrars of Voters held forty-nine meetings during 1916.
The annual meeting was held on July 21, 1916 in the City Clerk's office.
Edwin L. Cragni, having been reappointed by His Honor, the Mayor, for a three-year term, and confirmed by the Board of Aldermen, was sworn into office by the City Clerk at this meeting.
March 18, 1916 the Registrars certified several papers for delegates to the National Convention-320 names.
April 20, 1916, last day for registration for the National Primary from 12 o'clock noon, until 10 o'clock p.m. Completed list as follows:

The State Primary was held on the 26th of September, 1916.
The Registrars held many meetings, and one a week, each Saturday as required by law, during the month of August, for the purpose of certi- fying nomination papers, they certified about 4,000 names for the State Election, and over 3,000 names for the city election, making about 7,000 names in all.

Dear Sir :- I have the honor to submit the following report of the law department for the past year.
At the beginning of the year there were twelve cases pending against the city, to wit, the cases of

Of these cases two have been settled during the year. The case of Edward J. Blanchard was settled out of court, and the case of Daniel T. Sinnott et al, was settled after trial begun and the plaintiff's case heard.
No new cases have been brought against the city during the year.
Six accidents upon the highways have given rise to claims against the city during that period. The circumstances were investigated, and in each instance liability was denied. Nothing further has been done by the claimants, though the attorneys for one of them may yet bring suit.
Two claims were made against the city during the year for damages caused by blasting. One was denied and has apparently been dropped. In the other a settlement was arrived at which has not yet been actually carried into effect.
In addition to the Blanchard and Sinnott cases mentioned above, which were based upon damages caused by flooding, settlement has been made of five claims brought during 1915 for flood damages suffered during that year. One claim of this nature brought in 1915 and two brought in 1916 were rejected and apparently have been dropped.
Eighty-six different matters have been referred to me for action or consideration during the year by various boards and officials, and in addition the usual amount of time has been consumed with committee meetings, department investigation, attendance at legislative Icarings, attendance before the Public Service Commission, etc.

I take this occasion to suggest for your consideration the advisability of having the city ordinances revised and compiled, bringing thein down to date complete in one volume.
At the present time we are dependent upon the volume of revised ordinances issued in 1910 with numerous changes, additions and substi- tutions contained in separate pamphlets, with many ordinances not yet in printed form. Since the last revision of the ordinances many changes in the law have been made by the Legislature, new powers and duties have been conferred and imposed on cities and we have created new offices and made other changes in the fabric of our city government.
In view of these facts it would, in my opinion, aid greatly to avoid confusion and to increase the correctness of our methods of administration if such a revision or compilation were made.
