MELROSE WATER SYSTEM
In 1867 a private corporation known as the Spot Pond Water Company, composed of prominent citizens of Melrose, Malden and Medford, was incorporated for the purpose of supplying these towns with a water system.
Nothing, however, was done along the line of construction until 1869 when the towns of Melrose, Malden and Medford purchased the franchise of the Spot Pond Water Company and work was begun laying mains, etc., and the hope was realized of a water supply for household use and fire protection.
The source of supply was the beautiful and historic Spot Pond so named by Governor John Winthrop in 1632. The Pond had an area of 296 acres when filled, and was 143 feet above marsh level, or 152 feet above Mean Low Water.
When the City of Boston was looking for a municipal water supply during the years 1825 to 1848 (in 1848 Cochituate water was introduced in Boston) many reports were made by engineers and chemists regarding the quantity and quality of Spot Pond water, and with one exception Spot Pond water always ranked the highest for purity.
Increasing consumption of water and drought threatened a shortage of supply and in 1881 a pumping plant was installed at the Pond and used as required to increase the supply when the water in the Pond was unusually low.
In 1885-6 to improve the system a High Service Reservoir was con- structed east of Spot Pond and south of the Ravine Road, ninety-four feet higher than Spot Pond and a new pumping station constructed at the Pond, and water pumped from Spot Pond into this Reservoir, giving a better supply to high sections of the city.
Cement pipe for mains was used up to 1889 when cast iron pipe was used and its use continued to the present time.
In 1892, on account of the increased use and waste of water, driven wells west of Whittier Street, between Wyoming Avenue and Baxter Street, were used, known as Whittier Springs and the Middlesex Springs, in addition to the water in Spot Pond, but this was discontinued as the supply in Spot Pond increased.
In 1892 the General Court relinquished all rights to Spot Pond as a Great Pond. In 1895 the Metropolitan Water Board was created for the purpose of supplying water to the Metropolitan District of Boston. On January 1st, 1898, the Metropolitan Water Board took possession of Spot Pond and lands surrounding the same. Under their direction the pond was cleaned and enlarged, raising the elevation of the water, making an area of 308.7 acres, and a new High Service Reservoir con- structed east of Spot Pond and south of Ravine Road, 108 feet above Spot Pond, having an area of 812 acres.
Spot Pond as we know it to-day is one of the storage reservoirs of the Metropolitan System and kept filled by its natural supply and by gravity

with water from the Nashua and Sudbury Systems. Melrose is supplied from the High Service Reservoir, east of and near Spot Pond, that is filled by the Metropolitan Water Works Pumping Station from Spot Pond.
The First Public Boston Water Supply
In 1846 Boston was granted the right to take the water of Lake Cochituate and its tributaries as its water supply. As Boston increased in population this supply proved insufficient and the city was granted the right to the water of Sudbury River and its tributaries above Framingham.
The Metropolitan Water Board, by the construction of a large dam and dykes at Clinton, made a storage basin of about 612 square miles in area at an elevation of 395 feet above Mean Low Water to store the water of the Nashua River Water shed. Water from this large storage basin (8.41 miles long, maximum width 2 miles, area 4,195 acres or 612 square miles, maximum depth 129 feet, average depth 46 feet) is taken by an aqueduct to the Sudbury System and by aqueducts and mains to Chestnut Hill Reservoir and the Metropolitan System, and also through Weston to Spot Pond.

MIDDLESEX FELLS RESERVATION
The Metropolitan Park Commission in 1894 took 1,583 acres and with previous acquisitions for water and park purposes, the Middlesex Fells Reservation has an area of 3,200 acres.
Spot Pond situated in the northern part of the Fells Reservation, with surrounding of hills, woods and roadways, is unsurpassed for beauty by any spot in New England.
About 170 acres of the Fells Reservation are in Melrose.

Report of Registrars of Voters
The Registrars of Voters have held thirty-nine evening meetings during 1918.
The annual meeting was held July 9, 1918. His Honor, Mayor Charles H. Adams reappointed Edwin J. Tirrell for a term of three years, as a Registrar of Voters, and he was confirmed by the Board of Aldermen, and was sworn in at this meeting by the City Clerk.
The voting lists were corrected in accordance with the Assessed Polls, and four hundred and sixty-eight changes were made, of names dropped and changed from Ward to Ward. The jury list was made up by taking twenty-five names from each ward.
The Registrars certified about eighteen hundred names on nomination papers.

Report of City Solicitor
At the beginning of the year there were pending twelve actions of tort against the city brought respectively by L. B. Rowe, Adm., Chas. S. Boyce, John Brooks, Wm. H. Grant, A. Mildred Randall, Gertrude Steinberg, Max Steinberg, Arthur W. Howard, Emily A. Howe, Jacob King, Alice G. Brown and Flora B. Sennott.
There was also pending the land damage case of Gould et als vs. Melrose.
During the year the last named case has been disposed of by settle- ment, the cases of L. B. Rowe, Adm., and Arthur W. Howard have been dismissed and the case of Emily A. Howe has been disposed of by trial resulting in judgment for the city.
The remainder of the cases named are still pending.
One new case has been brought against the city during the year, that of Wm. B. Wadland, Adm., and the same is still pending.
