Fourth-Class-(Parcel Post)
The present size and weight limits for fourth class (parcel post) will con- tinue to apply in all cases except for parcels mailed at. a first class office for delivery to another first class office in which case the size is limited to 72 inches length and girth, 40 pounds in weight to the first and second zones, and 20 pounds in weight in the third to the eighth zones. Exceptions to the new size and weight restrictions are :
(1) Baby fowl, live plants, trees, shrubs, or agricultural commodities (not including manufactured products thereof).
(2) Books, permanently bound for preservation, consisting wholly of read- ing matter or reading matter with inci- dental blank spaces for students' nota- tions and containing no advertising matter other than incidental announce- ments of books.
(3) Parcels mailed in the United States, including the District of Colum- bia, for delivery by any Army or Fleet post office or in any Territory or pos- session of the United States, including the Canal Zone and Trust Territory of the Pacific Islands, or mailed at any Army or Fleet post office or in any Territory or possession of the United States, including the Canal Zone and Trust Territory of the Pacific Islands, for delivery in the United States, in- cluding the District of Columbia, or any : Army or Fleet post office or any Territory or possession thereof, in- ciuding the Canal Zone and Trust Ter- ritory of the Pacific Islands.
It is not contemplated that the pro- visions of this law shall be evaded or circumvented by diverting parcels ex- ceeding the prescribed limits of size and weight from first class offices and mailing the parcels at offices of the
