As shown in the table below there were two hundred and forty-one (241) cases of contagious diseases reported to this Board last year as against two hundred and fifty-one. (251) cases in 1904. The mortality among these cases was greater, however, there being sixty-nine (69) deaths this year as against fifty-six (56) in 1904.

I wish to call your attention to the care of the water- courses of this City. Until the last three years the Board of Health had charge of the cleaning of the brooks and drains. At that time the Commissioner of Public Works, C. F. Knowlton, took charge of the same without consulting the Board of Health, and this year the Commissioner did the same. Therefore I do not know whether they have all been cleaned or not. Furnace Brook from Hancock St. to where the Boulevard crosses Cross St. West Quincy, comes under the Metropolitan Park Commission and that part of Furnace Brook in rear of St. Mary's Cemetery, new part, is filled with

vegetable matter almost level with the banks of said brook.


I want to thank you for your courteous treatment dur- ing the past year and also for your impartial enforcement of the rules and orders of your Board relating to Sanitary In- spection, as it is the first Board of Health I have served under that had the moral courage to enforce their own reg- ulations and orders.

Gentlemen :- As Inspector of Plumbing in the City of Quincy I have the honor to submit to your my twelfth annual report for the year ending December 31, 1905.


During the past year, changes have been made in the or- dinance of the City relating to plumbing, which are of a two- fold benefit to the property owner. The cost of the work has been reduced without detriment to its mechanism and with 110 interference to the sanitary conditions entailed.


There have been very few complaints for the violation of the ordinance and where made the faults were speedily rectified. In only two instances were plumbers proceeded against legally.

In one municipal building, the Adams School, the dry system was abolished and a system of water closets installed, which tends to greatly improve the sanitary conditions of the building.

The following plans and estimates have been made by- request of the Chairman of Committees, or for different members. of the City Council :-

PUBLIC WORKS DEPARTMENT


The work for this department has been done by order of the- Commissioner. Lines and grades have been given on all new streets built this year, and stone monuments set at the princi- ple boundary points. Levels and measurements have been made- on the Bellevue Park gravel pit and the gravel pit in the rear of the Quincy school, Ward 6. Lines and grades were given for the improvement of Center street, Ward 3, for Taylor street drain and catch basins, Ward 5, and for Hancock street. improvement near Hancock street bridge. Lines and grades. were given and schedules made for all edgestones set during the year.


WATER DEPARTMENT


Locations have been given for all water pipe extensions during the year. Measurements, locations of gates and sizes of pipe noted.

SEWER DEPARTMENT


Since the abolition of the sewerage commissioners in Feb- urary, the engineering for that department has been done by the City Engineer. All estimates, lines and grades have been given on all extensions, including the trunk line from Wash- ington street through Cleverly court, South and Howard streets to a point just east of Winter street. All engineering work has been charged to the appropriation for sewer construction.


BOARD OF HEALTHI


A plan and estimate was made for the improvement of the Canal from Washington street to opposite the end of Newcomb street. A plan and estimate was also furnished for the abate- ment of the Gragg pond nuisance in Ward 4.


POLICE DEPARTMENT


Accurate courses were laid off on Adams street., Franklin treet and Washington street for testing the speed of automobiles.


CEMETERY DEPARTMENT


Lines and grades were given and plans made for all new lots and paths in the MIt. Wollaston Cemetery by order of the . Superintendent.


ASSESSORS DEPARTMENT


The balance of the appropriation for $1000 made in 1904 has been used to complete the plans for Ward 6. To date there are completed 488 plans representing Wards 1-2-3-5 and 6. I'would recommend another appropriation the coming year to complete Ward 4, thus having an entire suvey of the city.

This work is carried on in conjunction with the assessors work. During the year 21 plans have been made and numbers assigned to 114 houses.
