My dear Sir: As Inspector of Animals I have the honor to present the following report.
The cows this fall were in better physical condition than is usually seen on regular inspection. Both cow stables and cows were kept cleaner. Dr. Harrington, in his Boston lec- tures, considers filthiness of the cow stall to be the greatest cause of contamination of milk. In milking a cow, thick with dirt, a great deal of filth is sure to work into the milk pail. There is room for improvement in some of our stables though the general condition is better than I see elsewhere.
One cow only was killed in Quincy last year for tubercu- losis. Another, in quarantine for the same trouble, was ille- gally sold by the owner who was haled to court and fined. The dealer who was claimed to have received the cow was also fined, but has appealed, as he denies the fact.
There have been six isolated cases of glanders in Quincy horses. Ward reported receiving a horse dead with glanders from a Quincy stable. On visiting that stable your inspector discovered another horse with the disease. This, a newly purchased horse, had evidently infected the one sent away. In another stable the disease was in a comparatively new horse that was possibly infected when purchased.
We have been visited by a new scourge this year, that of rabies. Dogs only have been affected in Quincy. One citizen has taken the Pasteur treatment because of a sore hand which had been exposed to the saliva of a rabid dog.
These cases were distributed about the Centre, Point,

Wollaston, Hough's Neck and West Quincy. In no case was the stray dog that did the biting identified so that we could locate him or his owner.
Rabies is so different from what most people expect that few know it when they see it. Dogs, so often killed during the summer, frothing at the mouth and tumbling about, have simple fits.
The rabid dog does not froth and is not afraid of water, but he does drool. His lower jaw often hangs down as if he had something stuck in his mouth or throat. He has a peculiar howl different from his usual bark. He is apt to eat sticks, dirt and refuse. At first he acts nervous, while later a paralysis sets in. When seen on the street after he has taken to running, he acts all tired out, with head and tail down. He snaps aimlessly at anything in his way. He al- most never offers to bite his owner. He dies usually inside of a week.
In consequence of the prevalence of rabies and upon recommendation of the State Cattle Bureau, a request was made in the fall to the Mayor and City Council that all dogs be muzzled, and the order was promptly passed. Since that order only one case of rabies has been discovered.
The question of tramp dogs is not solved, for the police do not like to risk their marksmanship on dogs loose about the street, nor can they dispose of the dead bodies. It would be well if a man with a wagon should go about carrying a net and noose to catch some of the collarless dogs in the city. They could then be placed in pound for two days, where an owner might claim them after showing his license and upon payment of one dollar. I believe the work would be almost self supporting. It would provide a means for the return of dogs who slip their collars, beside disposing of tramp dogs, a menace to the city.

Dear Sir: The Park Commission of the City of Quincy offer the following report for the year 1906:
MERRYMOUNT PARK.
This park remains in about the same condition as last year.
The expense for tree planting was increased this year considerably on account of the necessity of replacing the large quantity burned by brush fires set by vandals a year ago. For this purpose not only was the appropriation of $200 used, but quite a sum out of the general park appro- priation. Trees have been planted under the care of an expert and have generally done well. The loss mainly has been by destruction caused by brush fires-one during the month of December causing considerable damage.
A reference to the park reports of the past several years will show that much loss has annually been caused by fires. The constant attendance of an officer on the grounds is the only method of preventing this that your Commission can recommend. We repeat our request of a year ago that an appropriation sufficient to justify us in employing such an officer be granted.
All the fences, buildings and grounds have been kept in repair.
Almost constant use has been made of the Football and Baseball fields during the season.

The time seems to have arrived to make a suitable play .. ground and skating rink of the field bordering on the upper part of Black's Creek. We recommended it in our last report.
WARD 2.
The grading of this playground in 1905 has made an excellent ball field, which was used constantly during the season.
Much tree planting should be done at this point the coming year. The cedars, which contributed so much to the beauty of this resort, have died off rapidly of late.
BATH HOUSE.
The Bath House was liberally patronized the last sum- mer. Centrally located and easy of access, and with attrac- tive surroundings, it is one of the most popular resorts in Quincy during the summer months.
It is hoped, when the Metropolitan Park Commission finally complete their takings and construct the boulevard on the Wollaston shore, that arrangements can be made for a public bath house at that point.
WARD 3.
The usual repairs to the back stops and fences were made here this year. Little other expense has been in- curred as the grading of the past seasons puts the ground in fair condition.
WARD 4.
This playground has had the usual care necessary to maintain it. The lower part near the brook has been much used as a skating field.

WARD 6.
This playground, centrally located near the railroad sta tion, is in almost daily use by ball players and others during the summer season.
The large outlay on the grading, etc., in the past years made it unnecessary to spend anything there last season other than the general care.
FAXON PARK.
Faxon Park remains in practically the same condition as a year ago. It is little used because of its distance from the centre. Any who have occasion to go that way realize how much is lost to the citizens by the inaccessibility of this beau- tiful spot. While the road passes the northerly end, a second road from the corner of Water Street and Quincy Avenue, which the city agreed to build years ago, would make this park seem much easier to reach.
Moth pests have fortunately done little harm to the trees on public grounds. With the work on trees done last fall and this winter by city employees, it is hoped that we will escape this pest this year. Fortunately there have been comparatively few found on the parks and playgrounds.
CITY FORESTER OR TREE WARDEN.
Again we wish to recommend that the office of City Forester or Tree Warden be established in Quincy at once. In past reports we have recommended that such an officer be put under the Park Commission. If this is not done, we trust that some officer will be designated for the purpose of protecting our trees, who shall be outside of politics and shall have no other public duties.
Other towns have successfully tried the experiment of ,

appointing as tree warden some public spirited citizen who has served without pay, but in whose hands is placed an appropriation large enough to enable him to employ men to carry out the work of the office as directed by him. We believe this could be brought about successfully in Quincy and at less expense than most any other method.
No itemized account of our expenditures is appended as it can be found in the City Auditor's report.
