REPORT OF THE SUPERINTENDENT OF WOODWARD INSTITUTE


Mr. Chairman and Gentlemen: I submit herewith my ninth annual report as superintendent of this school.


It is quite unnecessary to say that one of our chief con- cerns during the latter part of this year has been the effect which the war may have on this school. This is entirely natural when we consider the experiences which similar schools or in fact all schools abroad have had to undergo. Education, a process which concerns at least 20% of a state's population, is one of its chief functions and it could hardly be otherwise when a state organizes itself for war that so great and conspicuous a function should be affected.


It is to be noted that although as yet in this country we are only beginning our preparations for war, all schools are be- ing deeply affected and it is because the higher institutions are being affected most that the situation is of interest as concerns this school. It is well known that the colleges of the country have lost from 10 to 40 per cent of their registration; it is per- haps not so well known that the high schools and academies have lost from 5 to 25 per cent. Up to the present time a 5% loss would measure the effect on attendance at Woodward Institute; whether that loss is to increase will depend alto- gether upon circumstances. The loss of registration has de- pended upon and will continue to depend upon either economic pressure in the home, the lure of present high wages in the in- dustries, or the economic demands of war industries.


If economic pressure in the home causes any of our girls to withdraw from Woodward before completing their course, we can only regret that such circumstances can arise. If the compelling cause is the attraction of the present high wage scale, the school should combat the tendency by every means in its power. It is an extremely short-sighted policy which would allow a temporary financial gain to cut short the period of education with its promise of increased happiness and pros- perity, and yet this is an influence which is all too potent at the present time in cutting down school attendance. The duty of

the girl of normal intelligence at the present time is to go on by all means with her previously planned programme of edu- cation, if possible to add to it, because there never has been such a call for trained leaders or thinkers as is bound to arise with the close of the hostilities. Therefore it is incumbent upon this country to add to its capital as represented by edu- cated men and women rather than to allow it to diminish.


With the demand on the part of the government interests or contributing interests which would call young people, girls as well as boys, into the service, we can properly only give our heartiest co-operation. It is needless to say that such a de- mand has not yet arisen in this community though it may arise at some future time. Until such time there is no occasion for apprehension.


The conclusion is obvious: It is the duty of every parent whose daughter may at any time in the future consider leaving the school to weigh carefully all the motives which bear upon the subject and if it can possibly be done allow or persuade the daughter to continue her education. Such a clear-headed course is the part both of wisdom and patriotism.


Apparently the parents have viewed the situation in much the same light, because the shrinkage in our school has been much lighter up to date than in the average school of this type.


It is to be observed that the tendency of girls wishing nor- mal or college preparation to come to this school still continues and the school is sending an increasing portion of its graduates each year to higher institutions. The achievements of those who go to college, as indicated by the reports sent back each year, indicate efficiency of preparation as well as a sterling type of girl.


There has been little change in the teaching corps since my last report. Miss MacKnight, who was with the school last year as teacher of English, was obliged by ill health to give up teaching. Her place was filled by the appointment of Miss Agnes K. Rhodes, a graduate of Boston University with sev- eral years' experience in public high school work. Miss Hazel Wavle, who had taught the dressmaking for some years in conjunction with her work at the High School, was compelled

by the pressure of other work to relinquish the work here and was succeeded by Miss Marion Wilkins, a teacher of wide ex- perience in Practical Arts classes and evening school work.


The general condition of the Institute property is ex- cellent.


The Alumna prize for the best essay written by a member of the Senior Class upon an assigned subject was awarded to Julia Horrigan.
