REPORT OF OVERSEER OF POOR


January 1, 1922.


To His Honor the Mayor of the City of Quincy:


The Overseer of the Poor, in compliance with the City Ordi- nances, respectfully submits his report for the year ending Decem- ber 31, 1921.


The department has aided 243 families on outside poor, 129 of these being temporary; including as causes for application, sick- ness, desertion and unemployment in cases where the wage earner was incapacitated. Of these cases, 37 children are fully supported, and we feel that the money expended for this kind of aid is amply justified.


We have aided 49 families under Mothers' Aid, which means almost entire support; of these two have been discharged during the year, having become self supporting.


We have had 109 cases referred by the Police Department, pro- bation office and various other sources. These we have investi- gated and found that in several instances the cases should be pros- ecuted, which was done. In some cases we have given advice, vis- ited, and court action was avoided. Some of these cases have been referred to societies for more frequent visiting than we could give.


The Juvenile Court has been attended at every session and much help has been gained from this source in a better knowledge of our family conditions.


This year has been an unusual one on account of the unem- ployment situation.


We have handled 398 unemployment problems which entails many family difficulties. At the beginning of the year we were able to place many of the men, but in August the situation became more acute and we were obliged to make a definite plan for aid or work. We believed that it was better for the family morale to find work for the men of the family. We had some land at the City Home which needed grading and we planned to use our unemployed men to do this work. This plan has worked out very well and we feel that we have done much to help the men keep their self-respect and continue to support their families. We also by this plan weeded out the undesirable element who wanted aid and not work at a small wage.


Our Social Service work is increasing steadily and the man; different problems, which come to us for solution, affecting the wel- fare of the community, tend to show that we are in truth a welfare department.


We appreciate the co-operation of the Associated Charities and various societies which have helped us by visiting and advising, thus keeping up the morale of many of our families.

Inspections


Over 6,000 inspections have been made the past year.


Fire Alarm


A new battery will have to be installed in the Fire Alarm. There have been three new boxes added the past year. Approxi- mately five miles of new wire have been run.


While the losses by fire and smoke have been large the past year, perhaps larger than ever before, in my opinion had it not been for the efficient work of the men of the Fire Department the total losses would have been much larger. Large fires are liable to occur in any locality. Quincy has been fortunate in not having any big fires for a long while.


The Quincy Department Store fire, while not showing from the outside that it was a very large fire, yet the loss was very heavy, mostly on the contents.


The fire at the Mutual Furniture Corporation and other build- ings was fought under very trying circumstances, zero weather, men and equipment all iced up, four lines of hose being burned off which caused delay, but with the combined efforts of our own de- partment and a company from Milton and Boston departments, the fire was stopped before it reached the conflagration stage. Insur- ance men were very much pleased by the good work of the depart- ment.
