RATES OF DOMESTIC POSTAGE. - On letters, sealed packages (except local or "drop" letters), 3 cents per each half-ounce.
On local or "drop" letters, at offices where free deliv- ery by carriers is established, 2 cents for each half-ounce or fraction thereof. Merchandise so wrapped that it can be examined, one cent per ounce.
Valuable letters should be registered. Money should never be inclosed in an ordinary letter. Either procure money order or have the letter registered.
The following articles are excluded from the mails ; Liquids, poisons, glass, explosive materials ; books, pamph- lets, pictures, and other publications of an obscene or in- decent character; all letters upon the envelopes of which, and postal cards upon which, scurrilous cpithets are
