In the selection of a proper name the Committee made choice from many proposed, what seemed the most appropriate, and recommend the name "Highland View Cemetery of Nor- wood " to the town for adoption.
For the proper care and management of the Cemetery, rules, regulations, and by-laws will be indispensable, and the Committee take pleasure in recommending for adoption the same

as those adopted by the Town of Dedham for Brookdale Cem- etery. They are published herewith and are considered well adapted to our needs.
The financial report of the Committee is rendered herewith.
It is desirable that a receiving tomb should be built, at once ; that shade trees should be planted and the plan as pro- posed be in other ways made complete. These recommen- dations will be presented at the next town-meeting.

RULES AND REGULATIONS.
VOTED - That the tract of 17 2-10 acres conveyed to the Town of Norwood by Matthew Clay, John Nugent, William Cuff and others, by their deeds recorded in Norfolk Registry - Lib. 504, Folios 88, 89, 90 and 91 - be set apart for the purposes.of a Cem- etery, and held by the Town in perpetual trust-
First, for the use of those to whom separate lots or exclusive burial rights shall be allotted, assigned or conveyed, and their representatives and assigns. Second, for the use of all who shall bury their dead therein, in accordance with the Rules and Regulations that may, from time to time, be in force, in relation thereto, or by permission of the Commissioners having charge thereof, and it is hereby declared that all citizens resident within the Town, or who have at any time resided in the Town, shall be entitled to bury their dead therein, conforming to such Rules and Regulations.
Voted-That the Chairman of the Selectmen be authorized to execute and acknowledge such instrument as may be necessary for the purpose of causing the foregoing declaration of trust to be properly recorded in the Registry of Deeds for Norfolk County.
Voted - That the plans submitted by the Cemetery Commissioners be hereby approved and adopted, and that the Cemetery be hereafter known as the " Highland View Cemetery."
Voted - That suitable provision be made for the transfer of certificates of proprietorship, for recording the same, and the issue of new certificates in such manner and form, upon such conditions, and by the payment of such clerical fees, as the said Commissioners shall prescribe.
Voted - That the following rules and regulations, and the form of con- veyance hereafter set forth, be adopted by the Town, viz. :

INTERMENTS.
No interments shall be made until the Commissioners or Superintendent in charge shall have been furnished with such permits as may be required by the laws of the Commonwealth, or of the city or town from which the deceased may be brought, together with an order from the proprietor of the lot in which such interment is to be made, or from his legal representative; nor until the fees hereinafter provided shall have been paid.
The charge for opening a grave for an adult, and making an interment, shall be five dollars; for the same service in the case of a child under ten years of age, three dollars.
Interments may be made in single graves sold from lots reserved for that purpose (other than the public lot), and the graves numbered, upon the pay- ment of five dollars each, in addition to the fees hereinbefore provided; and the Commissioners shall give the purchaser of a grave a certificate therefor in the form provided for that purpose. Whenever any such grave shall become vacant by removal of the body interred therein, the owner may sell said grave within one year from time of removal, with the approval of the Commis- sioners, otherwise the land shall revert to the Town; but in case the owner thereof, or his representative, becomes the purchaser of a lot in the Cemetery, the original price for the grave, in case of reversion to the Town, shall be allowed in part payment for the lot.
Not more than two interments shall be made in the same grave, whether in a private or a public lot, and the latter interment shall be at least four feet below the surface of the ground.
Bodies may be deposited in a receiving-tomb, with the consent of the Commissioners. If, within four months after the deposit, such body shall not have been removed to any other part of the Cemetery, the Commissioners may, at any time thereafter, remove the body to such place within the Cem- etery as they may deem proper. The Commissioners shall deliver any such body to the friends or relatives applying for it in a legal manner, for removal, at their own expense, from the Cemetery.
At military funerals, no firing of volleys shall be allowed within the Cem- etery, except by special permission of the Commissioners.
No grave or tomb shall be opened for interment or removal by any person not in the employ of the Commissioners.
RECORDS AND PLANS.
There shall be kept at the office of the Town Clerk, under the control of the Commissioners of the Cemetery, all the books necessary for recording the original deeds of lots, or the certificates of purchase of single graves, of orna-

mental grounds, and of spaces between lots; of transfers from proprietor to proprietor, and transfers by will or by operation of law; also, instruments of donation in trust for the perpetual care of lots, or for any purpose consistent with the objects of the Cemetery; also, a register of interments; and such other records as may, from time to time, be found necessary and convenient by the Commissioners.
RULES AND REGULATIONS CONCERNING LOTS, TOMBS, ETC.
I. No lot shall be enclosed by a wall, fence, coping, hedge, or by any boundary whatever ; but the limits of each lot shall be marked at each corner by suitable granite posts, and these boundary marks shall be sunk in the ground, so that the tops shall not be more than one inch above the surface of the lots. Each lot shall be legibly numbered, in a manner to be approved by the Commissioners.
2. No lot shall be used for any other purpose than as a place of burial for the dead; and no trees within the lot shall be cut down or destroyed without the consent of the Commissioners.
3. The proprietors of lots shall have the right to erect monuments, cenotaphs, or stones commemorative of the dead; and to cultivate trees, shrubs or plants within the limits of their lots.
4. The Commissioners shall have the right to remove from any lot such trees and shrubs as shall, in their judgment, be detrimental to the adjacent lots or avenues.
5. The Commissioners shall have the right to remove from any lot any monument, effigy, cenotaph or other structure, or any inscription which shall be determined by a majority of the Board to be offensive or improper. .
6. No tomb shall be constructed or allowed within the bounds of the Cemetery, unless by special permission of the Commissioners, and only in such places and in such manner as the Commissioners shall direct; and no proprietor shall suffer the remains of any person to be deposited within the bounds of his lot for hire.
7. All lots shall be indivisible.
8. All lots, when sold, shall be trenched, graded, sodded and prepared under the direction of the Commissioners, who shall also provide and set the boundary posts; and all such work shall be paid for by the purchaser, in addi- tion to the amount paid for the lot.

RULES AND REGULATIONS CONCERNING VISITORS.
I. No vehicle shall be admitted on Sunday, unless accompanied by a proprietor of a lot, or a member of his or her household, with his or her ticket.
2. No horse or other animal shall be allowed in any part of the Cem- etery, except upon the avenues; or be driven or ridden at a rate faster than a walk ; or left without a keeper, unless fastened to the places provided for the purpose.
3. All persons with fire-arms, or with any article on sale, are prohibited from entering the Cemetery, and no refreshments, or party carrying refresh- ments, will be admitted.
4. All persons are prohibited from writing upon, or otherwise defacing, any monument, fence, sign or other structure within or belonging to the Cem- . etery.
All persons are prohibited from gathering any flowers, either wild or 5. cultivated, or from breaking or otherwise injuring any tree, shrub or plant, or from annoying birds, squirrels or other harmless animals, within the Cemetery.
6. Dogs will not be admitted into the Cemetery.
7. Visitors must walk on the avenues and paths, and will not be allowed on any other portion of the grounds.
8. All noisy and disorderly persons will be expelled from the Cemetery.
9. No person in the employ of the Commissioners is allowed to receive any gratuity for services rendered to visitors.
10. All persons violating these regulations will be subject to arrest and prosecution by the Commissioners.
The following form for conveyance of lots shall be used by the Town in making sale of lots in the Cemetery :
FORM OF CONVEYANCE.
KNOW ALL MEN BY THESE PRESENTS: That the Town of Norwood, in the County of Norfolk, and Commonwealth of Massachusetts, in consideration of the sum of-dollars, paid to the said Town by-of-, the receipt of which is hereby acknowledged, does hereby sell, assign and convey to the said -- the exclusive use, for burial purposes, of a certain lot of land containing-square feet, situated in the Cemetery of said Town known as the Highland View Cemetery, more particularly described in a declaration of trust by the said Town, recorded in the Registry of Deeds for the said County

of Norfolk, Lib .- Fol .-; said lot is numbered-in the plan of said Cemetery, situated on-, recorded in the office of the Town Clerk of said Town. This conveyance is made on the condition that said lot shall forever be used for burial purposes only, and on such further conditions, and under such rules and regulations as shall, within the scope of their authority, be from time to time created or imposed by the Cemetery Commissioners of the said Cemetery, or said Town shall lawfully adopt. It is also to be understood that this instrument shall have the effect to convey an equitable title or interest only - the legal title remaining in the said Town in perpetual trust, as set forth in the said Declaration.
To have and to hold the said lot for the use and purpose aforesaid, to the said-and his heirs and assigns forever, but subject to the conditions and limitations aforesaid.
And the said Town covenants with the said-and his heirs and assigns that the said Town is lawfully seized of the said lot - that it is free from all incumbrances, and that it has good right to make said sale and con- veyance to the said-, his heirs and assigns, for the purpose aforesaid.
In testimony whereof, the said Town of Norwood hath caused these presents to be sealed with the Common Seal of the Town, signed and acknow- ledged by the Cemetery Commissioners of the Cemetery aforesaid, thereto duly authorized, this-day of-in the year of our Lord-

BY-LAWS RELATING TO THE HIGHLAND VIEW CEMETERY.
SECTION I. The Selectmen shall annually, during the month of March or April, appoint three suitable persons as a Board of Commissioners, who shall have the sole care, superintendence and management of the Highland View Cemetery, and who shall hold their offices until their successors shall be appointed, and, in case of any vacancy in said Board, by death, removal from the Town, resignation or otherwise, such vacancy shall be filled by the Select- men, at any time during the year, by the appointment of another Commissioner, who shall hold his office during the residue of the year, and until his successor shall be appointed.
SEC. 2. The said Board of Commissioners shall set apart and appropriate a portion of said Cemetery as a public burial-place for the use of inhabitants of Norwood, free of any charge therefor; and they shall lay out said Cemetery in suitable lots or other sub-divisions, for family or other burial places, with all the necessary paths and avenues ; and may plant and embellish the same with trees, shrubs and flowers and other rural ornaments ; and may enclose and divide the same with proper fences or walls ; and may erect a receiving-tomb, and such other conveniences as they shall deem expedient ; and said Board may make such rules and regulations in relation to said Cemetery as are not repugnant to the laws of the Commonwealth, as they may deem expedient, subject to the approval of the Town, and shall cause to be prosecuted all offences against the laws of the Commonwealth, relating to the care and pro- tection of said Cemetery, or of anything lawfully erected in or around the same; and all moneys raised by the Town for the laying out, improvement or embellishment of said Cemetery, shall be expended under their direction.
SEC. 3. Said Board of Commissioners shall have authority to grant and convey to any person or persons, by deeds or certificates, duly executed in the name of the Town of Norwood, the sole and exclusive right of burial and of erecting tombs, cenotaphs and other monuments in any of the designated lots or sub-divisions of said Cemetery, upon such terms and conditions as they, by their rules and regulations, prescribe. Said deeds or certificates shall be re- corded by the Town Clerk in a book kept for that purpose at his office.
SEC. 4. The proceeds of sales of lots or rights of burial or of any other property in said Cemetery, shall be paid to the Town Treasurer, to be kept by him separate and apart from other funds of the Town, and to be known as the " Highland View Cemetery Fund," and to be subject to the order of the said Commissioners for the time being, and such proceeds shall be used for no other purpose than the improvement, embellishment and care of said Cemetery, as before provided, under the direction of the said Board of Commissioners.

SEC. 5. Said Board of Commissioners shall annually, in the month of February, make and render a report, in writing, of their acts and proceedings, and of the condition of the Cemetery, with an account of the receipts and expenditures for the same, and the funds subject to their order.
SEC. 6. The existing By-Laws of the Town, which may be inconsistent herewith, shall not apply to the care, management or control of the Highland View Cemetery.
