Owing to the severe weather during January there were a great many service lines frozen in the streets. These pipes had to be dug up and repaired, making the maintenance ac- count considerably heavier this year than it would have been. We have also laid a pipe to the house of Peter Leavitt, at an expense of $41.67, in anticipation of extending the pipes on Underwood street. When we lay these pipes the small pipe now there will be taken up, and the money refunded for it, thus making the account about forty dollars less.

To the citizens of Wayland:
In exa nining the books of the Town, I have found them in good order, correctly kept, and accompanied with the prop- per vouchers. I thank the different officers for the ready assistance I have received in the performance of my duty.
I would, however, call the attention of the Town Officers to Article 11 of the By-laws, requiring all bills to be made out in detail, with the proper date for each article, so that the townspeople may know what disposition is made of the money entrusted to their care.
I would also call attention to Article S, as I deem it of im- portance that the reports of committees be handed in by the time specified, so that the Town Report can be printed and distributed in time for the voters and tax-payers to properly examine the same before the Town Meeting.
As a Library Treasurer is thought necessary, and chosen each year, I would suggest the propriety of such treasurer's receiving and disbursing all money connected with the Library not in the hands of the Town Treasurer.

To the Citizens of Wayland.
The School Committee submit the following report.
Improvement-Some change for the better seems desirable al- ways, everywhere; most persons strive for it.
All changes are not improvements.
We make the changes when we believe there are to be im- provements resulting from them, The history of Wayland public schools is a record of change, and we believe great improvements have been the result.
For the year eighteen hundred and forty-five and six the town raised eight hundred dollars for schools, about four dollars to each scholar. For the year eighteen hundred and sixty-six and seven the town appropriated sixteen hundred and fifty dollars for schools, about seven dollars and thirty cents to each scholar. For the year eighteen hundred and eighty-six and seven the town ap- propriated fifty-one hundred dollars. Add to this the average of the amount used for repairs and we have nearly fourteen dollars to each scholar.
This is more than three times as much as was appropriated for the benefit of each scholar forty years ago.
Have the moral and intellectual improvements moved forward n the same ratio as the financial? Are the citizens more gener-

ously disposed toward their schools than formerly? They are cer- tainly spending more money than they were forty years ago. As you look more closely into the record, you will notice that the average age of scholars is about three years younger than former- ly. They do not remain as long in school. This fact lessens the number of scholars.
