There is no doubt but that an abundant supply of water can be obtained at the place previously suggested on the easterly shore of Lake Cochituate but I hesitate about recommending that the Committee incur the expense of testing out the locality for the reason that although the water may now be good its quality is liable to become impaired as it is evident from the number of buildings recently erected along the northeasterly shore of the Lake that in a few years the water shed draining towards the location in question will be populated to a consid- erable extent.


My opinion is that it is possible to obtain a sufficient amount of water in the vicinity of the said Rice Spring. The spring it- self will not supply the required daily amount but taken in connection with other springs near by it is reasonably safe to say that an adequate quantity can be obtained and of good quality. A few test wells would positively determine the question.

When the Town installs a new system of water supply whether or not at one of the locations mentioned above, the probabilities are that the village of Wayland will also be pro- vided with water. That being so the main pipe line in Main Street between the two villages would naturally be 12 inches in diameter. About 600 feet easterly of Main Street and about one mile from the junction of Main and Plain Streets there is a hill that would afford a fine location for a reservoir. The elevation of this hill is such that with a reservoir 40 feet high sufficient pressure would be obtained in both villages to afford first class fire protection.

The top of the proposed reservoir would be 123 feet above the overflow of the present reservoir-the said overflow being about 10 feet below the elevation of the ground at the junction of Main Street and the Connecticut Path. At the present time the reservoir could be most economically constructed of rein- forced concrete. It should be of such dimensions as would provide storage capacity for three or four days' supply. The pumping station could also be of concrete or cobble stones Tt would be advisable to have the pumping machinery in duplicate and consist of electrically driven triplex power pumps.


If the pumping plant is located at Dudley Pond the force- main would extend southerly through the right of way to West Plain Street and thence easterly, replacing the present G-inch pipe in said street and connect with the 12-inch line in Main Street. If the Rice Spring location is adopted the forcemain would extend northeasterly through the Connecticut Patl. to its junction with the Main Street pipe line.

The above is a brief outline of the proposed system. It seems needless to go into the development of further details until after the source of water supply is formally approved by the State Department of Health.

Gentlemen :


The State Department of Health has considered your appli- cation for advice relative to a proposed additional water supply for Wayland and has considered the results of investigations thus far made in the neighborhood of Dudley Pond and of an examination of the Hall Farm Spring.


At Dudley Pond tests were made by sinking tubular wells on the southerly shore of the pond near its easterly end. These wells were located 16, 58 and 14 feet, respectively. from the shore of the pond and were driven from 14 to 35 feet below the elevation of its surface. These wells yielded water freely when pumping with a hand pump, but the results of the analyses of samples of water from each of the wells show that the residue, chlorine and nitrates are much higher than are found in normal well waters in this region, indicating that a part of the water entering these wells is derived from areas where the ground water is slightly polluted by sewage. While the effect of this pollution might not cause the water to be in- jurious to health, it is not improbable that its effects would in- crease if a water supply should be located in this locality and, under the circumstances the source cannot be regarded as a

desirable one from which to take water for domestic use.


Hall Farm Spring, so-called, is located a short distance west of the main highway leading from Cochituate to Wayland at a point about midway between the two villages. An analysis of the water of the spring shows that it is clear and colorless and in all respects of good quality for the purpose of a public water supply. The spring is located in a sparsely populated region and a supply from this source could be easily protected from any future danger of pollution. It has been impracticable thus far to estimate the yield of the spring, but the indications are that an ample supply for all of the requirements of Wayland can be obtained in its neighborhood.


The Department recommends that as the next step in your investigations you make a further test in the neighborhood of Hall's Spring to determine the probable quantity and quality of water that can be obtained here permanently for the supply of the town. The Department will assist you in these investi- gations, if you so request, by making the necessary analyses of water and will give you further advice in this matter when the results of further tests are available.

REPORT OF THE SCHOOL COMMITTEE


To the Citizens of Wayland :


Your Committee submits herewith reports of the Superin- tendent, the School Physician and the Principal of the High School It is hoped that these reports, and particularly that of the Superintendent, will be carefully read.


During the past year the High School building has been put in thoroughly good repair. The walls in all the rooms have been painted, the ceilings whitened and replastered where nec- essary, and the woodwork cleaned throughout. The Committee was reluctant to make these repairs during the war, but as nothing had been done to the rooms for twelve years, they had reached a condition which made it more economical to do the work at this time rather than to await further rapid deprecia- tion. The work has added much to the appearance of the building and to its cheerfulness as a place of work. Other minor repairs now under way are the replacement of the un- sanitary drinking cup with bubblers, the installation of two radiators in the pump room to prevent the freezing of pipes which occurred last winter and the installation of iron hand rails on the basement stairways to protect the children on icy days.


The cost of transporting pupils has been greatly increased by the discontinuation of the car service from Cochituate to Wayland. A petition was filed with the Public Service Com- mission to compel the railroad company to continue service or at least to give limited service. In view, however. of the finan-

cial condition of the company the Commission did not see fit to grant the petition. There are at present twenty-six children to transport from Cochituate to Wayland. Their car fares mounted to 9.10 per week. Their present cost of transporta- tion by barge is $?2.00 a week or a yearly increase in cost of $516.00.


In each School Committee report of recent years a plea has been made for higher salaries for teachers. It is the opinion of your Committee that this matter can not be over emphasized. That the quality of the teachers determines the quality of the school seems almost too obvious to state. It is equally plain that teachers of high quality can not be obtained or kept unless attractive salaries are paid. We should like to be in a posi- tion to offer such salaries as would attract and keep teachers of high personal qualities and of high teaching ability. A more generous policy was adopted last fall than heretofore in the matter of the principal's salary and the result has well justified the additional expenditure. It is the wish of the Committee to adopt the same policy as regards the salaries of the other teachers, but it can not do so unless the Town will be more liberal than ever in its appropriation.
