SCHEDULE OF RECEIPTS AND EXPENDITURES
1. This return is for all receipts and all expenditures hy your town, not merely hy the Overseers of the Poor. It is not a financial account; totals therefore do not halance. It calls merely for financial facts to be used for statistical purposes. It does not provide for an entry which the Overseers of the Poor have received hy town appropriation. The appropriation for the Overseers of the Poor need not he set down. It does provide for a statement of all moneys which the town has actually paid out and all moneys actually received during the year on account of poor relief. Thus, where your town phy- sician is paid a regular salary which comes out of the town, hut is not paid from the appropriation for the use of the Overseers of the Poor, that salary should be entered on this schedule under Section 1 as money paid out for salaries of city or town physicians. If there is no regular town physician on a stipulated salary, all payments for doctors' services must he entered under Section 1, paragraplis 2, 3 or 5, as "moneys paid out for medical attendance."
2. The schedule calls for actual receipts and actual payments. All unpaid hills and all claims outstanding are eliminated. They should not he entered on this schedule.
3. It is understood in Section 1 that the salary of your superintendent or warden at the alms- house also includes the matron's salary, unless in your hookkeeping she receives a salary for herself. If this latter is the case, then it should be entered separately and in addition to the warden's salary.
Under Section III note that ordinary funds for charitahle uses include all funds in the hands of the town or its officers for the relief of the poor without special restrictions. Special funds are such as are in the hands of the town or its officers for the purpose of relieving persons in distress and whichi are restricted. Thus a gift in a will to the town of A for the general purpose of relieving poor persons is an ordinary fund. A similar gift in a will for the purpose of relieving widows, or for the purpose of provid- ing clothing for regular inmates at the almshouse, or for any such special purpose must he entered as a special fund.
Under this same section you are respectfully asked to give the names of all charitable trusts from which the poor persons of your town receive henefit.

SECTION 32. Overseers sball keep full and accurate records, in a form prescribed by the department of publie welfare, of paupers fully supported, persons relieved and partially supported, and travellers and vagrauts lodged at the expense of their towns, and of the amount paid for such support and relief.
SECTION 33. They shall annually, in April, for the year ending on the last day of Mareb, return to the department of publie welfare the number of such persons supported and relieved, the cost thereof, and a record of those fully supported.
SECTION 34. In the year nineteen bundred and twenty-five and in every tenth year thereafter the return of tbe over- seers shall contain true and eorreet answers to such additional inquiries as the department may deem it advisable to make.
SECTION 35. If the overseers refuse or neglect to comply with the requirements of the three preceding sections, their town shall forfeit one dollar for each day's neglect; and the amount of such forfeiture, on being cer- tified by the department to the state treasurer shall be deducted from any amount to which said town may be entitled in reimbursement for relief of state panpers as provided in sections twelve and eighteen of chapter one hundred and twenty-two; and if no such reimbursement shall be due to said town, the forfeiture shall be deducted from any money wbieh may be due to it from the commonwealth.

EXPLANATION PENALTIES
The fines imposed by the State upon cities and towns whose Overseers of the Poor neglect to make returns seem so unnecessary and unfortunate that careful attention is asked for this statement.
This return of poor relief, schedule of persons, is sent to you in May, 1925, al- though it is not to be returned to the State until April, 1926. If it is not returned before the first day of May, 1926, the penalty of one dollar a day for each day's neglect begins, and the Department of Public Welfare has no power to alter or waive the penalty.
The blank is sent to you at this time so that you can enter cases upon it as they occur during the year and it is to be kept for that purpose. If your Board has not yet returned the schedule of persons which was sent to you last year at this time, your town is being fined a dollar a day from the first day of May, 1925, and you should take immediate steps to see that that blank is returned at once.
IN FILLING OUT THIS RETURN FOLLOW THESE DIRECTIONS CAREFULLY.
Return on this blank the name of every person aided during the year April 1, 1925 - March 31, 1926, by the Overseers of the Poor, i. e., with town or city aid, almshouse aid, temporary aid, mothers' aid or sick aid, even though your depart- ment was reimbursed by another town or by the State. In mothers' aid cases (G. L. ch. 118) write "118" in the column headed "Aided in our homes," or group them upon one sheet. Do not enter contagious disease cases aided through your Board of Health. Do not enter vagrants or tramps. This return covers per- sons actually aided; therefore, the place of aid is the place to make the report. A person aided in town A, but settled in town B, is to be reported by town A and not by town B.
Enter on a separate line each member of the family aided, e. g., each child even when the family aid is merely groceries. The names of the children may be left out provided the sex and all other data about each one is given on separate lines.
Hitherto we have asked you to re-enter each person whenever during the year he is considered by you as a new case. Beginning with April 1, 1925, this practice is to be changed so that no person's name should appear more than once. If a person is aided in more than one way during the year, give dates to show the period of time for each different kind of aid. Do not enter any person more than once for the year.
Each question on the blank should be answered in the case of each individual reported. Columns can usually be filled by writing the word "yes" or by making a check mark or cross. Where the answer cannot be ascertained, and would necessarily have to be left blank in the return, please write the word "unknown." This is absolutely necessary if the resulting tabulations are to be accurate. Consequently, all officers are urged to greater accuracy and complete- ness in the keeping of the books of town poor records.
The law requires your town to keep a register of poor persons relieved, the form of said register to be prescribed by the Department of Public Welfare, either as a book, or as loose leaf sheets with carbon copies to be used as the register; the original sheet in every case to be returned to the Department of Public Welfare. This form as prescribed is obtainable from either Hobbs & Warren or J. L. Fair- banks & Co., stationers, Boston. Should you desire other printers to prepare a book for you, a copy of the form can be had at this office. The penalty for failure to keep this record is one dollar for each day's neglect.
This register and the schedule of persons are so arranged that the keeping of the register renders the making out of the returns a simple process. If you have not already secured the register you should do so.
