We fully indorse the theory and principles quoted above, and an examination of the tables, herewith presented by our secretary, must convince you that the careful investigation required as above into all cases in our city, under our present organization, is almost an impossibility.
We have no almshouse, no burial ground, in fact nothing but money to expend. There has been quite a change in the manner of giving orders in the past three years, and it has worked well, as the following figures will show.

To offset, our bills in public institutions in 1879 were $2,708.00, in 1882 $5,272.17, an increase of $2,564.17, and the increase is steady and will continue to be.
We again call your attention to the necessity of an almshouse and a burial place.
In the interest of economy and humanity the city should furnish the above requirements. We do not need a large investment. The city has the land, in a very proper location for both, near rail- roads, not encroaching on our citizens, the " City Farm," so called, originally bought for a burial place.
The building, with furniture, fences for garden, etc., and fencing for burial ground, need not cost over $12,000 ; the interest on same at 5 per cent would be $600; this would be the plant for both requirements. A man and wife for superintendent and matron, having board and rent, would require small pay, say $500, and for this amount the almshouse and burial place is complete and in running order. The moral effect on the two hundred and sixty- three families, shown in tables 1, 2, 3, and 4, would pay the above amount, relieving at once our charges in public institutions ; the moderately insane in Boston and State almshouses, and truant boys, as shown in table No. 5, would give the place a working business.

We desire to call your attention to one of the duties pertaining to the office of overseer, which is, in looking up and legally fixing pauper settlements ; it requires much time and labor to protect the city and do justice to applicants.
We had last year one case, which, after reasonable investigation, we supposed to be a State ward, and so notified. By the State official we were required to see if they were not settled in Boston, then in one or more other places, and finally to Andover, Mass. ; from that town we received answer that no such person had lived there for the last century, but if we could show that the applicant had not gained a settlement by ancestors or otherwise since that time they would look further back, and expressed a hope that we would not let the parties suffer in the mean time. This duty is a

fruitful source of perplexity and trouble, and needs to be carefully attended to.
Gentlemen. this report with tables we herewith respectfully sub- mit to you for approval, feeling that, to the best of our abilities, we have performed the duties of our trust faithfully, for the best advantage of the city and its wards, and respectfully ask that it be printed as a part of the City Reports for 1882.
