SANITARY DEPARTMENT
The above figures are approximate and are based on the general average of amounts carried by the trucks.
The ashes and refuse are being collected with motor trucks on account of the distance to the Medford dumps, which are being used by this department subject to the rules and regula- tions of the Board of Health of the City of Medford.
There is a general increase in the amount of ashes being collected due to the fact so many householders converted their heaters from oil to coal.
The trucks in this department have been operating for sixteen years and it is almost impossible to do the work with them, parts are hard to get and I would appreciate it if new equipment was purchased.
The total estimated collection of garbage amounted to 4,000 cords. On August 1, 1942 the city entered into a new garbage contract, the contractor agreeing to furnish trucks and Chauffeurs, the City supplying the Laborers and collections to be same as previously-two collections a week throughout the year from private dwellings and three times a week from res- taurants, stores, etc.
The department as a whole is operating efficiently and with the citizens co-operation we shall continue to carry on in the usual manner.
I wish to thank His Honor the Mayor, the Board of Alder- men and the employees of my department for their co-opera- tion extended during the year.
Respectfully submitted,
JOHN F. MESKELL Superintendent, Sanitary Dept.

ANNUAL REPORTS
REPORT OF THE COMMISSIONER OF PUBLIC BUILDINGS
February 8, 1946
Hon. G. Edward Bradley Mayor of Somerville. My dear Mr. Mayor :
On a list of several sheets attached hereto please find a report of the activities of the Building Department for the year 1945, in so far as the care, maintenance, alteration and repair of the schools and municipal buildings owned by the City of Somerville.
We spent in 1945 for ordinary maintenance in school buildings the sum of $74,239.71 and there are thirty school buildings. This means that we expended for ordinary main- tenance on each building approximately $2460.00. When you consider that some of these buildings are worth anywhere from a million to a million and a half dollars and the small- est and the least expensive school buildings is worth in the neighborhood of fifty thousand dollars you can readily see that the amount of money spent per school building for ordi- nary maintenance is pretty meager. It is safe to assume that the replacement cost of our school buildings to-day would be better than $10,000,000.00 and there is alloted to the Building Department for the maintenance, upkeep and repairs of these buildings the sum of a little less than $75,000. or 34 of one percent. You can realize that it is a very, very low mainte- nance cost and as a result the necessary repairs must by necessity be curtailed.
Glass breakage continues to be most serious problem. Boiler systems, ventilating systems, electric motors and fans, all necessary to provide satisfactory heat for the children, are antique, inefficient and unsatisfactory. Considerable re- pairs must be done this year. Floors, halls, stairs and other escape facilities are badly in need of necessary repairs.
335
COMMISSIONER PUBLIC BUILDINGS
As the following list will show you something has been done in every school building and we have striven to do our utmost to make emergency repairs and to do emergency work. I think that you as Mayor should be quite proud of the fact that you have at all times given consideration to the needs of the children and have done all that you could to make the at- tendance in our public school system as comfortable as possible conducive with the limited amount of money available, the scarcity of materials, the scarcity of skilled labor, the cur- tailed productivity of skilled labor and the many other prob- lems which have entered in to the care of public buildings during your regime as Mayor.
I firmly believe that if the people at large were apprais- ed of the fact that you inherited these public buildings which were badly in need of repairs and which were prominently mentioned in my report to you of February, 1944 the citizens of this city would realize what a great accomplishment you have achieved.
