RECOMMENDATIONS


That provisions be made to increase the space known as the main desk at police headquarters. The volume of business has increased to such an extent that this area is not now large enough to efficiently handle all necessary requirements.


This building was opened for police service in 1932 at which time it was supposed to be a model and up-to-date set up.

Many changes in police communication and methods have been put into operation since then. We now have radio, tele- type system and mimeograph machine for printing daily mani- fold sheets, all of which were not planned for in 1932. The filing system has been extended beyond its capacity and must be in- creased to properly handle all necessary cases. All these take space and we now find ourselves without the needed space to properly and efficiently render the service to the citizens that they are entitled to.

I wish to thank his Honor the Mayor, members of the Board of Aldermen, heads of the various departments, and all officers and members of the police department, for their loyal support, cooperation and assistance during the past year.

Gentlemen :


Submitted herewith is the annual report of the activities of the Law Department for the year 1947.


The year proved to be a most busy one for the personnel of this department. As in past years, the services of the Law Department were available to such other departments as found legal opinions necessary. Claims against the city for injuries to citizens arising out of alleged defects in streets and ways were settled whenever such were warranted and in other in- stances court action was resorted to for judicial determination.


The Welfare Department availed itself of the legal services of this department frequently because of the many settlement cases which arose. In some instances it was necessary to enter these cases in court for judicial determination. Notably among the cases adjudicated by the courts was a case which ultimate- ly went to the Massachusetts Supreme Judical Court and that court entered a finding for the city, reversing a previous deci- sion by the Superior Court against the city.


As in previous years, this department assisted the Asses- sors' Office in the Appellate Tax Board ; the Old Age Assistance Bureau in drawing bonds and mortgages ; the Engineering and Street Department at hearings of the various commissions of Middlesex County and the Commonwealth of Massachusetts ; and the Treasurer's Office in obtaining tax lien foreclosures.


The work of the Law Department has increased in each of the recent years, this is perhaps due principally to the severe economic stress which prevails everywhere. There were many

conferences concerning the housing situation with the Housing Authority in an effort to acquire suitable means of shelter for veterans and their families, as well as the special work affect- ing the welfare of veterans.


Again I express my gratitude to His Honor, the Mayor, the Board of Aldermen and the various department heads for their sincere cooperation during the past year, and to my assistant, Attorney Ashelen P. Senopoulos, and the inspector of claims, Charles W. Shepherd, who have aided the department.
