BY-LAWS.


We recommend that a committee be appointed to pre- pare and report a new code of By-Laws for the regulation of town affairs.


As weincrease in population new subjects for regula- tion arise and concerning the desirability of a system un der which our municipal affairs should be controlled we concur with the recommendations on this subject con tained in the annual report of 1893.


RECOMMENDATIONS AND SUGGESTIONS.


The town is sadly in need of some repository for the care and keeping ot various articles of town property.


The lot owned by the town on Pleasant street is not occupied at present by anything which serves the town's interest and could be utilized as a location for this pur- pose, or the town could purchase another location which in the near future will be needed for the location of another school building, and build thereon a building for the above named purpose where all tools and implements owned by the town and such other surplus property as may be in their possession shall be stored and cared for. A building which could be readily transformed into a dwell- ing house would perhaps be an economical proceedure for the town.


We think it would be advisable for the town to procure a wagon and pump to be used in clearing out the sewer wells and cesspools which under the present management requires considerable labor and expense.

way Department when a Stone Crusher and Street Roller are almost indispensable for successful road building and we feel compelled to recommend a purchase of one or both of these implements during the coming year.


We are aware that compliance with these recommenda- tions by the town will cost money, but we feel confident that a saving can be made by the town each year more than sufficient to make the appropriations for the above purposes a paying investment.


The old water stand pipe formerly used in connection with our water supply, but now gone into disuse, is cer- tainly, in its present condition, no ornament to the town. If it could boast the requisite antiquity of the old Stone Mill at Newport it would no doubt be prized by our people as a relic to be preserved and perpetuated.


Its noticable features are developed by every stranger who visits us, with an unceasing round of questions con- cerning it, as to the manner of its construction, its height, its capacity etc., and at last compelling the admission by our people that it has ceased to perform any function among the departments of the town, and is only a ruin of what was once a structure of significance.


Our present Fire Alarm System we think could be greatly improved if the bell from which the alarms are sounded was of a different tone and more scientifically adjusted for this purpose.


If the old tank structure could be utilized by the con- struction of a bell tower on its summit and a suitable bell mounted therein solely for fire alarm purposes we feel confident our system of fire alarms would be greatly in proved.


When we consider the manifold matters which seem to demand an expenditure of money in a town of our impor- tance and population it is only after mature deliberation and the exercise of our best judgment that we are led to

recommend any new avenues for disbursement, but we would suggest that an efficient committee be selected by the town to take this subject into consideration and re- port their conclusions to the town.


In conclusion we append tabulated statements of the towns expenditure for the purpose of showing some items in the several departments which may be of interest. to the tax-payers.
