On account of the delay in receiving the furniture, the High School work did not begin until the first of November. The Freshmen freehand class has taken up decorative arrangement of plant forms in color, book cover and surface designs, and will soon begin on pose and group drawing in pencil and color. (Figs. I and 7.)
The advanced freehand class has worked from groups with pencil and charcoal. They have done little in design with brush and ink and will soon take up char- coal drawing from life and cast.
The subjects taught in the mechanical classes are Geometric Problems, Working Drawings, Develop- ments, Shadows, Machine Sketching and Drawing, Orthographic Projection Sections, Intersections, and Building Construction.
Throughout all my art instruction I have aimed to lead the pupils to think for themselves, to work in a self dependent way, to acquire the habit of patient steady application-the habit of overcoming technical diffi- culties through exercise and practice.

Truancy has decreased within the past three years notwithstanding the increase and growth of our schools. I am convinced, however, that in too many instances parents do not recognize the value of constant and prompt attendance of their children in the schools, where fidelity to duty, obedience to law, and respect for the rights and feelings of others are being faithfully taught. All parents should lend a helping hand to teachers in inculcating these principles.

CONCLUSION.
So great is the debt which a successful, wealthy nation owes to her system of universal education, that the taxpayer has no just ground for complaint unless the schools are administered with extravagance, favor- itism, or graft. While here as elsewhere the school expenses have gradually risen, the efficiency of the schools has risen even more, and it is very doubtful if our citizens would tolerate a return to former conditions under any circumstances, while the people's confidence in the ability and integrity of the School Department and their satisfaction with the results earned is shown by their readiness to grant each year sufficient funds. For this cordial support of the general public, as well as for the closer support of an energetic School Committee and a loyal hard working corps of teachers, I am pro- foundly grateful.

The undersigned Auditors respectfully report that they have examined the books and reports of the Water Commissioners, Water Registrar, Commissioners of the Sinking Funds, Tax Collectors, School Committee, Town Treasurer, Overseers of the Poor, Trustees of the Public Library, Park Commissioners, and Selectmen, and have found them correct.
Their books and reports agree with the books of the Town Treasurer.
The Town Treasurer's books and report agree with the Selectmen's orders and also with amounts received from the Collectors of Taxes, Water Registrar, and other sources.

To either of the Constables of Attleborough,
GREETING:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Attleborough to meet in Armory Hall, in said Attleborough, on Monday, March 7, 1904, at 8 o'clock in the forenoon, then and there to act upon the following articles, to wit :
Article I. To choose a Moderator to preside at said meeting.
Art. 2. To consider and act upon the reports of the Selectmen, Treasurer and other Town officers.
Art. 3. To choose by ballot a Town Clerk, three Selectmen, Town Treasurer, three Assessors of taxes, one Overseer of the Poor for three years, one Tax Col- lector, one Commissioner of the Sinking Fund for three years, one Water Commissioner for three years, one Park Commissioner for one year, one Park Commissioner

for two years, one Park Commissoner for three years, one Chief Engineer of the Fire Department, two Assist- ant Engineers of the Fire Department, one member of the Board of Health for three years, three members of the School Committee for three years, three Auditors, three Trustees of the Public Library, one Tree Warden and nine Constables.
Art. 4. To choose all other necessary Town officers.
Art. 5. To vote "yes" or "no" upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town the ensuing year."
Art. 6. To see if the Town will vote to accept the. Jury List as prepared by the Selectmen.
Art. 7. To see what disposition the Town will make. of the Dog Fund.
