At Briggs Corner School the floor timbers were moving off the center stick caused by the building spreading to such an extent that long bolts had to be put through the sills to prevent further movement.

The usual amount of minor repairs has had to be made, such as broken glass, plumbing and heating systems, clocks and electrical equipment all of which runs into quite a sum of money.

To His Honor, the Mayor, and the Honorable Municipal Council :-
Gentlemen :-
I have the honor to respectfully submit the eighteenth annual report of the Public Works Department of the City of Attleboro, Massachusetts, for the calen- dar year ending December 31, 1932.
The crisis of depression for the past year has shown no signs of abating; in fact, the financial stability locally and nationally is laboring under a threat more grave than ever before. The Hoover administration has been repudiated; the Democratic governor, the Honorable Joseph B. Ely, has been reelected and locally, our Mayor, the Honorable Stephen H. Foley, has been elected for a second term. Each of these political results is definitely connected with our economic story locally, in the Commonwealth, and in the nation. Our social and political systems are being tried to their very foundations and have been found lacking in several respects.
The problem of public relief has been, and is at the present time, a very pressing one locally. I believe a constructive effort to supply jobs for such of these men as are physically fit should have so many favorable advantages, if investigated by open minds, that a speedy adoption would follow, so that the benefits would be immediate. The seeming inability of the average business man and taxpayer to comprehend in its finality the destination of the veteran's ex- pense, when transferred from the Federal Government, is indeed startling to the trained observer. As a student of this problem, I have no doubt whatever that the burden in its completeness, having to do with soldiers' relief and veterans' welfare, is one for which the Federal Government should be positively made responsible, with no exceptions, covering all of those persons who saw active service during time of war at the direction of the Federal Government. Other procedure will tend to cripple communities which are already struggling, in the industrial East particularly, under a tax load, the bulk of which is being sustained by real property.
