ANNUAL REPORT
Report of the Dog Officer
Attleboro, Mass.
To the Honorable Mayor and Municipal Council:
I herewith submit to you my annual report as Dog Officer for the year 1934.
During the last year I have traveled 3,967 miles as Dog Officer and have occupied 1,060 hours in that pursuit. I have been called upon to destroy 99 dogs, owners unknown, with the City limits.
The City Clerk presented me with a list of 465 delinquent dog tax payers. I found it necessary to prosecute 13 owners who had failed to comply with the chapter relating to dogs.
There are at present 1395 dogs licensed in the city exclusive of kennel licenses -2 kennels.
The appropriation for this department I have found very inadequate. I have expended $825.00 from January 1, 1934 to October 30, 1934 of the current year. In view of the present conditions, I have agreed to serve the remainder of the year without any compensation at a considerable loss to myself. Now in justice to myself and it seems to me, and the City of Attleboro, I respectfully recommend that the sum of $1,000.00 be appropriated for 1935. so as to comply with the new laws.

CRIME
During the year just closed there were no major crimes of a serious nature. On October 23 and again on November 27 the safe at the Goss Laundry on the Speedway was smashed and about $100.00 taken the first time, on the second visit the robbers were scared away.
On the night of December 4 the Roman Catholic Church at Hebronville was broken into and the sacred vessels stolen from the Tabernacle.
On December 8 the Post Office at Hebronville was broken into and ram- sacked, and about $30.00 in money and stamps stolen.
On December 15, the automobile of Roger K. Richardson valued about $750.00 was stolen from Dean Street. None of these crimes have yet been solved, but the inspectors are working late and early in following up clues which they believe will eventually result in the arrest and conviction of the offenders. the other crimes remaining unsolved are of a petty nature with the exception of a Breaking, Entering and Larceny at the watch repairing establishment of Edmond A. Wuilleumier in the Sanford Building, of goods to the value of approximately $285.00.
During the year the value of goods and money stolen amounted to the sum of $9,265.30, of this amount $5,233.43 has been recovered and returned to the owners, leaving a balance of $4,031.87 yet to be accounted for.
TRAFFIC
The same attention to this branch of the service was given as in former years with the exception of the painting of street lines. Since the adoption of the new "no-fix" Jaw in October an officer is detailed to check on violation of the traffic rules. Notwithstanding the flagrant violations of the rules previous to this time, the officer has not found it necessary to bring any morotist before the Clerk of the Court to answer to overtime parking. The operators of automobiles using the streets of the city for parking their cars while on business, have co- operated to the fullest extent in obeying the rules, with the result that it is possible at almost any time to find space to park a car for a short period of time while business in the stores or offices is being transacted.
The Police Department is handicapped to a great extent by the non-existence of legal parking signs. The signs in use are not desirable as they are blown down on windy days, carried across the street by hoodlums, and many times have been found in the rear of buildings.
Signs that can be attached to the iron light poles or erected on iron posts made permanent in the sidewalks are what is needed.
The three schools in South Attleboro, the school in Dodgeville, and the Sanford Street and Richardson Schools are being given police protection while the pupils are being dismissed. I realize that there are other schools in the city where protection for the children is necessary, but I am unable to give it on ac- count of the limited number of officers available for this owrk.
LIQUOR
Since the repeal of the Prohibition Law the illegal keeping and sale of in- toxicating liquor has greatly decreased in this city. There were six cases of illegal keeping and two for illegal sales prosecuted before the Fourth District Court, in all of which convictions were obtained.
The transportation of liquor through the city to other places except by persons licensed to do so, has been entirely wiped out and we had no arrest for same during the year. Two of the local clubs licensed to dispense alcoholic beverages had their licenses suspended for violation of the rules. The regulation of the Alcoholic Beverage Commission requiring the licensed places to close at 11:30 P. M. is, I believe, a step in the proper direction, and police officers on the different routes have strict orders to see that this rule is observed to the letter.
