The Legislative Power of the City is vested in the City Council, chosen annually, and consists of eight Aldermen chosen from the City at large, and eighteen Common Councilmen chosen from the eight Wards in the following proportion :- From Ward 1, three ; Ward 2, three ; Ward 3, three ; Ward 4, three ; Ward 5, three ; Ward 6, one; Ward ?, one ; Ward 8, one. The Executive Power is vested in the Mayor and Aldermen. The Municipal year commences on the 1st Monday in January.
