Eight hospitals are listed, including one in Holyoke and one in Ludlow. Total number of beds, including the Holyoke and Ludlow hospitals, was 1,853 in early 1961. (Three other hospitals are utilized to some extent by Springfield residents, one in Holy- oke and two in Westfield.)

American International College; Springfield College; Westem New England College and State University Extension - Springfield Division. Bay Path Junior College. Ursuline Academy. MacDuffie School for Girls.


Public Schools: 48, including seven junior highs and four senior high schools. Number of pupils in pub- lic schools as of October 1961, 31,342. Entire pro- fessional staff, 1,271. Total value of land, build-, ings and equipment as of January 1, 1962, $22,- 733,309. Springfield ranked first in the common- wealth in the number of teachers with Master's degrees. In Massachusetts, the city placed second in the total number of degrees for all its teachers and fifth in the maximum salaries paid to teachers with bachelor degrees. Modem Trade High School graduates over 200 highly skilled workers each year. Academic High School sends over 80% of graduating class to college each year. Number of parochial and private schools, 21. Number of pupils, about 11,088.

Fire Department: 480 paid employees, 10 autos, 13 pumpers, 8 hose wagons, 10 ladder trucks, 4 trucks, 14 station houses, 1 fire alarm headquarters build- ing, 1 repair shop, 1 drill school, 1 squad car and 1 ambulance. One new 750-gallon pumper purchased. Police Department: 377 regular paid employees and 60 school traffic supervisors, 46 pieces of motor e- quipment, 3 stations.


Public Warks - 1961


Total paved miles of public streets, 310.673. 5.073 miles of public streets accepted. Miles of storm and sanitary sewers, 500.913, with 10.986 miles of sanitary sewers and 5.408 miles of storm water drains constructed in 1960. Reconstruction of 4.429 miles of city streets and construction of .804 mile of highway under state aid. All sewage is treated and purified before discharge into the Connecticut River. Public waste and garbage collections pro- vided for all residences and businesses, with down- town collections nightly and collections weekly from curb.

There were 106,352 telephones in the three exchanges which serve Springfield, West Springfield, Indian Orchard and Agawam.


Telephone rates: one-party resident line, $6.00 plus tax; two party line, $4.90 plus tax; four-party line, $4.05 plus tax. Business lines: (1) measured business line, local service, $8.80 plus tax, allowing 80 calls; 53/4¢ each additional call; (2) straight busi- ness line, $16.30 monthly rate plus tax.

Rates: First 5,000 cubic feet, 24¢ per 100 cubic ft., 5,001 to 60,000 cubic feet, 16¢ per 100 cubic ft. Over 60,000 cubic feet, 9¢ per 100 cubic ft. Service: Capacity of water works, 45 to 60 million gal- lons per day with average daily consumption of 32.8 million gallons; total capacity, 25 billion gallons. Present supply by gravity could adequately serve three times the present population served.

Service - The area is served by two natural gas pipelines. On January 1, 1962 there were 792 miles of mains and over 66,000 meters.


WESTERN MASSACHUSETTS ELECTRIC RESIDENTIAL LIGHT RATES, JANUARY 1, 1962


Residential Schedule A-1- First 12 KWH or less, $1.00; next 88 KWH at 31/2¢ per KWH; balance over 100 KWH is 2.8¢ per KWH. As of January 1, 1961 the typical monthly 250 KWH residential usage amounted to $8.27.


Optianal Residential Schedule A-H - The standard energy rate is the first 400 KWH or less computed at rate of available residential schedule. All over 400 KWH at 2.1¢ per KWT. Inducement energy rate-all KWH's used between 11:30 p.m. and 7:00 a.m. or such other hours as the company may deem advisable but not less than 71/2 hours daily shall be at the rate of 1.3¢ per KWH.


Water Heating - For off-peak storage water heating - first 50 KWH, 3¢ per KWH; over 50 KWH, lø per KWH. Service - Three bulk supply stations in City directly interconnected with 115,000 volt underground cable surrounding the City. Approximately 66,000 meters serve the public.

FINANCIAL SITUATION


Earnings and savings in this area are high. Cash savings, savings banks, and savings and loan associations in the Springfield Area were estimated by Future Springfield, Inc. to be over $1,000 per capita in 1959. Moreover, the prospects remain good for the continuing availability of risk capital in the Springfield Area.


Springfield has four commercial banks, five savings banks, and three savings and loan assoc- iations. The city was chosen as the logical location for the establishment of the district branch of the Federal Farm Credit System covering New England, New York and New Jersey, and comprising the Federal Land Bank, various Production Credit Associations, the Federal Intermediate Credit Bank, and the Springfield Bank for Co-operatives.


MASSACHUSETTS MUTUAL LIFE INSURANCE COMPANY 1295 STATE STREET, SPRINGFIELD


The Massachusetts Mutual Life Insurance Company was founded in 1851 and is one of the oldest companies in the country. It now has 111 general agencies, 40 group insurance offices, and 9 mortgage loan and real estate offices in key cities throughout the United States.


With assets of over $2.6 billion, Massachusetts Mutual today ranks 10th among the more than 1,500 life insurance firms in the nation. The company's life insurance sales have more than trebled in the past decade and currently total over a billion dollars annually. Massachusetts Mutual has more than $9 billion of insurance in force, protecting more than one million persons, and in excess of $2 billion has been disbursed to policyholders and beneficiaries since the company was organ- ized. Described as "particularly a policyholder's company," Massachusetts Mutual enjoys a nationwide reputation for the quality of its policy contracts and service and its outstanding pro- fessional sales force.


Springfield Insurance Company and Monarch Life Insurance Company became affiliated in 1958. These companies, with their affiliates, are now known as Springfield-Monarch Insurance Companies and write all major forms of insurance.


Springfield Insurance Company ("Fire and Marine" was deleted from the corporate name of the company as of December 31, 1960) was incorporated in 1849 and has paid dividends to stockholders continuously since 1867. Monarch Life was founded in 1901 and is one of the nation's leading writers of non-cancellable, guaranteed continuable health and accident insurance with a guaranteed premium rate. The other companies in this group are: New England Insurance Company, Springfield, Mass .; Freeport Insurance Company and Horizon Insurance Company, Freeport, Ill .; The Standard Insurance Company, Tulsa, Okla .; and Springfield Life Insurance Company, Inc., Brattleboro, Vt.


These two insurance organizations (Massachusetts Mutual and Springfield-Monarch) employ over 2,800 persons in the local area.


This digest of the history of Springfield's two largest insurance companies is intended to in- dicate the scope of one of the city's white collar industries. The city's claim of diversification does not apply alone to diversified manufacturing. We have maintained a healthy balance between diversified manufacturing and diversified service industries of which insurance is a fine example.

THE CROSSROADS OF NEW ENGLAND


Springfield is the Western Gateway to New England. The city's effective location serves to enhance the area as a transportation, industrial and trade center.


In transportation the greater Springfield Area is bisected by two major highways and serviced by two major commercial airports and three major railroads. Tourists drive on excellent roads to Springfield, to the rest of Massachusetts and to the other New England states. The construction of U. S. Route 91 will eventually place Springfield and the surrounding area along a continuous ex- pressway from Philadelphia to Canada.


For over one hundred years Springfield has been characterized by widespread industrial diver- sification and outstanding skill amongits mechanical trade workers. Of more recent origin has been Springfield's development as a trading center.


The city attracts persons from the greater Springfield Area who seek ample shopping facilities, excellent stores, fine restaurants and hotels. Particularly in recent years the city has grown as a wholesale as well as a retail center. In the greater Springfield Area are also located the Eastern States Farmers' Exchange, the Hampden County Improvement League and other agencies working for agricultural improvement in New England.


The Springfield Area has an ample share of fine hotels and motels and each year the city of Springfield becomes headquarters for approximately 36,000 convention delegates. The Greater Springfield Chamber of Commerce operates a Convention and Visitors Bureau which actively solic- its convention business. For over sixty years it has functioned as a counsel and guide to those seeking information and advice about Springfield. Future Springfield, Inc. is another research agency which makes reliable studies based on full time research on Springfield and the greater Springfield Area.


THE CITY TODAY


Springfield was settled in 1636 as a colonial outpost by a band of men led by the explorer and entrepreneur, William Pynchon. The outpost became a town in 1641 and was incorporated as a city in 1852. The smaller towns of West Springfield, Longmeadow, East Longmeadow, Ludlow, Agawam and the city of Chicopee eventually grew up adjacent to the original settlement.


The city and the rest of the Springfield-Holyoke Metropolitan Area have grown to a population of approximately 477,000, according to preliminary returns of the 1960 Federal Census. Excellent turnpike routes make Springfield accessible to Boston (90 miles), New York City (126 miles), and Albany (94 miles).

PUBLIC SERVICE INSTITUTIONS


Springfield is fortunate in having public utility organizations which aid in the development of the com- munity. Under the municipality there operates a Springfield Water Works which provides the community with excellent drinking water piped to the city from the eastern foothills of the Berkshires. An excellent reservoir system of great capacity provides a flow adequate to care for the city for many years to come.
