UNITED STATES POSTAL REGULATIONS.


Postal cards, one cent each, to all parts of the United States and Canada.


Letters, and all other mailable matter of other classes subject to letter postage by reason of a violation of the postal laws, 2 cents per half ounce to all parts of the United States and Canada. After July 1, 1885, 2 cents per ounce.


On registered domestic letters and third-class matter an additional fee of 10 cents is required.


Local or " drop" letters, that is, for the city or town where desposited, 2' cents if delivered by carriers and 1 cent if there is no carrier system, per half ounce.


Manuscript (except when accompanied by proof-sheets) chargeable as letters ; when accompanied by proof at third- class rates.


Newspapers, to each actual subscriber, in the country where published, free of postage (except at letter carriers' office-).


Newspapers (except weekly), deposit at letter carriers' offices, oue cent, prepaid by stamp.


Newspapers, transient excepted, to be prepaid at the office of publication, at two cents per pound, or fraction thereof.


Periodicals under two ounces in weight, one cent ; over 2 cents, prepaid by stamp.


Packages of mail matter must not exceed four pounds each in weight, except in cases of single volume.


One cent for two ounces .- Almanacs, books (printed on blank), calendars, catalogues, corrected proofs, hand- bills, magazines when not sent to regular subscribers, maps (mounted on paper), lithographed or engraved music (printed sheet), newspapers when not sent to reg- ular subscribers, occasional publications, pamphlets, posters, proof-sheets, prospectuses, chromo-lithographs, circulars, engravings, photographic views, printed cards, stereoscopic views and regular publications designed primarily for advertising purposes, or for free circulation at nominal rates.


One cent for each ounce. - Blank cards, drawings, de- signs, plans, card-boards, and other flexible material, en- velopes, flexible patterns, letter envelopes, letter paper, models, ornamental paper, postal cards (when sent in bulk and not addressed), photographic paper, printed blanks, sample cards, samples of ores, metals, minerals, and mer- chandise, seeds, cuttings, bulbs, roots, scions, maps (mounted on cloth) , and packages of mail matter.


Undelivered letters and postal cards can be resent to a new address without additional charge.

Senders may write their name on transient newspapers, books, etc., preceded by the word "from."


Stamps cut from stamped envelopes are rejected by the post-office.


Stamped envelopes and wrappers, postal cards, and stamps of different denominations for sale at post-offices. Stamped envelopes accidently spoiled redeemed at any post-office.


Letters addressed to the departments in Washington must be prepaid.


RATES OF COMMISSION CHARGED FOR MONEY ORDERS.


On orders not exceeding $10, eight cents ; over $10 and not exceeding $15, ten cents ; over $15 and not exceeding $30, fifteen cents ; over $30 and not exceeding $40, twenty cents ; over $40 and not exceeding $50, twenty-five cents ; over $50 and not exceeding $60, thirty cents ; over $60 and not exceeding $70, thirty-five cents ; over $70 and not exceeding $80, forty cents ; over $80 and not exceed- ing $100, forty-five cents. A single money order may in- clude any amount from one cent to one dollar, inclusive, but must not contain a fractional part of a cent.
