THIRD CLASS.
Embraces books, (transient news- paper, periodicals 1 cent, 4 oz. ) pho- tograph circulars, picture cards, and other matter wholly in print, proof and corrected proof sheets, if manu- script copy accompanies the same blank checks, drafts and similar printed forms, such as deeds, insur- ance policies, etc. This will include check books, or books of blank drafts, but not ordi .. ary blank books, which are fourth class matter, one cent an ounce. Checks, drafts, policies and other such papers filled up with writing will be charged let- ter postage. Rate one cent, each two ounces or fraction, matter to be ful- ly paid. There is no limit to single volumes of books. Other 3d class matter is limited to 4 lbs.
FOURTH CLASS.
Embraces blank and printed ad- dress cards, labels, tags, mounted maps, and charts, letter paper, pat- terns, playing cards, visiting cards (if written, letter rates) paper sacks, wrapping paper, with printed adver- tisements thereon, bill heads letter heads, envelopes, printed blanks sample cards and other matter of the same general character, the printing upon which is not designed to instruct, amuse, cultivate the mind or taste, or impart general in-

formation, samples merchandise, models, seed, cuttings, bulbs, roots, and scions, ores, metals and min- erals. Rates one cent, eachi ounce or fraction. If matter of two class- es be enclosed in one package, the whole must be paid at higher rate.
Postal laws and. regulations have been amended so as to permit trans- mition through the mails within the United States and territories, of liq- uids, except spiritous and malt liq- uors, not liable to explosion or spon- taneous combustion or ignition by shock or jar, and not inflammable and of soft soap, pastry or confec- tions, ointments, salves and articles of similar consistency under certain conditions insuring safety to other mail matter in transmission.

The following articles are exclud- ed from the mails ; liquids, poisions explosive materials : books, pham- phlets, pictures, and other publica- tions of an obscene or indecent char- acter : all letters upon the envelope of which, and postal cards upon which, scurrilous epithets are writ- ten or printed or engraved, or disloy- al- devices printed or engraved ; and all articles which, from their form and nature are liable to de- stroy deface or injure the contents of the mail bags, or the person of any one engaged in the postal ser- vice.

On letters to all parts of Azores, Austria, Belgium, Brazil, Chili, Denmark, Egypt, France, Germany, Great Britain and Ireland, Greece, Hungary, Italy, Luxembourg, Mon- tenegro, Netherlands, Norway, Por- tugal, Roumania, Russia, Servia, Spain, Sweden, Switzerland, Tur- key, five cents per half ounce or fraction thereof ; pre-payment, ex- cept on registered letters, optional.
Australian Colonies of N. S. Wales Queensland, Victoria, and New Zea- land, 12 cents. ¿ oz. or fraction on letters, South and West Australia, 5 cents. 2 oz. prepayment compul- sory.
Two cent postal cards can be for- warded to any of the above foreign countries.
On newspapers and books, 1 cent for each two ounces or fraction.
Coin, jewelry, and articles sub- ject to custom duty, are excluded from all foreign mails.

All mail matter, except letters, must be so wrapped or enveloped, that their contents may be readily and thoroughly examined by post- masters, without destroying the wrappers,
STAMPED ENVELOPES.
The attention of the public is called to the auvantage of using stamped envelopes rather than post- age stamps. Daily numbers of let- ters are dropped in the post-office without prepayment with revenue stamps, and stamps cut from stamped envelopes affixed, which are held for postage; whereas by the use of stamped envelopes, these letters would go forward without delay, Persons purchasing stamped envel- opes of any denomination, in quan- tities of 500 and upward may have request to return in a specified time printed thereon, free of charge. All stamped envelopes damaged by hav- ing been improperly addressed, will be redeemed at this office, provided the stamps thereon have not been effaced.
SPECIAL DELIVERY SERVICE.
By recent Act of Congress, the special delivery system heretofore in effect only in cities and towns having a population of 4000 or upwards, has been extended to all post-offices in the United States, to take effect Oct. 1, 1886.
The privileges of the system have also been extended to all classes of mail matter instead of being confined to first-class matter.
Accordingly every article of mail- able matter, mailed at any post-office in the United States, to which is af- fixed a 10 ct. special delivery stamp in addition to regular postage, will be delivered at Letter Carrier offices within the carrier limits, immediate- iy on arrival between the hours of 7 A.M. and 11 P.M., and at any other post-office within a one mile radius between the hours of 7 A.M. and 9 P.M.
