GENERAL INSTRUCTIONS.


Never send money or valuable matter of any kind in a letter without having it registered. The fee for registration is eight cents. Have your mail addressed to street and num- ber, with name and address of sender on upper left hand corner. By so doing you will insure its prompt and regular delivery. When changing your residence, notice should be left at the post office or given to the carrier. All irregulari- ties in delivery should be reported to the postmaster for cor- rection. There is no limit of weight to first and second class matter or single books; all other matter is limited to four pounds. Liquids can only be mailed in metal or wooden boxes. Persons sending postal cards with the words "in haste" or other words unconnected with the delivery, writ- ten upon the address side of the card, subject the same to letter postage, and they are held as unmailable.

First Class Mail Matter.


Letters-This class includes all sealed matter or other- wise closed against inspection or anything containing writ- ing. Postage 2 cents an ounce, or fraction thereof. Regis- tered letters, 10 cents in addition to the regular postage.


Third Class.


Mailed matter of the third class includes books, transient newspapers, periodicals, circulars and other matter wholly in print, corrected proof-sheets and manuscript copy accom- panying the same. MS. unaccompanied by proof-sheets letter rates. Printed circulars may have the date and name of the sender and person addressed written therein. Limit of weight, 4 pounds each package, except single books, weight not limited. Postage, except as below, 1 cent for each two ounces or fractional part thereof; full payment compulsory ; not sent if not so prepaid. Newspapers and regular publica- tions, one cent for each four ounces or fractional part. This rate applies to nothing mailed to foreign countries.
