In concluding my report I take this opportunity, in justice to myself and to the town, to state the following facts :
It has been absolutely necessary to exceed the appropriation, as it was not sufficient to repair our roads The amount of work which had to be done was very largely under estimated at our annual town meeting. It was reported at that time, "that all of our bridges were in pretty good repair and would need but little if anything expended on them." Immediately after the close of the meeting I was notified that I must look after "Gilboa Bridge," as it was unsafe, and on investigation I found that a considerable expenditure was needed on several bridges that were defective to make the town safe from accidents. We have re-covered four wooden bridges with three inch chestnut plank, put in two stone culverts and one eight inch earthern

pipe drain, and cleaned out sixty-three large and small culverts that were full of rubbish, coal ashes, and road wash. At the first out set I had to lay out about forty-five dollars on the road machines for supplies and castings, as neither of them could be used for they were both broken and had to be repaired, and all of the cutters were worn out and had to get new ones.
It was determined to cut down the hills on Main St. and Cummings court which is an improvement on the hills which cost $337.50. There has been 197 rocks blasted and taken out of the roads so that the machines could be used on them to a better advantage.
In looking backward to the time I commenced work on the roads and the poor condition they were in at time (caused by heavy carting and washouts in the soft part of the season), I can truthfully say that I am surprised at the amount of work that has been done on the roads in the past eleven and one- half months; all of this has been accomplished by the exertion, perseverence and good will of my assistants and laborers that have worked on our roads, and to them I tender my hearty and sincere thanks.
Fellow townsmen let us look backward twenty-one years and consider a few facts. Commencing in 1875 with 29 highway surveyors it cost for repairing roads and bridges for seven years $17,383.83 an average of $2,483.26, per year; for the next seven years with three road commissioners it cost $18,977.96 an average of $2,711.135 per year ; for the last seven years with one commissioner it has cost $16,126.26 an average of $2,303.75 per year.
We have about 100 miles of roads in Douglas, 24 wooden and 30 stone bridges, about 159 large and small stone culverts to carry off surplus water. Do you consider that $2,000.00 is a sufficient appropriation to keep in lawful repair the above amount of roads and bridges ? You must know that if the roads are PROPERLY REPAIRED it costs more than that every year.
