During the year the rooms have been opened to the public 99 times and 10,987 volumes have been placed in circulation ; the average daily delivery being III, while the largest number delivered in one day was 219.

The third bulletin of additions to the Library has been compiled by the Librarian, Miss L. C. Brackett, during the past two months and is now on sale and ready for delivery. As there is an expense attending the publication of each bulletin which our funds must meet, it is important that the sale should be as early and large as possible soon after it is re- ceived from the printer's hands; it is therefore urgently re- quested that our patrons will supply themselves and thus con- tribute these small amounts for our financial aid.
By endeavoring to make our expenditures economical we feel we have given good results for the past year's work, and although an uneventful year in our history it has been none the less a successful one. That we may continue the coming year's work in accordance with the plans of the past, we would request the same appropriation received last year.

THE BOARD OF ENGINEERS
MERRIMAC FIRE DEPARTMENT.
To the Hon. Board of Selectmen and Citizens of Merrimac.
Your board of Fire Department Engineers, in their annual report, are pleased once more to be able to congratulate you upon our entire exemption. from that dire calamity, fire, the past year.
The alarm has been sounded but once during the year, on October 13, for a blaze upon the roof of Doucet & Winn's carriage shop, which although when first discovered, threat- ened to be of a very serious character, was extinguished by the prompt and well directed efforts of the workmen, without the department.
We are also able to report the condition of the department. and apparatus in the main part as excellent, although for want of sufficient funds the same defects that were pointed out last year still remain, viz: the bad condition of the Hook and Ladder truck and the ungainly proportions of the Niagara engine.
Now as regards the truck we have an AI company that take a deep interest in their work and have endeavored to make themselves familiar with their apparatus and proficient in their calling, but their truck is inadequate to carry the im-

proved appliances that they are now compelled by law to carry.
The board would therefore again recommend that a suita- ble appropriation be made at the next annual town meeting to place this branch of the service upon equal footing with the rest of the department.
As regards the Niagara engine, this board has received a proposition for its purchase by a veteran association, and would recommend that such action be taken at the annual meeting as may be needed to give the board of engineers pow- er to dispose of it by sale or exchange and to place in its stead a light machine that can be easily handled and worked by a few men, as it is well known by all that the present machine cannot be.

FIFTEENTH ANNUAL REPORT.
In compliance with the law, the school committee of Mer- rimac submit their annual report :
T. H. Hoyt, Esq., resigned as member of the school board at the close of the year, consequently two new members were elected in March : Rev. S. D. Ashley and Miss Ellen Gunnison. The former declining to serve, at an adjourned town meeting later in March, Rev. H. O. Walker was elected, but resigned.
In accordance with statute requirements the selectmen and school committee, after giving public notice of time and place of meeting, assembled on the twenty-first day of April, to elect by ballot, a third member for the remainder of the year. Dr. J. S. Damrell was elected.
The new board met and organized. Miss Ellen Gunni- son was appointed chairman, and Dr. Damrell, secretary. Dr. Damrell acted as secretary until July 28, when he re- moved to Jamaica Plains.
According to requirement, a meeting was held Aug. 15, to fill the vacancy. Two only being present, the meeting was adjourned to Aug. 25. At that meeting Mr. Chas. A. King was elected. He served until Oct. 30, and resigned.
Dec. 15, a meeting was held to elect his successor. Mr. F. L. Parker was elected, but declined to accept the position.
No further action has been taken in the matter, and the year closes with two members on the board.

The school committee have paid out on last year's bills, about $240, which reduces the year's expenditures to consider- able less than the appropriation.
COURSE OF STUDY.
Last year a new course of study was adopted by the school board, and appended to the report together with a collection of rules and regulations pertaining to schools and school work. A copy has been placed in every schoolhouse throughout the town, and presumably every family has one in its possession : therefore it was not deemed necessary to print the same this year.
APPROPRIATIONS.
We regret very much that the appropriation does not al- low us to continue the schools nine and one-half months in- stead of eight and one-half. We think that all the schools should be in session thirty-eight weeks or nine and one-half months in the year. Without such provision, they will not rank with the first in the state. -

Teachers qualify themselves for their work. Successful teachers wish and intend to keep pace with the times in educa- tional knowledge. We cannot secure and retain such unless. our school year is lengthened.
We present the following estimate to the citizens of Mer- rimac for their consideration. This estimate approximating as nearly as possible to the amount necessary for the running ex- penses of the schools nine and one-half months (exclusive of any repairs).
Salaries of Teachers at the present rate, $6,500. Janitors, 500.
Fuel, 500.
The amount ex-pended for books and school room sup- plies the present year is nearly four hundred dollars. Com- plaint has reached the committee of economy practiced. We think the sum appropriated for that purpose should at least be $500.
Our reply to those who complain, is endeavor to have the appropriation increased.
Total $8,000, repairs not included.
REPAIRS.
Last year but very little if any repairing was done to the school buildings. This year it was absolutely necessary to have them cleansed, stoves and pipes repaired, also general re- pairs throughout the buildings. The buildings at the rear of the Center school house are in a dilapidated condition, we should say almost beyond repair, yet some repairs must be made or new buildings erected. Repairs at the Center school house are constantly needed to render it habitable.
Bear Hill and Birch Meadow school houses will need some repairs another year.
The Middle street school house was not furnished with

sufficient blackboard room to supply the needs of teachers or pupils. It was provided this year at an expense of about $40.
All the available room at the Center school house is occu- pied, yet another room is very much needed by the High school classes to be used as a laboratory in the study of Chem- istry, experiments in physics, etc.
SCHOOL SIGNAL.
It was decided by the school board that some action should be taken with regard to a general signal for closing schools on stormy days or having one session. Through the kindness of H. G. & H. W. Stevens Co., Doucet & Winn, and the Wheel & Gear Co., the following signals were estab- lished :
Two Short Blasts, repeated twice.
Signal at 8:30 A. M., no school in forenoon.
At 11.45, one session ; school will close at I o'clock.
GENERAL REMARKS.
We believe our schools are in a prosperous condition. The teachers faithful, progressive, and interested in their work, striving to bring their respective schools to a higher standard.
The new course of study adopted, has been carried out as far as possible and we think with good success; judging from personal supervision, report cards, and the results of exam- inations.
The matter of school supervision is again brought to the attention of the town, and we trust will be favorably con- sidered. We believe that constant supervision is essential to have our public schools take a high rank.

ARTICLES IN THE WARRANT
FOR THE
ANNUAL MEETING, MONDAY, MARCH 2, 1891.
The polls will be opened at ten o'clock in the forenoon, and may be closed at half past two o'clock in the afternoon.
Article 1. To choose a Moderator to preside at said meeting.
Article 2. To bring in their votes on one ballot, for Town Clerk ; three . Selectmen, Assessors and Overseers of Poor; Treasurer ; Collector of Taxes ; one School Committee for one year; one School Committee for two years; one School Committee for three years; one Trustee of Cemetery for three years; one Commissioner Sinking Fund for three years ; two trustees Public Library for three years ; three Sur- veyors of Lumber and Measurers of Wood and Bark ; three Fence Viewers ; three Field Drivers ; one Auditor of accounts. Also, to bring in their votes-Yes or No, on the question : "Shall licenses be granted for the sale of intoxicating liquors in this town ?"
Article 3. To choose a committee upon appropriations to report at the next annual meeting.

raise to defray the necessary charges and expenses of the town for the ensuing year, and make appropriations for the same.
Article 5. To fix the time for the payment of taxes and what discount the town will make for prompt payment.
Article 6. To see if the town will vote to abate the in- terest on old taxes.
Article 7. To see if the town will authorize its Treas- urer, under the direction of the Selectmen, to hire money in anticipation of taxes, or to pay any indebtedness of the town.
Article S. On petition of E. C. Hopkins and others, to see if the town will vote to properly grade Vendome street, build a sidewalk thereon and a sufficient sewer to dispose of the water, and to make the necessary appropriation therefor.
Article 9. On petition of M. Perry Sargent and others, to see if the town will vote to accept the provisions of chapter 431 of the Acts of 1888, relating to the employment of a Su- perintendent of Schools, and appropriate money therefor.
Article 10. On petition of H. O. Delano and others, to see if the town will vote to appropriate a sum not exceeding three hundred and fifty dollars, together with the old ladder truck, to be used by the Board of Engineers, to provide a suitable ladder truck for the use of the fire department.
Article II. To see if the town will vote to authorize their board of Fire Engineers to make such sale or exchange of the hand fire engine Niagara No. 2, as may appear to them for the best interests of the town ; and in case of sale, to use the proceeds of said sale for the purchase of a light machine, as recommended in their annual report of the current year.
