ANNUAL REPORT OF
THE BOARD OF ENGINEERS
MERRIMAC FIRE DEPARTMENT.
"To the Board of Selectmen of Merrimac.
Gentlemen :- In once more presenting their annual report ithe Board of Fire Engineers of Merrimac are able to congrat- tulate their fellow citizens that they have been exempted from loss or inconvenience by fire for another year. The depart- ment has been called out but twice during that period.
First on the evening of August 4th, for an alarm caused iby the explosion of a lamp in a chamber of a house owned by George W. Sargent, and occupied by Mr. Meehan, on Wood- land street, causing a loss on furniture of $16.30, and to the house of $4.28. Insured.
The second call on December 15th, at S a. m., was for a fire in G. S. Hoyt's shop and stable, caused by sparks from a stove, causing a loss of $340.60 to building. Insured. Also a loss of $200 to stock and tools, patterns, etc., which was not insured. At this fire the department was badly handicapped for want of a near supply of water, having to force it from the pond through twelve hundred feet of hose.
At the last annual town meeting an appropriation of $350, together with the old hook and ladder truck, was placed in the hands of the board of engineers to provide a suitable truck for « carrying new and improved apparatus of that branch of the : service made necessary by the erection of several higher build- ings and the new laws of the state. Although the amount at lhand was much smaller than the usual price of such a truck, your committee has been able, after much exertion, to secure

one which meets the entire approbation of all who have exam- ined it.
Regarding the old Niagara engine spoken of in our last report, and upon which action was taken at the annual meet- ing, the board has not been able, as yet, to effect any desired change.
Early in the summer it was discovered that one of the boiler tubes of the steamer was leaking. We had a man from Manchester to put in two new tubes, but the second time it was used, after this, another tube gave out. We then had a complete new set of copper tubes put in, making that practi- cally as good as new, and not likely to need but slight repairs for some years to come.
At present all the apparatus is in first class condition, with the exception of a needed coat of varnish on two or three pieces to preserve the very fine paint and ornamentation.

REPORT OF THE
TRUSTEES OF PUBLIC LIBRARY
OF THE TOWN OF MERRIMAC.
To the Board of Selectmen of Merrimac.
Gentlemen :- In presenting our sixteenth annual report the trustees are pleased to say the Library has maintained its usual good condition. The circulation has not been as large as some previous years, owing perhaps to the depressed con- dition of business and the decrease in the number of our "floating population."
The Library has been well cared for, and there have been no books distributed and now unaccounted for.
During the year the rooms have been opened to the public 98 times, and 9,026 volumes delivered. The average daily de- livery has been 91 ; the largest number delivered in one day, 226 ; (an excess of the preceding year).
The monthly delivery was as follows: In February, (1891), 1,106; March, 1,018; April, 896; May, So5 ; June, 631 ; July, 501 ; August, 230 ; September, 563 ; October, 772 ; November, 730; December, 675 ; January, (1892), 1,099.
Attention is called to the necessity of rules and regula- tions and their observance, as the best service of the librarian and assistants can only be obtained thereby. Apparently the most odious rule is the enforcement of fines for the non-return of books within the regulation time. Persons are at times very

ingenious in the method of an attempt to avoid payment of fines, but fair-minded people will not, on reflection, resort to such practices, which are sure of detection. A fine for an over- due book is a just payment for an extra privilege, a fair penalty for neglect, and a mere pittance for the support of an otherwise free library.
The trustees are gratified to say the privilege of consulting books of reference during library hours has been taken advan- tage of to a considerable extent, and desire to encourage its practice more widely.
We respectfully request the appropriation of the past for coming year.

ARTICLES IN THE WARRANT
FOR THE
ANNUAL MEETING, MONDAY, MARCH 7, 1892.
The polls will be opened at nine o'clock in the forenoon, and may be closed at half past two o'clock in the afternoon.
Article I. To chose a Moderator to preside at said meet- king.
Article 2. To bring in their votes on one ballot, for 'Town Clerk ; three Selectmen, Assessors and Overseers of Poor; Treasurer ; Collector of Taxes ; one School Committee for one year; one School Committee for two years ; ony :School Committee for three years; one Trustee of Cemetere for three years; one Commissioner Sinking Fund for three years; two Trustees Public Library for three years; three Constables ; three Surveyors of Lumber and Measurers of "Wood and Bark; three Fence Viewers; three Field Drivers ; one Auditor of Accounts. Also, to bring in their votes-Yes tor No, on the question : "Shall licenses be granted for the ¿sale of intoxicating liquors in this town?"
Article 3. To choose a committee upon appropriations to report at the next annual meeting.
Article 4. To see what sum of money the town will ¿raise to defray the necessary charges and expenses of the town for the ensuing year, and make appropriations for the same.
Article 5. To fix the time for the payment of taxes and what discount the town will make for prompt payment, also «compensation for collecting.

urer, under the direction of the Selectmen, to hire money in anticipation of taxes, or to pay any indebtedness of the town.
Article 7. On petition of Bion Green and others to see if the town will vote to appropriate a sum not exceeding five hundred dollars for the purpose of employing, in conjunction with one or more neighboring towns, a Superintendent of Schools.
Article 8. On petition of H. O. Delano and others to see if the town will vote to erect a suitable building on the land belonging to the town in the rear of the Fire Engine house on School street for the purpose of storing the road machines and other property belonging to the town and such other uses as the town may require, the cost of said building not to exceed six hundred dollars. Also to choose a com- mittee of three to carry the same into effect, and to make the necessary appropriation therefor.
Article 9. To see if the town will vote to construct a reservoir for fire purposes on Vendome street, near house of Chas. Merriam, and appropriate a sum not exceeding four hundred dollars for the same. Also to choose a committee of three to carry the same into effect.
Article 10. On petition of S. A. McConnell and others to see if the town will accept Forest street, so called, as laid out by the Selectmen, in accordance with description and plan on file in the office of the Town Clerk.
Article II. On petition of J. A. Lancaster and others to see if the town will accept Adams street, so called, and its extension as laid out by the Selectmen, over land of Mrs. Judith Kimball, thence running at right angles with and to Main street, in accordance with description and plan on file in the office of the Town Clerk.
Article 12. To see if the town will accept the Jury List as revised by the Selectmen.
Article 13. To see if the town will vote to restrain neat cattle and horse kind from running at large.
Article 14. To see if the town will take any action in regard to repairing and painting the inside of Sargent hall and ante-rooms.
NOTE ON THE NEW HIGHWAYS.
To regard to Articles 10 and LI in the warrant, the Ruled men have to say, that from information obtained, they céline le the cost to build including land damages of proposed way. in Art. ›I, one hundred and fifty dollars; and in Art. 15 font bandred dollars.
