SEVENTEENTH ANNUAL REPORT,


In compliance with the law the school committee of Mer- rimac submit their annual report. The term of one member of the school board having expired and the other two resign- , ing at the close of the last school year, it became necessary to elect an entire new board. T. H. Hoyt was elected for three years, Frank C. Delano two, and Bion Green one. The new board organized with Bion Green chairman, and T. H. Hoyt, secretary.

The expenditures on this statement are up to and including Feb. 24th. We have at this time an unexpended balance of $302.24 and there will be due when this term closes the teach- ers salaries and janitors salaries for three weeks which will make a small overdraw.

SCHOOL. REPORT.


COURSE OF STUDY.


The course of study adopted by the committee was print- ed together with the regulations last year and it was not deemed advisable to print them this year.


BOOKS.


This year we have made a thorough inspection of the books, we found a great many of them in very bad condition, in fact, but few could be used. Our arithmetics and readers were so badly in pieces that we deemed it advisable to ex- change. The other books are in very bad condition but with the amount of money placed at our disposal we could not ex- change or buy new ones enough to replace all those in bad condition.


DRAWING.


We found the system of drawing in use in the schools to be far behind that in use in other towns, and we have exchanged, putting in the latest system. In consequence of the exchange in systems many of our teachers were unable to teach it without some assistance. We have employed the assistant in the High school to instruct the teachers in this branch, and in consequence we have been obliged to increase her salary. We think much progress has been made in this branch.


APPROPRIATIONS.


We regret very much that the appropriations for school purposes are not large enough to cover the expenses ; we think they should be raised to $8,000 at least. New books are con- stantly coming into use and we cannot procure the books that will give the best results without an increase in the appropri- ation. Books of reference are badly needed in all the schools, particularly the High school and we would recommend that a special appropriation of $100 be made to procure them.


REPAIRS.


Last year very few repairs were made on any of the buildings with the exception of painting the Prospect street building and shingling the one at the Center. The building at the Center is badly in need of painting and other repairs.


We would recommend that some other method of heating be applied to the Center building. There were several days

when it was impossible to properly heat some rooms in this building with the present method, and in consequence the schools were closed.


The need of more room at the Center is very much felt. All the available room is now in use and the High school has no room to use as a laboratory. We understand that the High school has some money to expend for the laboratory when the town will furnish some place for that purpose.


SUPERINTENDENT.


Last year $500 was raised for the purpose of employing in connection with other towns a superintendent of schools, but owing to unforeseen difficulties it was not deemed advisa- ble to form the union district this year. There is not the least doubt in our minds that a superintendent of schools is very much needed in our town, but whether a district superintend- ent is what is needed we are not prepared to say. We think that a superintendent employed by this town alone would give better results, and this could be done with but very little extra cost to the town above that of a district superintendent.


GENERAL REMARKS.


We believe all our teachers are striving to bring the schools under their charge to a high standard of excellence, and that our schools compare favorably with those of other towns where no superintendent is employed.

ARTICLES IN THE WARRANT


FOR THE


ANNUAL MEETING, MONDAY, MARCH 6, 1893.


Article I.


To choose a Moderator to preside at said meeting.


Article 2. To bring in their votes on one ballot for Town Clerk; three Selectmen, who will be Assessors and Overseers of the Poor; Treasurer; Collector of Taxes; one School Committee for three years ; one Trustee of Cemetery for three years; one Commissioner of Sinking Fund for three years; two Trustees of Public Library for three years ; three Constables ; three Surveyors of Lumber and Measurers of Wood and Bark; three Fence Viewers; three Field Drivers ; Auditor of Accounts. Also to bring in their votes upon the same ballot, Yes or No, on the question, "Shall licenses be granted for the sale of intoxicating liquors in this town?" In voting under this article the polls will be opened at nine o'clock and thirty minutes A. M., and may be closed at 2 o'clock P. M.


Article 3. To choose a committee upon appropriations to report at the next annual meeting.


Article 4. To determine what sum of money shall be raised to defray the necessary and usual charges and expenses of the town for the ensuing year and make appropriations for the same. To hear the report of the committee upon appro- priations chosen at the last annual town meeting.


Article 5. To fix the time for the payment of taxes and see what discount, if any, the town will allow for the prompt payment of taxes. Also to see what interest, if any, the town will charge on taxes remaining unpaid after the time

fixed for the payment thereof. Also to determine the com- pensation for collecting.


Article 6. To see if the town will authorize its Treasurer, under the direction of the Selectmen, to hire money in antici- pation of taxes and to pay any indebtedness of the town.


Article 7. To see if the town will vote to construct a reservoir for fire purposes on Vendome street or in that vicinity, and make an appropriation therefor.


Article S. To see if the town will vote to purchase a safe in which to keep the records of the town, and make an appro- priation therefor.


Article 9. To see if the town will make an appropriation to pay Adams street land damage and for the completion of Adams street.


Article 10. To see if the town will accept Forest street as laid out by the Selectmen of last year in accordance with description and plan on file in Town Clerk's office, and make an appropriation therefor.


Article II. To see if the town will vote to repair the interior of Sargent Hall and make an appropriation therefor.


Article 12. To see if the town will vote to sell the Land- ing schoolhouse and lot of land under and adjacent thereto.


Article 13. To see if the town will vote to accept the jury list as revised by the Selectmen.


Article 14. To see if the town will appoint a committee to name the streets of the town and mark each street by placing its name thereon, and make an appropriation therefor.


Article 15. To see what action the town will take regarding the claim .of Mrs. Thomas . F. Goodwin for dam- ages on account of injuries received by her from a fall on Church street, near the Post Office.


Article 16. To see it the town will vote to erect a suitable building on the land belonging to the town in the rear of engine house on School street for the purpose of storing the road machine and other property belonging to the town, and for other town purposes, and make an appropriation therefor.


Article 17. To see if the town will vote to restrain neat cattle and horse kind from running at large.
