TOWN REPORT
REPORT OF POLICE DEPARTMENT
To the Honorable Board of Selectmen-
Gentlemen :
As Chief of the Police Department of the Town of Merrimac, I hereby submit the annual report of the Department for 1927, together with recom- mendations for the coming year of 1928.
Traffic
The traffic part of the Department work is get- ting to be the biggest question to be faced and handled.
Merrimac is situated on a main artery of traffic, is on a through road from the cities of the Merrimac River Valley to the beaches, and also on a highway that accommodates a great deal of traffic from the west that is going to the seashore, or the mountains. This is transient traffic and means very little finan- cially to this Department or our Town, but never- theless must be cared for. Our children and our lives and property need proper supervision and this, especially during the summer, means constant ef- fort on the part of this Department. Laws and rules must be enforced and those motorists who do not voluntarily drive properly must be made to do so insofar as is possible.
This work must be done and must be attended to, even if the Department could be spending its time on other work. The traffic is coming through and must be attended to, as the saving of a single life of one of our people would more than pay for the expense of this Department for years.

Special
Another matter that has caused this Depart- ment more expense and work in supervising is the growing popularity of Lake Attitash. During the summer months its shore is used for bathing by a large crowd of transients and it is necessary to keep a man on duty there a great deal of the time to as- sure proper conditions for women and children.
Merrimac has been fairly free from crime dur- ing the past year and may be considered one of the law abiding communities of the State. I feel the appointment of one regular man last Spring has a great deal to do with this condition, as the driving of careless or wild drivers through a town where a uniformed man is seen on duty has a deterant ef- fect on their usual operation.
We have had several drunken driver cases in the local District Court this year that actually re- turned no revenue to the Town by way of fines, as the law states "all auto fines go to the Common- wealth". In a way this seems a bit unfair, but I believe a Police Department should be run for the protection of lives and property and not for a finan- cial showing.
Regular Officer
The addition of Leon L. Dow on May 1 as a regular officer to the Police Department has worked out very satisfactorily, and has given the citizens much better service and protection from this De- partment. With increased work of the Department it is practically impossible to get along with fewer than the present number of men.
At a meeting of the Board of Selectmen held in December it was voted by them to keep the reg- ular officer on duty from January 1 to Town Meet- ing in March.

Police Quarters
I would again call your attention to the need of better accommodations for this Department. As · stated in my report of 1926, the office now used in conjunction with other departments allows no pri- vacy, which is absolutely necessary to the proper carrying on of this Department, and the cell room has been referred to as a relic of the dark ages. Representatives of the State Board of Health have inspected this room and called attention to the law which does not allow the confinement of prisoners in basements, unless certain sanitary conditions are complied with.
Recommendations for 1928
I would ask that an appropriation of $4,700.00 be made for this Department for 1928, which allows for the pay of one regular man, in addition to the Chief, and for the employment of reserve men when needed, as well as for other regular expenses con- nected with the Department.
I would recommend that an addition be built on the rear of the Town Hall building, that would accommodate this Department with cells and office room on the same floor.
I hereby further submit the itemized report of the work of the Department for 1927.

At the request of the trustees, the Board of Selectmen petitioned the Probate Court to order an accounting by the executor of the will of Thomas H. Hoyt. This accounting was rendered and indicated a balance in the hands of the executor on Nov. 12, 1927, of 27,751.51, and your trustees have request- ed the Board of Selectmen to take action to the end of having the entire balance due under the terms of the will paid to the town.
