REPORT OF POLICE DEPARTMENT


To the Honorable Board of Selectmen.


Gentlemen:


As Chief of the Police Department of the Town of Merrimac, I hereby submit the annual report of the De- partment for 1929.


The work of the Police Department, has remained about the same a's in 1928 and the number of arrests and summonses issued about as they were last year. The in- creased motor vehicle traffic has forced this Department to put more time and effort into the traffic situation, also the care and attention to the school children while cross- ing the heavily travelled thoroughfares is a very import- ant matter. The Department has been so adjusted as to have a man on duty and subject to call at all times, and this materially aids in giving the citizens the protection they are entitled to.


Police Quarters


One matter I would again refer to and that is better housing of this Department, at present the quarters used in conjunction with the other departments are inadequate, unpleasant and very unsatisfactory to the persons having business both with this department, and with other depart- ments, which also occupy the same quarters. Now, that the Hoyt Library is a reality and the quarters formerly used by the local library are to be vacated, I would very strongly suggest and ask that a portion of the quarters giv- en up by the library be turned over to the Police Depart- ment.


Many complaints and calls are made to this Depart- ment by unfortunate persons who should not be forced to

have their troubles aired in public and, therefore, some privacy is due them, as well as this Department.


Important papers connected with the work of the De- partment if now left about are open for general inspection and the whole work of the Department is handicapped by the present arrangement of its quarters. I feel the change could be made without heavy expense and that the results gained would be of great benefit to all con- cerned.

I would ask that the sum of $4,700.00 be appropri- ated for this Department for 1930, which allows for the pay of the Chief and one regular man, also for regular ex- penses of the Department and Special Officers when needed.

During the past year you have seen the new library building erected and in a few weeks it will have been

dedicated and turned over to the town. In recognition of the generosity of the donor, your Trustees have changed the name from Merrimac Public Library to the Thomas H. Hoyt Memorial Library.


During the past year our per capita circulation has been five books compared with an average of seven books in other towns of similar size. Since the value of a public library to its community depends upon its use, it is hoped that greater use for reading, reference, and book circulation will be made of our new library. To permit and encourage this, it is proposed to have this remain open three afternoons and evenings each week instead of two, as in the past , and to purchase a greater number of bookis during the year.
