WARRANT FOR ANNUAL TOWN MEETING
ESSEX, ss.
To James P. Donahue, one of the Constables of the Town of Merrimac,
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Merrimac to meet in Sargent Hall in Merrimac on
MONDAY, MARCH 1, 1937
at six o'clock in the forenoon to act on the following articles, namely :---
Article 1. To elect a Moderator for one year, Town Clerk for one year, three Selectmen for one year, three members of the Depart- ment of Public Welfare for one year, one Assessor for three years, Treasurer for one year, Collector of Taxes for one year, one member of the School Committee for three years, one Trustee of Cemeteries for three years, two Trustees of the Public Library for three years, one Trustee of Kimball Park for three years, five Commissioners of Playground for one year, one .Commissioner of Municipal Light Board for three years, one Water Commissioner for three years, three Constables for one year, three Surveyors of Lumber and Measurers of Wood and Bark for one year, and Tree Warden for one year. In voting under this article the Polls may be closed not earlier than four o'clock P. M.
Article 2. To fix the Compensation of the Collector of Taxes.
Article 3. To determine what sum of money shall be raised to defray the necessary and usual charges and expenses of the Town for the year 1937 and make appropriation for the same.

Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 5. To see if the Town will vote to authorize the Town Accountant with the approval of the Selectmen to transfer from time to time from the Road Machinery Account to the Maintenance of Road Machinery such sums as may be needed to keep road machinery in operation. 1
Article 6. To see if the Town will vote to raise and appropriate the sum of three thousand dollars ($3,000.00) to be expended under the supervision of the Selectmen for W. P. A. or other Federal or State Relief projects.
· Article 7. To see what action the Town will take to provide a list of candidates for the 1938 Citizens Caucus, whose nominees shall be placed on the ballot as candidates at the Annual Town Meeting of 1938.
Article 8. To see if the Town will vote to authorize the Select- men to appoint a Co-Ordinator (for a term of one year) of W. P. A. or other Federal or State Relief projects, who may be a member of the Board of Selectmen and to fix the amount of compensation to be paid therefor, and to raise and appropriate a sufficient sum of money to pay for the same.
Article 9. To see if the Town will vote to designate as the two members of the Merrimac Bureau of Old Age Assistance who are members of the Board of Public Welfare, the two members of the Board of Public Welfare receiving the highest number of votes cast at the annual town election as members of the Board of Public Wel- fare.
Article 10. To see if the Town will vote to fix the compensa- tion of the Members of the Merrimac Bureau of Old Age Assistance

who may or may not be members of the Board of Public Welfare and to raise and appropriate $300.00 therefor, provided however that said compensation shall be first paid from any available funds grant- ed by the Federal Government for Administrative purposes.
Article 11. To see if the Town will vote to raise and ap- propriate the sum of $1,500.00 for the improvement of Chapter 90 (General Laws) Road Maintenance work, said sum of fifteen hun- dred dollars ($1500.00) or any portion thereof, to be used in con- junction with any money which may be allotted by the State or County or both for this purpose.
Article 12. To see if the Town will vote to appropriate the sum of thirty five hundred dollars ($3500.00) from the Electric Light Operating balance of 1936 to be used by the Assessors, with the estimated receipts to fix the tax rate for the year 1937.
Article 13. To see if the Town will vote to borrow on account of tax titles under Chapter 281, Acts of 1936 to be used to meet ap- propriations for the year 1937, the amount so voted to be applied by the Assessors for the purpose of 1937 tax reduction.
Article 14. On petition of William Phillip Gilmore, Forrest L. Bishop and twenty-four others to see if the Town will vote to install water on the playground on Locust Street, and raise and appropriate money therefor or take any action in relation thereto.
Article 15. On petition of Ralph H. Sargent, Frank M. Haynes and thirteen others to see if the Town will vote to request and au- thorize the Board of Selectmen to prepare and submit for approval a W. P. A. or other Federal Grant Project for the purpose of con- structing a sewage system to dispose of sewage now entering Stevens Pond and Cobblers Brook, and to develop Stevens Pond so as to render it suitable for swimming or other aquatic sports, and authorize said Selectmen to acquire land necessary for this purpose, and raise and appropriate money therefor, or take any other action in relation thereto.
Article 16. To see if the Town will vote to establish the method of distribution, of wood cut in the Town Forest, or to make rules

thereto or take any suitable action in relation to the same.
Article 17. On petition of Rudolph J. Woyvoda and twenty others to see if the Town will vote to increase the hourly wage of laborers of said Town of Merrimac from forty cents to fifty cents an hour, this increase in wages to take effect March 2, 1937.
Article 18. On petition of the Town Forest Committee, to see if the Town will vote to purchase a tract of land, being a portion of the John E. Currier estate, containing twelve acres more or less, bounded west by land of Battis, north by Old County Road, east by land of Battis, south by Town Forest, and to raise and appropriate the sum of two hundred dollars ($200.00) to purchase the same.
Article 19. On petition of the Cemetery Trustees, to see if the Town will vote to raise and appropriate the sum of six hundred and eighty dollars ($680.00) from the sale of cemetery lots, such sum or part thereof, to be expended under the direction of the Cemetery Trustees, "for the improvement and embellishment of the said ceme- tery" according to section fifteen and Section twenty-five of Chapter 114 of the General Laws as appearing in the Tercentenary Edition thereof.
Article 20. On petition of Herman F. Davis and sixteen others to see if the Town will vote to instruct the Board of Water Commis- sioners to extend the water main on Liberty Street from its present terminus to connect with the main on Church Street at the junction of Liberty and Church Streets, and raise and appropriate a sum of money thereof.
Article 21. On petition of Edgar J. Davis and sixteen others to see if the Town will vote to amend Article Eight of the Town By- Laws by repealing Section one, and inserting the word "sign" in Sec- tion two immediately preceding the word "structure" so that the article as amended shall read: "Article Eight, Obstructions over side- walks. No person shall place or maintain any sign, structure, ap- paratus, awning, canopy, shade, or frame for the same, in or over any sidewalk or street without first obtaining a permit in writing from the Selectmen so to do."

Article 22. On petition of William B. Pendleton and sixteen others to see if the Town will vote to instruct the Board of Select- men acting as such or as a Board of Health to make suitable regula- tions for the use of the public dump on Mill Street, with a view to protect the health of the public and the rights of neighboring prop- erty holders; and to enforce such regulations by the appointment of an officer empowered to enforce them or by some other means; and raise and appropriate a sum of money therefor or take any other ac- tion in relation thereto.
Article 23. On petition of John J. Shepard and twenty-seven others, to see if the Town will vote to accept as a Town Street the Billings Road, so called a private way running from Westminster Road connecting Belmore Road and Ridgefield Road, said Billings Road being about six hundred and forty feet (640) in length, as shown in a plan on file with the Town Clerk, provided the abuttors will release the Town from any damages which may be caused by laying out construction and taking of land.
Article 24. On petition of John J. Shepard and twenty-seven others to see if the Town will vote to accept as Town Street the Ridgefield Road, so called a private way running from Billings Road about nine hundred feet (900) in length as shown in a plan on file with the Town Clerk, provided the abuttors will release the Town from any damage which may be caused by laying out construction and taking of land.
Article 25. On petition of Ralph L. Holmes and twenty-nine others to see if the Town will vote to raise and appropriate the sum of five hundred and fifty-three dollars and fifty-four cents ($553.54), and instruct the Water Commissioners to extend the water service to the extreme westerly end seven hundred and ninety-two feet (792 ft.) of Westminster Road, with a hydrant at that point; during the year 1937 provided it can be put in as a W. P. A. project.
Article 26. On petition of Charles Emery Hoyt and eighteen others, to see if the Town will vote to raise and appropriate the sum of four thousand one hundred and thirty-two dollars ($4,132.00) to be expended under the supervision of the Board of Selectmen and the Board of Water Commissioners for an extension of the water service

from the junction of Birch Meadow Road and West Main Street, on Birch Meadow Road to a point opposite the residence of Charles Hughes, thence along Birch Meadow Road, by the residence of Charles E. Hoyt and of Thomas Riley and connecting with itself after encircling Birch Meadow, a distance of approximately 9504 feet, providing that the Federal Government will accept this proposal as a W. P. A. or other work relief project and furnish the balance of the cost estimated at twenty thousand six hundred and fifty-seven dollars ($20,657.00); that is a contribution of $16,525.00 by the Federal Government and a contribution of $4,132.00 by the Town of Merrimac.
Article 27. On petition of Cecil E. Welch and nine others to see if the Town will vote to raise and appropriate the sum of fifty dollars ($50.00) to be placed at the disposal of the Playground Com- mission to be used at their discretion on the playground during the current year.
And you are hereby required to serve this warrant by posting attested copies thereof in seven public places in said Town of Merri- mac, at least seven days before said time of meeting.
Hereof fail not and make due return of this warrant with your ! doings thereon to the Town Clerk at the time and place of meeting aforesaid.
